PERFORMANCE WORK STATEMENT

Aerial Snow Surveys of Upper San Joaquin, Yuba, and Merced Bains

1.0 SCOPE

The objective of this contract is to acquire spatial snow depth measurements and albedo measurements across three Sierra Nevada watersheds and be provided accurate spatial estimates of snow water equivalent (SWE). These surveys will be acquired through remote sensing, conducted in the spring of 2024 during the melt phase of the season. These remote measurements and SWE estimates will contribute to a Reclamation funded investigation to improve National Weather Service (NWS) runoff forecasts in California which inform multiple reservoir operations. Measurements must be robust to steep terrain, forested areas, and capture the full variability in snow depth. Data acquisition must be able to respond to changing weather, be able to deploy with short notice to capture ideal snow cover and weather conditions. The data will also be valuable for reservoir operations in those watersheds, and data reporting should be rapid enough to inform decisions in near real-time. Snow survey methods must be equivalent to or better than NASA Airborne Snow Observatory methodology.

2.0 BACKGROUND

In 2021 Congress directed Reclamation to improve runoff forecasting at its reservoirs by employing advanced snow measurement technologies in snow-dominated basins (PL 116-260, Section 1111). In response, Reclamation has developed a Snow Water Supply Forecasting Program in partnership with other agencies. Reclamation administers grants and funding to advance snowmelt runoff forecasting throughout the West, including non-Reclamation basins. A 2022 Report to Congress identified several promising snow measurement technologies, one of which is airborne lidar measurement of snow. This technology has been used in California since 2013, and at the Upper San Joaquin Watershed above Reclamation’s Millerton Lake, since 2017.

On average, the Upper San Joaquin Watershed receives about 70% of its runoff from snowpack; with the Merced Watershed about 65%, and the Upper Yuba Watershed about 60%. Snowpack serves as a natural reservoir, extending the release of water and maximizing the utility of that water. Snow can be challenging to measure, either because of the remoteness and ruggedness of terrain, or because of changing snow accumulation and melt patterns brought about by climate change, wildfire, and forest changes. Ground-based measurements have become increasingly unreliable due to maintenance challenges or because they are decreasingly representative of the basin as a whole. Better snow measurement improves runoff forecasting which results in optimization of limited reservoir storage capacity and canal conveyance capacity, effectively “rebuilding” new storage capacity through better watershed information.

Reclamation previously acquired remotely sensed snowpack information through Interagency Agreement with NASA and other methods beginning in 2017 – 2019. NASA had previously provided aerial snow survey services through the “Airborne Snow Observatory” research project of CalTech/JPL (a NASA contractor). This NASA effort ended the research phase in 2019 and completed the Technology Transfer process to a private vendor in late 2019. In 2020 and again in 2021, Reclamation contracted with a new private vendor, ASO Inc., for winter surveys. Data collection under this current effort must equal or exceed the standardized approached developed by NASA and documented in a peer-reviewed

140R2024Q0075 5 OF 35

paper (See REFERENCES) and be directly comparable to previously collected data. The service provider retains responsibility for all aspects of data acquisition, airspace permission, ensuring that flight operations adhere to any applicable DOI Office of Aviation Service requirements, reporting, and transfer of data.

A 2023 grant administered by Reclamation’s Snow Water Supply Forecasting Program aims to improve runoff forecasts provided by the NWS. This contract would expand the datasets available for this investigation at three high-priority watersheds by conducting late spring aerial snow surveys in 2024.

4.0 PERIOD OF PERFORMANCE — May 1, 2024 through June 15, 2024 (or commence upon the date of signature if later than May 1, 2024).

5.0 TASKS — The contractor shall perform the following tasks:

1. Collect snow depth data and snowpack albedo (reflectivity) across the upper San Joaquin, Yuba, and Merced watersheds (i.e. basins). One survey shall be conducted across each of the three watersheds between May 1, 2024 and June 15, 2024. Reclamation will consult with the Contractor and set a 15-day target window to accomplish a complete survey, based upon weather and hydrology, which may require multiple flights across multiple days. This window will be coordinated with Reclamation and scheduled to start at least 72 hours into the future;

the window may be rescheduled or shifted by mutual agreement. This data collection may or may not include mobilization, calibration, demobilization, and other tasks associated with staging and deploying remote-sensing resources.

The area to be surveyed will include 95% of snow-covered area above 6,000’ elevation in the following basins: (A) Upper San Joaquin Watershed, Hydrologic Unit Code (HUC) 18040006, B) Upper Yuba Watershed, HUC 18020125, and C) Merced Watershed, HUC 1804008 (See FIGURE

OF SURVEY AREAS).

2. Using available ground-based measurements, modeling, or other estimates of snowpack density, estimate spatial SWE for each basin. For each aerial snow survey, provide an electronic report within 72 hours of final flight completion which presents snow depth, albedo, and SWE in total and in 1000’ elevation bands. Snow depth, albedo, and SWE data shall be archived and publicly available for a period of 2-years.

DOI-AAAP-0050 V3 Contractor Performance Assessment Reporting System DEC 2015

1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in CPARS for Government use in evaluating past performance as part of a source selection action.

3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO).

Information in the report must be protected as source selection sensitive information not releasable to the public.

4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c. All information provided should be reviewed for accuracy prior to submission.

mailto:ippgroup@bos.frb.org

140R2024Q0075 19 OF 35

d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in CPARS marked as “Pending” with or without comments and whether or not it has been closed.

f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

6. The following guidelines apply concerning your use of the past performance evaluation:

a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

7. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

8. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

SECURITY REQUIREMENTS--BUREAU OF RECLAMATION Mar 2022

(a) General Security Requirements:

(1) This clause addresses security requirements, including general procedural requirements, information security requirements, contractor employee suitability requirements, identification card requirements, site security requirements, vessel exclusion barriers, and information technology security requirements. Within this clause, COR means Contracting Officer's Representative. If there is no COR appointed and identified to the Contractor, the term instead will mean the Program Manager or any other authorized individual responsible for technical oversight under the contract. “Work site” means the Government facility, office, construction site, and any other area within the Government office or facility that the Contractor must access to accomplish work under this contract.

(2) The work performed under this contract shall only be accomplished by individuals (in the employment of the Contractor or any subcontractors) whose conduct, and behavior is consistent with the efficiency of the Federal Service and the requirements of this contract, and who are acceptable to the contracting officer. If Reclamation finds a Contractor employee to be unsuitable or unfit for his or her assigned duties, the contracting officer will direct the Contractor to remove the individual from the contract and access to the Federal facility at which the contract activities are occurring.

(3) The Contractor’s employees governed by this contract may need access to sensitive information and/or sensitive areas. The Federal Government (Government) reserves the right, in its sole discretion, to determine suitability of Contractor personnel and deny access to any sensitive information or project specific area to any personnel for any cause.

(4) The Contractor is responsible for informing and ensuring compliance by its employees with any applicable security procedures of the Government facility where work may be performed under this contract.

(5) Any Contractor employee that will have access to a Federally controlled facility or information system will be required to have a Government-issued identification card, consisting of a Personal Identity Verification (PIV) Card, a temporary identification card, or a visitor badge. (Note: within the Department of the Interior this card is known as a DOI Access Card.) During performance of the contract, the Contractor shall keep the COR apprised of any changes in personnel, or changes in personnel access or duration, to ensure that performance is not delayed by compliance with credentialing processes.

(6) A Contractor employee will not be provided access to a Government facility or information system until a Government PIV Card, temporary identification card, or visitor identification badge has been issued to the Contractor employee. For those individuals that will be receiving a PIV Card, the Government may, at its discretion, issue a temporary identification card or visitor identification badge after the electronic background investigation forms have been received and the investigation is initiated.

140R2024Q0075 23 OF 35
