There will be no Socioeconomic set-asides for this requirement. It is anticipated to make a Firm Fixed Price award for this requirement.

NORTH AMERICAN INDUSTRICAL CLASSISIFICATION CODE (NAICS)

The following North American Industry Classification Code (NAICS Codes) is the primary code applicable to this acquisition: 334516 - Analytical Laboratory Instrument Manufacturing.

The Government is requesting a discount for this effort. The offeror’s pricing shall reflect the total Firm Fixed Price of the quote which accounts for the products being purchased and all related services, and delivery. Equipment shall be new in nature, and no grey market or refurbished products shall be accepted.

EVALUATION

Evaluation shall be conducted in accordance with FAR 52.212-2, see page 19.

SUBMISSION OF QUESTIONS and QUOTE Submissions of Quote to this RFQ shall be sent to Gene Parrill, Contract Specialist, via email gparrill@usbr.gov on or before 5pm Mountain Time, June 20, 2022. All submissions shall reference “RFQ – Constant Volume Tester” included in the subject line.

STATEMENT OF WORK

REQUIREMENT SPECIFICATIONS

Title: Constant Volume Ring Shear Soil Strength Testing Device

1.0 Background

The Burau of Reclamation, Geotechnical Laboratory and Field Support group seeks to purchase a Constant Volume Ring Shear Soil Strength Testing Device with an accurate and active height control. The devise is required to deliver rapid feedback to actively adjust the vertical load to maintaining a constant height to test the strength of residual undrained fine grain soils. This in turn shall provide a dynamic analysis of crucial soil parameters for design, issue evaluation, and construction support to estimate realistic deformations due to earthquake loading.

2.0 CHARACTERISTICS

2.1 Contractor must provide a Constant Volume Ring Shear Soil Strength Testing Device with the following characteristics:

2.1.1 Shall be a fully contained system, without requirements for additional data acquisition devices, large weights, external dial gauges or load rings.

2.1.2 The active height control and shearing control needs to be programmable and automated through-out the shearing process.

2.1.3 Active height control, maintaining a height within 0.05% of the pre-shear specimen (post consolidation).

2.1.4 Must operate at standard US electrical frequency and voltage (60 Hz and 120 V, respectively).

2.1.5 Must be plug and play compatible with Reclamations GDSLAB control and data acquisitions software packages.

2.1.6 Must be able to accommodate specimens with 10 mm height or greater, 70 mm inner diameter, 100 mm outer diameter.

2.1.7 Must be compatible with ASTM standards D7608 and D6467.

2.1.8 No additional modification required prior to production level work.

2.1.9 The equipment must be provided with up-to-date equipment calibration documentation and shall be manufactured with all new parts.

2.1.10 Be 100% electro-mechanical. All loading (vertical and shear) should be controlled via electromechanical actuator and electromechanical stepper motor (or the like);

hydraulic and/or pneumatic actuation is not permissible.

2.1.11 The Contractor must be able to provide porous stone sets with and without o-rings machined into the inner and outer diameter and with a custom groove pattern.

2.1.12 All required equipment shall be delivered with all required accessories, and options to include sensor calibrations and data acquisition.

2.1.13 Contain an easy access emergency shut-off

2.2 The system must meet the following additional load control and measurement capabilities

(beyond that of ASTM standards D7608 and D6467):

2.2.1 Must be able to measure a maximum torsional load of at least 200 N-m with an accuracy of at least 0.2%.

2.2.2 Must be able to apply a maximum torque of at least 200 Nm with a resolution of at least 0.01Nm.

2.2.3 Must be able to measure an axial load of at least 5 kN with an accuracy of at least 0.2%. Must be able to axially load the specimen to at least 5kN with a resolution of at least 1 N.

2.2.4 Must have capabilities to measure vertical displacement with a range of at least 5 mm, with an accuracy of at least 0.075%.

2.2.5 Must be capable of applying a constant rate of rotation with a minimum rotational speed of at least 0.01 degrees/minute and a maximum rotational speed of at least 720 degrees /minute with a resolution of at least 0.01 degrees.

2.3 Installation: The Contractor must provide qualified engineers to install and calibrate purchased equipment.

2.4 Training: Provide a two-day training for Reclamation personnel.

2.5 Annual Maintenance and Repair: The Contractor must provide qualified engineers and technicians available for any ongoing support, maintenance, and repair.

Proposing Contractor’s shall also provide support information demonstrating the successful sale, installation, and commissioning of at least 5 similar systems.

3.0 Government Furnished Property

The Government is not furnishing any property as part of this acquisition.

4.0 Security

The Contractor shall be responsible for providing all necessary equipment documentation to ensure the shipment passes all United States Customs Security requirements and to its final destination.

5.0 Delivery and Place of Performance

The equipment is to be “Delivered at Place” to:

The Contractor is responsible for delivering the entire system to Reclamation’s laboratory in Denver, Colorado. The Contractor shall be responsible for ensuring the equipment is undamaged during the shipping process with all required parts.

The Contractor shall be responsible for all equipment installation, set-up, calibration, and ensuring it operates within the required specifications.

6.0 Date of Delivery and Training

All equipment shall be delivered within 6 months of an award of the contract.

Training and installation for all equipment should take place within 90 days of delivery.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

INVOICE PROCESSING PLATFORM (IPP) APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

'Payment request' means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

The Contractor shall also submit an electronic copy of the IPP invoice to the Contracting Officer at doinvoices@usbr.gov, gparrill@usbr.govonce for payment consideration. Failure to email the invoice may cause significant delay or possible rejection of your payment request.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract , subcontract , or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services —Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services.

The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services " in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements , reasonable inquiry , roaming , and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment .

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

Nothing in the prohibition shall be construed to— https://www.acquisition.gov/

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—
