PERFORMANCE WORK STATEMENT

SSA KBAO Compound Fire Panel Move

1.0 Background

Klamath Basin Area Office (KBAO) fire system is outdated and was wired to the old building (Building One) which is slated for demolition. The new headquarters building’s main fire alarm panel is incompatible with the equipment that covers the Operation & Maintenance (O&M) shops and outbuildings still in use at the KBAO compound. To get the rest of the facilities up to code, a new fire panel with cellular connection shall be installed at the O&M Boat Barn. This new hub panel will receive alarm signals from each of the outbuildings. The end product will result in two independent fire systems for the KBAO compound as a whole. Work must be complete prior to demolition of Building One.

2.0 Description of Requirement

The Contractor shall provide all labor, personnel, management, supervision, administration, transportation, equipment, tools, parts, materials, supplies, and other items and services necessary to install a hub fire alarm system panel with cellular monitoring capability at the O&M Boat Barn.

The hub panel shall be connected to existing sub-panels such that the hub panel will receive wired alarm signals and be the cellular callout signal for the system. Sub-panels are already centrally wired to the hub panel location from the shops and outbuildings at the KBAO compound.

The current panel is a Silent Knight fire alarm control communicator Model 5820XL. This needs to be replaced with a compatible controller.

The panel which it will be connected to in the boat barn is Model 5496 intelligent power module.

The 5496 in the boat barn is the same as the box under the 5820XL.

3.0 Scope

Restore and certify operation of the fire alarm system.

Fully test the panel and the communication with all devices.

Removal of existing fire panel that is no longer in use.

Contractor will program and test to ensure a fully functional fire alarm system.

Upon successful testing, contractor will certify fire alarm system and provide a report in accordance with National Fire Alarm and Signaling Code NFPA 72 standards.

Provide a copy of the programming.

4.1Reports

Reports shall be provided to the Contracting Officer Representative (COR) within five business days following Installation. The report format is flexible but must confirm that the system is fully functional.

5.0 Period of Performance

The period of performance shall be from 4/1/2024 through 6/30/2024.

6.0 Hours of Operations

Normal business hours are 7:00am to 4:30pm, Monday through Friday.

The contractor shall be responsible to ensure safety at all times in compliance with OSHA and Reclamation Safety and Health Standards (RSHS). Job Hazard Analyses (JHAs) may be required at the COR’s discretion.

10.0 Government-Furnished Property

No government Furnished Property is authorized for use by the Contractor. Restroom facilities are available.

11.0 Quality Assurance Plan

Acceptable quality will be reviewed and verified by the COR.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (a) Definition. Small business concern, as used in this clause—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. When submitting invoices to IPP, the Contractor is advised to upload supporting documentation that will allow Reclamation to verify that the products or services comply with the terms of the contract. Prior to submitting an invoice to IPP, the contractor may coordinate with the designated Contracting Officer's Representative (COR), for review and verification of quantities for payment and for compliance with the applicable progress payment requirements of this contract. Prior coordination with the COR will allow for streamlined processing of the invoice.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. Use and Disclosure of Proposal Information—Department of the Interior

(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C. 552), the following terms shall have the meaning set forth below:

(1) “Trade Secret” means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

(2) “Confidential commercial or financial information” means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers “commercial and financial information obtained from a person and privileged or confidential,” and exemption (9), which covers “geological and geophysical information, including maps, concerning wells.”

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:

“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”

The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
