Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23.
The associated North American Industrial Classification System (NAICS) code for this procurement is 541370, with a small business size standard of $19.0 Million.
The Bureau of Reclamation Denver Contracting Office is seeking to procure Ariel Imagery Services. Please refer to Attachment A: Statement of Work, Attachment B: Area of interest (AOI) polygon, and Attachment C: ArcGIS shape files.
All interested companies must provide a quote for the following:

DELIVERY
Delivery: Monthly images will be required March-November unless the CO or COR notifies the vendor no later than the 20th of the month that an image is not needed.
Digital data is to be provided for download via a secure, government approved File Transfer Protocol (FTP). The contractor shall keep the data available for the life of the contract.

The following solicitation provisions apply to this acquisition:
FAR 52.212-1, “Instructions to Offerors–Commercial Products and Commercial Services” NOV
1. The Government anticipates making one (1) Labor-Hour type award.
2. Format:
a. Submit one (1) electronic copy of the quote to Christina Mohamed at cmohamed@usbr.gov.
b. Submit in Arial, Calibri, or Times New Roman font, 11 point or larger.
c. Page Limit of the technical approach is limited to ten (10) 8-1/2 inch by 11inch pages each.
d. All vendors are required to submit separate documents for Technical Approach, Past Performance and Price
e. All vendors are required to fill out and submit provision 52.204-24 d(1) and d(2).
3. Content:
FACTOR 1: Technical Approach: Offerors must submit a technical proposal.
(i) Offerors are requested to submit a technical approach and methodology showing how the https://www.acquisition.gov/far/part-52 https://www.acquisition.gov/far/part-52#FAR_52_212_1 work will be performed IAW the performance work statement.
FACTOR 2: Past Performance: The past performance shall include a list of three (3) references of projects similar to this requirement under this solicitation which the offeror has completed during the last (5) five years. For each project include:
(i) Name of the project;
(ii) Description of the work;
(iii) Contract number, date, and type;
(iv) Name and address of the acquiring Government agency or commercial customer;
(v) Initial contract amount and final contract amount;
(vi) Name(s) and telephone number(s) of references from the acquiring agency or customer who may be contacted for further information.
(vii) An example of the work completed.
FACTOR 3: PRICING
Pricing shall be submitted on the table shown above.
FAR 52.212-2, “Evaluation – Commercial Products and Commercial Services” NOV 2021
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be based on the best value to the government, price and other factors considered.
1. Technical Approach: The technical approach will be evaluated to determine the soundness of the technical approach most suitable to this effort.
2. Past Performance: The quote will be evaluated to assess the corporate experience of the
Offeror with respect to projects similar in scope and size to the work described herein within the last (5) years.
3. Price: Offerors aggregate price for the purchase order will be evaluated. All proposed prices submitted will be reviewed for price reasonableness and any instances of unbalanced pricing.
The government will perform an evaluation where technical approach and past performance are significantly more important than price and select the offer that provides the best value.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept https://www.acquisition.gov/far/part-52#FAR_52_212_2 an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, “Offeror Representations and Certifications–Commercial Products and Commercial Services.” If paragraph (b)(2) of the provision is applicable, a written submission is required.

This is an open-market combined synopsis/solicitation for supplies as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
