Evaluation will use a Lowest Price Technically Acceptable (LPTA) process; quoters must demonstrate legal authorization by the county to provide refuse services and capability to meet all Performance Work Statement requirements. Quoters must be registered in SAM.gov with completed representations and certifications. All quotes must include the completed price schedule and vendor information, submitted via email to davinder_kullar@ios.doi.gov. The Contracting Officer is Davinder Kullar, and invoicing and payment will occur through the Invoice Processing Platform (IPP).

Performance Work Statement Refuse and Recycling Collection Services
Glory Hole Recreation Area, New Melones Lake
Part A: General Information
1. Introduction: The purpose of this contract is to provide recycling, refuse collection and disposal services to various locations at New Melones Lake operated by the U.S. Bureau of Reclamation.
The Contractor shall provide all labor, materials, equipment, supplies, permits, transportation and supervision necessary to provide the refuse collection and disposal service at designated facilities at Glory Hole Recreation Area. New Melones Lake is located off highway 49 in Tuolumne and Calaveras Counties, Sonora, California.
This requirement calls for placement and subsequent servicing of up to sixteen (16) 2-cubic yard refuse dumpsters, twelve (12) recycling/ refuse dumpsters and one (1) 20-cubic yard bins at New Melones Lake. The refuse dumpsters or recycling/ refuse dumpsters will be located at the Glory Hole Recreation Area. The dumpsters will be placed at assorted locations disbursed amongst day use, campground, and parking lots. The dumpsters to be provided will be sanitized periodically and kept in operational condition and functionality.
2. Area Closures: In the event that any part or the entire Park is permanently or temporarily closed, the segments of this contract pertaining to that area will not be required and therefore not utilized. Contractor shall not perform work in those areas or facilities that are closed.

4. Estimated Quantity Line Items: All Line Items are estimated quantities and are not guaranteed amounts. The Contractor will only be paid for work performed. At no time will the Contractor exceed the estimated quantities against the estimated quantity Line Item. The Contractor will establish a tracking system of actual quantities against the contract’s estimated quantities for each estimated quantity Line Item and will maintain the tracking system up to date throughout the life of the contract: when the actual quantity of any Line Item reaches 75% of the estimated quantity on any estimated quantity Item, the Contractor will notify the Government’s COR in writing by fax or e-mail within two calendar days. Once the Government is notified that the actual quantity has reached 75% of the estimated quantity on any Line Item and if the Government determines that the estimated quantity needs to be increased, the Contractor will receive an official modification to the contract action signed by the Contracting Officer increasing the quantity and the amount obligated on the contract BEFORE the Contractor will proceed to work over the estimated quantity. The modification will establish the new estimated quantity that the Contractor shall not exceed without another modification.
5. Invoicing & Payment: The contractor shall submit an itemized invoice, which shall include the unit price for each type of service provided and the number of units serviced for each type of service. Payment shall be made monthly in arrears at the contract unit price for services performed in accordance to the pricing schedule.
6. Type of Contract: This requirement shall be awarded as a firm fixed price purchase order for a base year and four (4) option years.
7. Period of Performance: This purchase order shall be for a Base Year and four (4) Option Years.
The Option Years will be exercised based on the performance of the Contractor and the existing need for the services by the Government. The period of performance will be as follows:
o Base Year: June 1, 2026 – May 31, 2027 o Option Year 1: June 1, 2027 - May 31, 2028 o Option Year 2: June 1, 2028 - May 31, 2029 o Option Year 3: June 1, 2029 - May 31, 2030 o Option Year 4: June 1, 2030 - May 31, 2031
8. Pre-work Meeting: This meeting shall be held at the New Melones Office within 15 days after award of the contract and prior to the beginning of work, at a time mutually agreeable the Contractor and the Contracting Officer’s Representative. The purpose of this meeting will be to review the contract and the work to be performed. At this time, the Contractor shall be required to submit, for Government approval, the following listed items:
a. List of all supplies and materials to be used on the job with manufacturer’s recommendations on the use of all materials and material data sheets.
b. Detailed work schedules for each service area for the first month of the contract period.
c. List of employees who will be working on the contract.
d. Name, address, and telephone number of authorized supervisors.
e. Make, model, and year of all power equipment.
Part B: Work to be Preformed
1. General Information: The Contractor shall provide all labor, materials, and equipment to provide refuse collection and disposal services at the designated facilities at New Melones Recreation Areas. In addition to the above, the Contractor will be required to comply will all State, County, and Federal Laws and/or sanitary regulations governing the pick-up, hauling, and disposal of refuse hauled; and the Contractor shall be solely responsible for obtaining any licenses or permits that may be required for performance of the contract. Any costs involved in obtaining licenses or permits shall be at the expense of the Contractor.
2. Work Locations: The following information below is the units described and the location for dumpsters and bins at the New Melones Lake:
a. Up to sixteen (16) refuse dumpsters are in the Glory Hole Recreation Areas, Calaveras County.
b. Up to twelve (12) recycling/ refuse dumpsters are in the Glory Hole Recreation Area, Calaveras
County.
c. One (1) 20 yard low-boy bin located as directed to the Glory Hole Recreation Area by the
COR upon request up to 2 times per year.

3. Work Schedule:
a. Days of Operation: A business day shall be considered Monday through Friday. Service shall be as indicated within this statement of work unless otherwise specified by the COR.
The Contractor shall be notified of schedule changes at least 72 hours in advance.
b. Hours of Operation: Work completed under this statement of work shall be accomplished between 8:00 a.m. and 4:00 p.m. unless otherwise approved by the COR. The Contractor shall notify the Park Office if the services are unable to be performed for any reason.
c. Federal Holidays: When a service day falls on a Holiday, the service shall be performed on the following day. The ten (10) Federal Holidays are as follows:
New Year’s Day Labor Day Martin Luther King Day Columbus Day Presidents Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day Juneteenth Day
When one of the above designated holidays falls on a Sunday, the following Monday is observed as the legal holiday. When a designated holiday falls on a Saturday the preceding Friday is observed as a legal holiday.
4. Service Schedule: Refuse removal servicing shall be as follows:
a. Glory Hole Recreation Area Peak-Season: From April 1 to September 30, up to sixteen (16) refuse dumpsters and twelve (12) recycling/ refuse located throughout the Glory Hole Recreation Area serviced on a day approved by the COR between 8:00 a.m. and 4:00 p.m.
b. Glory Hole Recreation Area Off-Season: From October 1 through March 31, up to six (6) refuse dumpsters and eight (8) recycling/ refuse dumpsters located throughout the Glory Hole Recreation Area are serviced on a day approved by the COR from 8:00 a.m. to 4:00 p.m.
c. Additional Services: Extra collection and disposal of refuse or recycling may be required for periods of heavy use, such as during holidays, special events, and including, but not limited to, other unforeseen circumstances, such as unusual amounts of usage.
1. Requests for additional services could include extra scheduled collection and removal.
2. Requests for additional services will be made by the COR.
3. Additional servicing must be completed within 72 hours after the request is made.
5. Dumpster(s) and Bin(s) defined:
a. Refuse Dumpster(s): Contractor shall provide up to sixteen (16) dumpsters for this contract. Each dumpster shall meet the following specifications:
i. Two (2) cubic yard capacity.
ii. A covered and lockable top that is hinged on one side.
iii. Provide access hatch to door that is between 24 inches and 30 inches wide by 24 inches to 30 inches long
iv. The access door or hatch must be self-closing and have a latch that is able to be activated from both outside and inside the dumpster.
v. The dumpster shall be painted brown
vi. The dumpster shall be signed for general trash. Decals, labels and signage regarding limitations, restrictions, etc. shall be affixed to the dumpster.
vii. A dumpster with a drainage design that prevents water from collecting inside the dumpster.
viii. The side height shall not exceed 60 inches.
ix. Shall be serviced and repaired, painted and new safety labels applied prior to being placed back in all the recreation areas one week in advance of the peak-season
x. Shall be sanitary, have minimal damage, and cleaned periodically to eliminate and buildup of offensive odor
b. Recycling/ Refuse Dumpster(s): Contractor shall provide up to twelve (12) dumpsters for this contract. Each dumpster shall meet the following specifications:
i. Four (4) cubic yard capacity
ii. The dumpster will be divided into 2 equal sized areas by a fixed divider
iii. A separate lockable lid shall be provided for each area defined above
iv. Each lid shall provide an access hatch or door that is between 24 and 30 inches wide by 24 to 30 inches long.
v. Each access door or hatch must be self-closing and have a latch that is able to be activated from both outside and inside the dumpster.
vi. The dumpster shall be painted so the right half of the dumpster is blue, and the left half of the dumpster shall be painted brown
vii. The right side shall be signed for recycling and the left half for general trash.
Decals, labels and signage regarding limitations, restrictions, etc. shall be affixed to the dumpster.
viii. A dumpster with a drainage design that prevents water from collecting inside the dumpster
ix. The side height shall not exceed 60 inches
x. Shall be serviced and repaired, painted and new safety labels applied prior to being placed back in the recreation area one week in advance of the peak-season
xi. Shall be sanitary, have minimal damage, and cleaned periodically to eliminate any build-up of offensive odor.
c. Bin(s): Contractor shall provide up to one (1) bin for this contract. Each bin shall meet the following specifications:
i. Twenty (20) cubic yard capacity
ii. Shall not have side walls that exceed 60 inches in height
iii. Shall allow for mixed waste
iv. Shall be delivered upon request and be on-site for at least seven (7) days.
v. Shall allow for four (4) tons of material to be placed in the bin. Government shall not exceed the allowed height of waste in the bin.
6. Staging, Placement and Removal of Dumpster(s): The Contractor will typically move dumpsters that are not in use or are in closed areas to a staging area, as identified in Section 8.
The COR may authorize the Contractor to leave dumpsters that are in closed areas in place. The Contractor will move dumpsters from the staging area to dumpster locations as identified in Section 2 as requested by the COR. The Contractor shall not charge the Government for moving dumpsters to or from the staging areas, and there shall be no fee associated with dumpsters stored in the staging area. Contractor shall move dumpsters to/from staging on the Contractors next normal service day, the Government will provide a minimum of 72-hour notice for dumpster movement.
7. General Specifications: General specification are as follows below and shall be completed in a professional manner.
a. Trash Pick Up: The Contractor shall empty all dumpster as specified in the Service Schedule.
b. Unserviceable Units and Repairs: The Contractor is responsible for the upkeep of the dumpsters. At no cost to the Government, the Contractor shall replace any dumpster found to be unserviceable or not to be compliant with the specifications identified in Section 5 of this Performance Work Statement. Upon notification by the COR that a dumpster must be replaced, the Contractor shall complete the work within 24 hours, unless the COR authorizes a longer replacement period.
8. Storage/Staging: Dumpsters are to be stored/staged in an area designated by the COR. The
Contractor shall not charge for moving dumpsters to or from the storage/staging area.
Dumpsters in storage/staging shall not be assessed any storage fee. The Staging area will be located within the Glory Hole Recreation Area.
9. Excluded Items from the Waste Stream: Occasionally, the contractor may find items in the waste stream that cannot be included in the waste stream (e.g. paint, pressure treated lumber, pesticides, oil, etc.). When the contractor identifies such items, the Contractor shall contact Reclamation via the contact method provided by the COR so that Reclamation can attempt to remedy the issue prior to the assessment of special charges.
Part C: Contractor Responsibilities
1. Quality Control: If someone other than the person named on the official contract is performing the duties as described, it is the responsibility of the Contractor to personally inspect the worksite a minimum of every 30 days to ensure adherence to contract specifications and acceptable performance standards. Contact with the Park Office shall be made upon arrival during these visits.
2. Certification: The Contractor shall hold any licenses or certifications required by the State of California and register with Tuolumne and Calaveras Counties as needed and provide proof of any certification before the start of work. The Contractor shall be responsible for any permits required to perform services.
3. Accident Records: The Contractor shall maintain an accurate record of and shall report to the CO in the manner and on the forms prescribed by the CO, all accidents resulting in death, traumatic injury, occupational disease, and damage to property, materials, supplies, and equipment incidental to work performed under this contract. Medical expenses for Contractor personnel are the responsibility of the Contractor.
4. Insurance: A copy of evidence showing the acquisition of insurance, if required by this contract, shall be submitted to the COR prior to the commencement of work.
5. Employees: The Contractor shall furnish competent, safety conscious personnel. If employees prove to be incompetent or unsatisfactory, the Contactor shall remove them immediately and replace them. For safety and security purposes, the Contractor shall submit IN WRITING the name, address and phone number of all personnel preforming services under this contract prior to the commencement of work. The Contractor shall submit IN WRITING the name of all employees discharged during this contract.
6. Equipment and Supplies: The Contractor shall furnish all equipment and supplies, such as dumpsters, etc. to satisfactorily perform the service specified herein. A list of all materials and equipment shall be submitted for approval by the COR before their use. All equipment shall be of commercial quality and in a condition to adequately and safely perform services for which intended.
7. Caution and Safety: Safety is a special requirement that cannot be overstated, all written safety procedures on chemicals and working material shall be observed and followed at all times. Wearing of hardhats is required in posted areas. The Contractor’s personnel shall abide by all Bureau of Reclamation safety rules and regulations. The Contractor shall direct any questions regarding safety to the COR.
a. Prior to work under this contract, the Contractor and designated representative for the CO will jointly prepare a Safety Action Plan/Hazard Analysis, which will become an integral part of this contract. This Plan will include, but will not be limited to, use of chemical compounds and protection or personnel, protection of areas during service, cleaning etc.
b. Prior to work under this contract, the Contractor shall submit for approval by the COR a supply “Material Safety Data Sheet” or “Occupational Safety and Health Act (OSHA) Form 20” for all cleaning agents, disinfectants and/or chemical compounds to be used within the scope of this contract. The COR retains the right to reject any material that may create a safety or health hazard.
c. The Contractor’s equipment and vehicles will meet all safety standards as required by Federal, State and OSHA standards.
d. The Contactor will not be entitled to any claim for damages resulting from the termination of operation for safety hazards or violations of safety precautions or because equipment is not of commercial quality.
e. The COR may stop work immediately if any procedure or operation under this contract is in violation with the above or is an immediate obvious safety hazard.
Part D: Government Responsibilities
1. Staging/Storage Area: The Government shall identify a designated area for the storage/staging of dumpsters within the Glory Hole Recreation Area.
2. Inspections: The Government shall inspect the Contractor’s performance in all functional areas under this contract and shall reserve the right to use whatever additional surveillance procedures are deemed appropriate. Contractor services shall be inspected using the random sampling method, the planned sampling method and/or 100% inspection method. The Government reserves the right to change or alter the type of inspection plan at its discretion at any time.
3. Performance Based Plan:
a. Monitoring Performance: During the course of the evaluation period, the COR will track Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weakness in the Contractor’s performance during the period being evaluated. At the end of the period, the COR will assess the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the CO.
b. Contractor Self-Assessment: Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the CO. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weakness of the Contractor’s performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the payment determination.
c. COR Recommendation: The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the CO with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The COR’s draft recommendation is not subject to negotiation and the COR will not engage is discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the CO.

52.217-8 Option to Extend Services NOV 1999 The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiration.
52.217-9 Option to Extend the Term of the Contract MAR 2000
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
52.237-2 Protection of Government Buildings, Equipment, and Vegetation APR 1984
The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
52.237-3 Continuity of Services JAN 1991
(a) The Contractor recognizes that the services under this contract are vital to the Government and must be continued without interruption and that, upon contract expiration, a successor, either the Government or another contractor, may continue them. The Contractor agrees to-

(2) Exercise its best efforts and cooperation to effect an orderly and efficient transition to a successor.
(b) The Contractor shall, upon the Contracting Officer’s written notice, (1) furnish phase-in, phase-out services for up to 90 days after this contract expires and (2) negotiate in good faith a plan with a successor to determine the nature and extent of phase-in, phase-out services required. The plan shall specify a training program and a date for transferring responsibilities for each division of work described in the plan, and shall be subject to the Contracting Officer’s approval. The Contractor shall provide sufficient experienced personnel during the phase-in, phase-out period to ensure that the services called for by this contract are maintained at the required level of proficiency.
(c) The Contractor shall allow as many personnel as practicable to remain on the job to help the successor maintain the continuity and consistency of the services required by this contract. The Contractor also shall disclose necessary personnel records and allow the successor to conduct on-site interviews with these employees. If selected employees are agreeable to the change, the Contractor shall release them at a mutually agreeable date and negotiate transfer of their earned fringe benefits to the successor.
(d) The Contractor shall be reimbursed for all reasonable phase-in, phase-out costs (i.e., costs incurred within the agreed period after contract expiration that result from phase-in, phase-out operations) and a fee (profit) not to exceed a pro rata portion of the fee (profit) under this contract.
