PERFORMANCE WORK STATEMENT (PWS)

MODEL MAINTENANCE FOR THE WATER TEMPERATURE MODEL PLATFORM

OF THE CENTRAL VALLEY PROJECT

1.0 INTRODUCTION:

1.1 Organization to be supported:

Bureau of Reclamation (BOR) Bay-Delta Office (BDO) 801 I Street, Suite 140

Sacramento, CA 95814

1.2 Background:

The Bureau of Reclamation (Reclamation) and the California Department of Water Resources (DWR) operate the Central Valley Project (CVP) and State Water Project (SWP), respectively, to divert, store, and convey CVP and SWP (Project) water consistent with applicable law and contractual obligations. The CVP and the SWP are two major inter-basin water storage and delivery systems that divert and re-divert water from the southern portion of the Sacramento-San Joaquin Delta (Delta). Both CVP and SWP include major reservoirs upstream of the Delta, and transport water via natural watercourses and canal systems to areas south and west of the Delta.

Reclamation’s northern CVP include the major facilities of Shasta, Trinity, Whiskeytown, and Folsom reservoirs which contribute to Sacramento River flow. The CVP also includes facilities and operations on the Stanislaus and San Joaquin Rivers. The major facilities on these rivers are New Melones and Friant Dams, respectively. Both DWR and Reclamation operate pursuant to water right permits and licenses issued by the California State Water Resources Control Board (SWRCB) to appropriate water by diverting to storage or by directly diverting to use and re-diverting releases from storage later in the year. As conditions of their water right permits and licenses, the SWRCB requires the CVP and SWP to meet specific water quality, quantity, and operational criteria. Reclamation and DWR closely coordinate the CVP and SWP operations, respectively, to meet these conditions.

In 2023, Reclamation completed the development of the CVP Water Temperature Modeling Platform (WTMP) Project to modernize analytical tools that support activities and decision making for water temperature management in CVP reservoirs for fishery species protection in downstream river reaches. The WTMP development effort materials include new model and framework software in the Shasta/Trinity, American, and Stanislaus River systems, model documentation, a user guide, and a data management system. The purpose of the WTMP is to deliver quality products to support Reclamation’s mission – predict water temperature to support CVP operations through enhanced modeling capabilities to predict summer and fall water temperature prediction through facilities operations specifically designed for temperature management with effective performance measure reporting functions. The WTMP conforms to professional standards of care in analytical tool development and applications for reservoir-river system water temperature management, is being used consistently for both CVP real-time operations and seasonal and long-term planning purposes and accommodates future technological advancements in analytical modeling for reservoir-river system water temperature management.

Reclamation’s ability to manage water and temperature management in complex environmental conditions rests in part with successful prediction, forecasting, and simulation. Reclamation had

140R2024Q0025 7 OF 45

experienced a recent enhanced scrutiny of computational toolsets and the WTMP has been designed to demonstrate sound design purposes/frameworks, data, calibration, validation, verification, testing, documentation, peer review, and community trust in their defense. Specific temperature management objectives are supported by computational methods/modeling techniques and frameworks in need of systematic maintenance and improvement to retain/enhance Reclamation’s capabilities. Reclamation is employing robust and reliable seasonal and planning modeling tools for each relevant areas of operation, that are germane, defendable, and trusted by the technical community.

1.3 Clearances and Licensing:

A security clearance is not required for Contractor employees.

1.4 Privacy Act:

Work on this project requires that contractor personnel have access to Privacy Information.

Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

2.0 Scope:

Reclamation must ensure that WTMP model upgrades and maintenance are ongoing to ensure that the WTMP model remains valid and relevant. Model upgrades and maintenance incorporate any necessary changes and/or upgrades to the models in order to ensure that the model results can be trusted and used in decision making. The model maintenance includes addressing certain activities under the WTMP but do not necessarily capture any certain or foreseeable changes. In addition, there are uncertain activities in the near future that will require updates to the model platform that will be identified as optional tasks.

2.1. Technical Requirements

The model maintenance tasks include addressing certain activities under the WTMP as well as uncertain activities within the period of performance that will require updates to the model platform. Under the WTMP development project, the material items developed included software, incidental hardware, model documentation, users guides/manuals for the software products, and a data management system. The contractor shall be utilizing these existing materials in providing material updates and upgrades to the WTMP model platform as part of the model maintenance tasks. Task that are identified as optional shall be dependent on the availability of funding.

If any cloud computing services are needed to support the project, the Microsoft Azure architecture shall be utilized. This conforms with an existing Reclamation Authority to Operate (ATO) and supports Reclamation’s ability to operationalization any products from the effort.

Where reasonable and practicable, development efforts will be conducted in the Python programming language. Use of other computing languages must be approved by Reclamation on a case-by-case basis. Code should be well documented, consisting of documentation strings conforming to the numpy style guidelines and line comments describing actions within the code.

A conda environment file shall be included that documents the necessary software dependencies.

Work shall be conducted in a git managed repository linked to a remote platform. Those repositories shall be shared with Reclamation prior to closeout. The contractor may also request Reclamation to create a repository for their use.
