SPECIFICATIONS
LAHONTAN BASIN AREA OFFICE (LBAO) MARBLE BLUFF DAM AND FISH
PASSAGE FACILITY FISH MONITORING EQUIPMENT
JANUARY 2024
1. BACKGROUND
Marble Bluff Dam and Fish Passage Facility (Marble Bluff) includes an embankment dam and fish lock system within the Pyramid Lake Paiute Tribe (PLPT) reservation in Nixon, Nevada (Section 20, Figure 1). Marble Bluff is operated by the U.S. Fish and Wildlife Service (USFWS) and maintained by the U.S Bureau of Reclamation (Reclamation), Lahontan Basin Area Office (LBAO). The primary purpose of this facility is to move threatened Lahontan cutthroat trout (Oncorhynchus clarkii henshawi) and endangered Cui-ui sucker (Chasmistes cujus) upstream during spring spawning migrations from Pyramid Lake into the Truckee River. The embankment dam at the facility entrains significant sediment upstream, impacting both fish passage and fish lock operations. Currently, LBAO is working to manage the sediment in Marble Bluff Reservoir, which is believed to impede upstream fish passage during operations between January and June. Specifically, the reservoir sedimentation blocks a safe pathway upstream for the fish. Plans for both sediment removal and bank stabilization in the area immediately upstream of Marble Bluff Dam are being completed. Design for sediment removal includes a new channel flow path that cuts toward a radial gate at the dam, which is used for sluicing operations. This design could potentially minimize future sediment management costs.
LBAO would like to purchase and install equipment to complete fish monitoring efforts at Marble Bluff Dam and Fish Passage Facility to capture data both before and after implementation of the sediment removal/bank stabilization project. The fish monitoring equipment would collect data on how the two migrating species are passing through Marble Bluff Dam as well as the reach upstream. Specifically, data on passage of fish through the fish lock and successful movement upstream of the dam has the potential to illustrate the impact of successful sediment management on endangered and threatened species.
2. SCOPE
The scope of this requirement is for a contractor to procure, deliver, install, commission, and test one permanent Passive Integrated Transponder (PIT) tag antenna in the Exit Channel (Section 20, Figure 3) and one permanent PIT tag antenna in the Entrance Channel (Section 20, Figure 4). In addition, the contractor shall procure and deliver two submersible portable PIT tag antennas, PIT tags, and PIT tag supplies.
