Statement of Work

PVU Injection Well Evaluation 2021

1. Introduction/Background

1.1. Reclamation’s Paradox Valley Unit (PVU) is a component of the Colorado River Basin Salinity Control Program, which is a multi-works program to control the salinity of water delivered to users in the United States and Mexico. PVU is located in western Colorado, approximately 90 km southwest of Grand Junction.

1.2. Using a field of shallow brine extraction wells located in Paradox Valley, PVU diverts highly saline groundwater which would otherwise flow into the Dolores River, a tributary of the Colorado River. The diverted brine is piped several miles, and then injected into a 16,000-foot-deep Class V waste-disposal well (well) located on the margin of Paradox Valley. The well was completed in 1988.

1.3. The injection process has resulted in the disposal of about 100,000 tons of salt per year since 1996. Because of the relatively low permeability of the target injection formation, brine injection at these rates results in surface pressures of about 5,000 psi, and down-hole pressures of about 12,000 psi, which is above the injection formation fracture closure pressure. The target injection formation is a Mississippian-age limestone.

1.4. The injection process also causes induced seismicity. To reduce the frequency and magnitude of induced seismicity, the injection rate has been reduced several times since long-term operation of the PVU began in 1996. In March 2019, a MW 4.5 earthquake occurred 1.6 km SW of the injection well, causing the well to be shut in per USBR protocol. The PVU has been shut down almost continually since the March 2019 earthquake to analyze and evaluate the M 4.5 event and associated aftershocks and assess future seismic risk.

1.5. To determine the operability and performance of the well, an injection test was conducted from April 21, 2020 to May 29, 2020. Preliminary injection data showed a possible decrease in permeability, but further analysis is necessary to verify that condition. The well has been shut-in since May 29, 2020.

1.6. Reclamation has previously determined that the well is near the end of its serviceable life. Reclamation has also determined that to properly assess the future of the well, an evaluation of the condition of the well and injection zone should be conducted to evaluate the potential adverse effects of the long duration of the shut-in.

1.7. Reclamation is seeking: (1) an evaluation of possible adverse effects of an extended shut-in; (2) recommendations on operational changes to minimize or remediate those possible adverse effects; (3) evaluation of data collected during a 5-week well test conducted in 2020; and, (4) recommendations on developing a plan for potential subsequent well tests. These studies, evaluations and recommendations will be done by knowledgeable and qualified experts in the design, drilling, completion, and testing of deep brine disposal wells operating at high injection pressures, and in the fields of petroleum engineering, structural/petroleum geology, and injection well reservoir analysis. The results of this evaluation and recommendations are intended to be used by Reclamation for planning and decision making for future PVU injection operations.

2. Description of Products/Services

2.1. The contractor shall conduct a comprehensive review of project documentation, data, and studies made available by Reclamation, to familiarize the contractor with the well and project history.

2.2. The contractor shall conduct an evaluation of the possible effects of extended well shut-in periods, including from March 4, 2019 to April 21, 2020, and May 29, 2020 to the present, and for an additional period of up to 5 years.

2.2.1. The contractor shall perform a literature review of pertinent case histories or other studies on the effects of long-term shut-ins.

2.2.2. The contractor shall identify and evaluate potential adverse effects on the reservoir (near well-bore and far-field), and the well which may result from the long shut-in.

2.2.2.1. The contractor shall consider, at a minimum, effects related to the geochemistry, geomechanics, mechanical integrity, biological fouling, and formation temperature.

2.2.2.2. The contractor shall include sampling and testing of stored brine available from surface storage tanks at the project.

2.2.2.3. The contractor shall perform an analysis of potential temperature and geochemical changes that may lead to adverse effects during long-term shut in.

2.2.2.4. The contractor shall perform an analysis of pressure and flow data from previous shut-ins, as well as the results of previous studies and data from the well, including temperature surveys, geochemical analyses, pressure-flow modeling, and geomechanical modeling.

2.2.2.5. The contractor shall perform an analysis of the pressure-flow data collected during the 2020 well test and provide an evaluation of the behavior of the reservoir following the initial shut-in period compared to previous injection periods.

2.2.2.6. Except for the sampling and testing of the stored surface brine, these analyses shall be desk-top studies based on available existing data and shall not include additional data collection.

2.3. The contractor shall evaluate possible future data collection and analyses that may improve confidence in determining the effects of long-term shut in. This evaluation shall include a review of the approximate costs, benefits, and risks of data collection from the well.

2.4. The contractor shall prioritize the importance and need for action for adverse effects that may require remediation within a 6-month period from the date the contract is awarded.

2.4.1. The contractor shall describe the priority of issues and their potential for degrading future injection.

2.5. The contractor shall recommend possible remedies to prevent further degradation or ill effects of issues prioritized in Section 2.2.

2.5.1. For each issue described in Section 2.2, the contractor shall provide recommendations to avoid or minimize further degradation of the system.

2.6. Contractor shall prepare a draft and final report detailing the studies, analyses, case-histories, conclusions, and recommendations performed for the work described in Sections 2.2 through 2.5.. The government will provide written comments on the draft report within 7 calendar days of receipt of the draft report, and the contractor shall address those comments in the final report.

2.6.1. The contractor shall provide draft and final reports, with reference citations.

2.7. The contractor shall provide a schedule for completing sections 2.1 through 2.6.

2.8. The contractor, supervising engineer, and key technical personnel shall be available for weekly one-hour progress meetings via teleconference at a mutually agreed time to discuss issues.

2.9. All work shall be performed under the direct supervision of a registered professional engineer, and all delivered copies of the final written report shall bear an original signature and stamp of the supervising engineer.

3. Personnel Qualifications: Contractor personnel shall provide resumes detailing education and employment history for the personnel who will perform the analysis. The resumes shall demonstrate at least 10 years of industry experience in the design, drilling, testing, logging, and completion of deep brine disposal wells injecting at high pressures. It is expected that expertise in the fields of petroleum engineering, structural/petroleum geology, and/or deep-well drilling will be needed. Documented past professional experience on deep well projects in the Paradox Basin would be highly beneficial.

4. Government Furnished Materials or Services: All relevant project documentation will be provided to the contractor by Reclamation in electronic format. Documentation will include injection data, geochemical analyses, brine sample analyses, wireline documentation, seismic data, and previous pressure/flow modeling results.
