PERFORMANCE WORK STATEMENT (PWS)
SCIENCE COORDINATOR FOR SDM
1.0 SCOPE
The objective of this contract is to acquire the services of a Science Coordinator to provide the US Bureau of Reclamation for the Klamath Basin Area Office (KBAO) Structured Decision Making (SDM) process and implementation of KBAO’s 2024 Biological Assessment and upcoming Biological Opinion. These efforts will be guided by the following themes designed to promote development and capabilities within KBAO and the Klamath Basin:
• Curate the data developed by the SDM Decision Support Models.
• Continuously improve SDM products and the understanding of those products.
• Actively broadcast the transparent, open nature of the SDM products, facilitate their use in other processes, and encourage participation in the KBAO science teams comprised of federal, local, tribal, and other interested stakeholders.
• Improve implementation and understanding of Reclamation-backed implementation efforts, including restoration, monitoring, and system operations.
• Establish a training and mentoring process for the new KBAO Science Coordinator.
• The Science Coordinator will receive direction and report directly to the Deputy Area
Manager, Heather Casillas, or other designated KBAO leadership or staff, and the COTR.
2.0 BACKGROUND
KBAO is initiating a SDM process to prioritize research and monitoring needs post Dam Removal and to integrate science, management, and economics into a decision-making framework. SDM is also key to adaptively manage the responses to the 2024 Biological Assessment and upcoming Biological Opinion. The SDM process will help inform management on how to store and deliver water in the Klamath Basin. The Klamath Basin is experiencing unprecedented change as the Upper and Lower basin aquatic ecosystems, previously separated by four Pacificorp dams, become reconnected. ESA-listed species that were once isolated by the dams, may overlap in distribution for the first time in over 100 years. Managers of this system will be tasked to make critical decisions in a dynamic system. SDM provides a structure in which to combine scientific rigor, stakeholder input, and administrative processes in the face of uncertainty to understand and manage natural resources. The KBAO SDM process is unique in that it will combine aspects of water management, upper and lower basin ecology and biology of listed species, hydrology, water quality, stakeholder interests and relations, economy, and agency cooperation in support of an annual investment by DOI in management of natural resources.
140R2024Q0113 7 OF 44
SDM has been used in the Central Valley of California to combine aspects of California water management, region-specific fish biology, stakeholder relations, and agency cooperation in support of tens of millions of dollars of targeted annual investment in management of natural resources. SDM provides a foundation on which to combine scientific rigor, stakeholder input, and administrative processes in the face of uncertainty in managing natural resources. The SDM process will be led by a Science Mentor, Jim Peterson / USGS, and coordinated by a Science Coordinator with modeling support from Flow West.
KBAO has had Jim Peterson from USGS/OSU on contract since 2020 oversee the development of the SDM model and to provide training to model collaborators. KBAO is on the cusp of awarding a SDM Support contract for a contractor to assist in data integration and implementation of the model. KBAO has attempted to hire an internal Science Advisor (who would fill the role as Science Coordinator in the SDM process) several times in the last few years but has been unsuccessful. As such, KBAO will contract out the work of the Science Coordinator until the position can be filled and fully trained to take over the SDM effort. The Science Coordinator’s role will be to two-fold; to represent Reclamation as lead facilitator in the SDM process and train KBAO’s Science Advisor.
3.0 TASKS
The contractor shall perform the following tasks:
Task 1. The Science Coordinator will facilitate large and small SDM working group meetings including online options.
• The Science Coordinator will create agendas, meeting minutes, and written materials that summarize key components of the SDM process in coordination with KBAO, Jim Peterson and his team at OSU/USGS, and the SDM Support Contractors.
• The Science Coordinator will be responsible for coordinating, reserving, and paying for meeting room spaces for up to 12 large (approximately 50-150 people) in-person meetings at non-federal facilities per year.
• Large meetings will occur at roughly one-month intervals, at rotating regional locations including, but not limited to: Klamath Falls, OR, Ashland, OR, Yreka, CA, Klamath, CA, and Arcata, CA. Larger meetings will include the majority of the SDM participants.
• The Science Coordinator will be responsible for coordinating and reserving meeting room spaces for an additional 12 small (approximately 10-30 people).
• Smaller meetings will be primarily working-group meetings. Smaller meetings are anticipated to occur at federal facilities, or other no-cost spaces.
• Online/virtual attendance options will be coordinated and made available by the Science Coordinator for all meetings (large and small).
• The Science Coordinator will coordinate and facilitate any other meetings necessary for the SDM process online/virtually using Microsoft Teams.
140R2024Q0113 8 OF 44
• The Science Coordinator helps to organize the SDM Working Group and its subgroups, maintain group and subgroup meeting records and membership lists, and ensure subgroup results are communicated back to the larger group.
Task 2. The Science Coordinator will develop the best state of collective understanding of the path toward developing Decision Support Models (DSM).
• The Science Coordinator coordinates with Reclamation and the management team in the development of annual goals and objectives including periodic updates and revisions to annual schedules.
• Contractor will assist Reclamation to gain the ability to develop and maintain SDM processes and tools, including improving proficiency within Reclamation with SDM model applications and SDM in general, curation of SDM models, identifying and coordinating implementation of habitat restoration priorities, and response to future independent panel reviews.
• The Science Coordinator will develop a Data Management policy for the effort.
• The Science Coordinator will manage the process for proposals for changes to DSMs and policy guidance documents.
• The Science Coordinator will keep a running list of information needs and progress toward development of DSMs.
• Contractor will recommend updates and modifications to monitoring efforts to reduce or eliminate duplication and to improve usability, consistency and value.
Task 3. Establishment of technical guidelines for the SDM Working Group
• The Science Coordinator will develop and communicate standardized monitoring guidelines.
• The Science Coordinator will establish defined lists of fundamental objectives and means objectives.
• The Science Coordinator will determine the effectiveness of recommendations and Biological Opinion actions in order to close the gap between modeled recommendations and implementation.
Task 4. Accountability and Reporting: Section 5.0 details reporting requirements.
• Annual Meeting schedule and agendas.
• Monthly review of the status of SDM Working Group.
• Technical Guidelines documents.
• Publish an Annual Management Update (AMU) which summarizes progress made by the SDM Working Group for the year. The AMU will establish progress and schedules towards developing both conceptual and numerical models, as well as information needed to develop these models.

Contractor Performance Assessment Reporting System DEC 2015
1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report.
Once the report is processed, it is available in CPARS for Government use in evaluating past performance as part of a source selection action.
3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
140R2024Q0113 25 OF 44
4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in CPARS marked as “Pending” with or without comments and whether or not it has been closed.
f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
140R2024Q0113 26 OF 44
7. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
