PERFORMANCE WORK STATEMENT
Stampede Power Plant Testing and Maintenance of Relays and Electrical Devices
June 2025
1.0 BACKGROUND
A. Location/ Directions to Power plant:
From Interstate 80, exit onto Hirschdale Road. Hirschdale Road exit is about 7 miles east of Truckee, CA. Head north on Hirschdale Road for approximately 6 miles to Stampede Power plant.
B. Power plant Description:
Stampede Power plant is located in east-central California in the Lake Tahoe area. Stampede Dam is situated at the Little Truckee River in Sierra County, California, and about 11 miles northeast of Truckee, California. The Power plant is about 60 feet to the right of the downstream end of the outlet works structure that passes through the right abutment of the dam. Project benefits include enhanced irrigation, municipal and industrial water, flood control, fishery enhancement, recreation, and (with the addition of Stampede Power plant and Switchyard) power production.
Stampede Power plant is fed by a 42-inch diameter penstock attached through a reducer to the 54-inch- diameter stub from the outlet works. Flows through the outlet works may vary from a minimum of 30 cubic feet per second to a maximum of 2,740 cubic feet per second.
Because of the varying flows, Stampede Power plant is designed as a run-of-the-river plant with a small 650-kilowatt (kW) unit to produce power during low flows plus a larger 3000-kW unit that can be brought online to take advantage of large flows. The 42-inch-diameter penstock feeds the larger unit and a 24-inch- diameter branch feeds the small unit. The two units discharge into a common tailrace which empties into the outlet works stilling basin. In turn, the stilling basin flows into the Little Truckee River and down through the rest of the system. The control building is a pre-engineered metal structure located next to the Power plant. The building is used to house the electrical controls for the Power plant and also communication equipment.
Some components listed throughout this document are in the Stampede Power plant turbine room. This room is accessed via two flights of stairs. There are no elevators or other means available for accessing this area.
C. Switchyard Description:
The switchyard is located next to the control building and the Power plant service yard. The switchyard contains a single 60-kV (kilovolt) transformer and associated switching equipment. The concrete curb along the river side of the switchyard will contain potential transformer oil spills within the yard until they can be cleaned up. The switchyard is jointly owned by Reclamation & Western Area Power Administration.
