Klamath Project Biological Assessment/Opinion
1.0 INTRODUCTION:
Office Name/Designation: Authorized in 1905, the purpose of the Project is to provide water for irrigation and related purposes (e.g., stock watering) to up to approximately 230,000 acres of farmland in southern Oregon and northern California. The Project’s service area encompasses lands in Klamath County, Oregon, and Siskiyou and Modoc counties, California. Communities within the Project include Klamath Falls, Bonanza, Merrill, and Malin in Oregon, and Tulelake and Newell in California
The Project consists of a complex network of storage and conveyance features including reservoirs, lakes, dams, diversion dams, canals, and drains. Major Project facilities in Oregon include the A, B, C, D, E, F, and G canals; Link River Dam (LRD); Gerber Dam; Malone Diversion Dam; Miller Creek Diversion Dam; the Lost River Diversion Dam; Lost River Diversion Channel (LRDC); Anderson-Rose Diversion Dam; and the Klamath Straits Drain (KSD). Major Project facilities in California include the D, J, M, N, P, Q, and R canals; Clear Lake Dam; and the P Canal Tunnel (Figure 1-1).
Water made available through these facilities is delivered to Project lands through approximately 675 miles of canals and laterals. Irrigation return flows and local runoff is collected from irrigated lands through approximately 545 miles of drains. Approximately 50 separate pumps are used to convey irrigation and drainage water to different portions of the Project
2.0 SCOPE: As in the previous Section 7 Endangered Species Act (ESA) consultations on U.S. Bureau of Reclamation (Reclamation) Project operations, the Klamath Basin Planning Model (KBPM) was used to simulate operations under the Proposed Action. Various versions of the KBPM have been used since 2009, each based in the Water Resources Integrated Modeling System (WRIMS). This highly flexible modeling system enables implementation of operational alternatives in simulations. In the current re-consultation effort, removal of dams in the Klamath Hydroelectric Project required that the downstream-most compliance point be moved from the U.S. Geological Survey (USGS) gage below Iron Gate Dam to the USGS gage below Keno Dam. As a result, the version of the KBPM developed in support of this re-consultation has been named the Keno Release Model (KRM). The operational strategy embodied in the Proposed Action as simulated by the KRM is described in this Appendix. Some aspects of the KRM that were described previously are not discussed in detail herein. Agricultural deliveries in the KRM are simulated using the Agricultural Water Delivery Sub-model described in Section A.4.4.4 of Appendix A to Reclamation’s 2018 Biological Assessment (Reclamation, 2018), which is fully incorporated into the KRM. Also, the modifications to the KBPM used in the KRM to simulate reconnection to Upper Klamath Lake (UKL) of the reclaimed former wetland area within the Upper Klamath National Wildlife Refuge were documented in Dunsmoor (2022)
3.0 PERSONNEL QUALIFICATIONS: Key personnel shall have at least one year experience evaluating, coding, and running planning scenarios with the WRIMS modeling software that was developed for the 2024 BiOp. Experience shall include experience in adapting datasets from other sources, including monitoring data, for modifying and input into the WRIMS software and potentially River ware. Ideally, key personnel shall have multiple years of experience with WRIMS, including training federal agency staff and other potential users in the use of the WRIMS software and daily operation spreadsheets.
Experience in creating and running spreadsheet models for daily operations of reservoirs and irrigation diversions, canals, pumps, and other aspects of water delivery systems is also required. Familiarity with modeling impacts of water rights issues on water deliveries will be helpful.
Any analytical results or modifications made to models or software shall remain the property of Reclamation and shall be furnished to other government agencies, contractors, or the public as requested by Reclamation.
Contractor shall agree to provide all key personnel necessary to perform the scope of work. In the event the contractor proposes to substitute any of the key personnel designated in the contract, the replacement individual(s) proposed shall demonstrate similar qualifications and years of experience. If it becomes necessary for the Contractor to substitute any of the key personnel, the Contractor shall submit the qualifications of the substitute to the COR for review and approval.
The Government shall have the sole right to determine whether key personnel proposed as substitutes are qualified to work on the project. The Government shall not unreasonably withhold approval of staff changes
4.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS: No Government furnished property will be provided
5.0 REGULATIONS/POLICIES: None
6.0 TRAVEL: The Contractor shall use the appropriate government rates as posted on www.gsa.gov and incorporate travel expenses into the total quote amount.
7.0 GOVERNMENT VEHICLES: The Contractor shall use or rent their own vehicles whenever possible and practical.
8.0 SECURITY: The Project Manager or Contracting Officer’s Technical Representative (COTR) will assist with the Contractor’s entry into secure areas and inform the Contractor of security procedures. The Contractor shall comply with all security procedures.
8.1 Reclamation has identified specific security sensitivity designations for information related to Government facilities.
8.2 The Contractor shall be required to supply Reclamation with the legal names, qualifications and certifications, and other relevant information of employees who will be working under this contract upon notice of contract award but prior to contract execution. Reclamation reserves the right to delay or rescind the contract award until satisfactorily staffed.
8.3 The Contractor shall be required to perform adequate and appropriate background checks and security screening for Contractor staff assigned to this Contract prior to assignment.
9.0 TRAINING: The Contractor is responsible for all training for its employees except when training can only be provided by Reclamation. Requests for training by exception must be provided to and approved by the CO prior to the Government conducting training.
10.0 DELIVERABLES: Several hydrologic modeling tools have been developed as part of Reclamation’s 2019 and 2024 BA’s to track and forecast hydrologic conditions throughout the Klamath Basin. These tools have been used for both planning and operational purposes for compliance with the ESA as detailed in the BA. The full BA can be found on the web (https://www.usbr.gov/mp/kbao/docs/20241120-finalba-reclamation-klamathprojops2024-2029.pdf.
The BA enumerates several compliance challenges faced by the Klamath Project including:
• Limited carry-over water storage capacity from year to year in Upper Klamath Lake, the largest source of water for the Project.
• Dependency upon forecasted seasonal stream flows for water management decisions as a result of the limited storage.
• Multiple legal responsibilities including the Reclamation Act, the Kuchel Act, state water rights, and federal tribal trust responsibilities in addition to the ESA requirements.
• A highly variable natural hydrologic system with an average annual rainfall of less than 15 inches.
As in the previous Section 7 ESA consultations on Reclamation Project operations, the KBPM was used to simulate operations under the Proposed Action. Various versions of the KBPM have been used for about 15 years, each based in http://www.gsa.gov/ https://www.usbr.gov/mp/kbao/docs/20241120-finalba-reclamation-klamathprojops2024-2029.pdf the Water Resources Integrated Modeling System (WRIMS). This highly flexible modeling system enables implementation of operational alternatives in simulations. In the current re-consultation effort, removal of dams in the Klamath Hydroelectric Project required that the downstream-most compliance point be moved from the U.S. Geological Survey (USGS) gage below IGD (USGS Station ID#11516530) to the USGS gage below Keno Dam (USGS Station ID#11509500). As a result, the version of the KBPM developed in support of this re-consultation has been named the Keno Release Model (KRM) and is based on the model viewer entitled “Viewer_v11d for MST11b_DraftPA_Jan26, including two studies: MST11b_DraftPA_Jan26 and MST11b_DraftPA_PFoff_Jan26. The two studies are identical in rules, parameter settings, and results; however, one model study releases the Flexible Flow Account (FFA) in form of a pulse flow, and the other releases the FFA evenly over a longer period of time in the spring/summer. Reclamation’s proposed Project operations from completion of environmental compliance (from October 28, 2024 to October 31, 2029) consists of the following three major elements:
The 2024 Klamath Project Operations Biological Assessment Proposed Action consists of the following three major elements:
1. Store waters of the Upper Klamath Basin and Lost River.
2. Operate the Klamath Project, or direct the operation of the Klamath Project, for the delivery of water for irrigation purposes, subject to water availability, while maintaining UKL and Klamath River hydrologic conditions that avoid jeopardizing the continued existence of listed species and adverse modification of designated critical habitat.
3. Perform O&M activities necessary to maintain Klamath Project facilities to ensure proper long-term function and operation.
Each of the elements of the proposed action is described in detail in Sections 1.3.1.1 Element One- Store Waters of the Upper Klamath Basin and Lost River, 1.3.1.2 Element Two- Operation and Delivery of Water from Upper Klamath Lake and the Klamath River, and 0 Element Three – Operation and Maintenance Activities. Volume of water herein is expressed in units of either acre-feet (AF) or thousand acre-feet (TAF).
