(a) The minimum amount for the life of the contract is $1,000. The Government will obligate the minimum guarantee by issuing an initial task order with an amount that is equal to or greater than the minimum guarantee.

The ordering period for the IDIQ contract is expected to begin on 6/12/2023 to 6/11/2028.
Performance Work Statement Tree Trimming/Removal Services
1. GENERAL DESCRIPTION: The scope of this Indefinite Delivery Indefinite Quantity (IDIQ) Contract is for tree trimming and removal services. The Contractor shall provide all necessary and qualified personnel, facilities, equipment, transportation, and materials required to provide tree trimming/removal services on lands under the jurisdiction of the United States Bureau of Reclamation (USBR) Central California Area Office (CCAO). The Contractor shall ensure that good business and management practices are followed in performing the ordered services, such that the Government receives the greatest value for the services provided.
2. TYPES OF SERVICES: This IDIQ shall cover requirements to provide a qualified contractor for tree trimming/removal services to include assessing tree health, trimming, felling, and removal of trees to include hauling all material offsite.
Examples of anticipated tree trimming/removal needs:
a. Dead or Dying Trees Posing a Danger to Private Property: Much of the lands owned by USBR in the Folsom Lake area share a boundary with private residences/buildings that have been constructed.
Periodically the USBR CCAO receives notification from a property owner who shares a boundary about a tree(s) that may be perceived as possibly in danger of falling over due to poor health. USBR sends out an individual from our staff to assess the tree(s) in question and determine the appropriate course of action. If the determination is made that the tree(s) needs to be removed for the safety and wellbeing of the private citizens and their property, then the USBR will desire a qualified contractor to come on to the government owned land and safely cut down and remove the tree(s) in question.
b. Damage to Trees Caused by Weather Events: Occasionally weather events occur that cause acute damage to an otherwise healthy tree(s). Most recently issues of this nature have been seen due the prolonged drought that was experienced in the area followed by an extremely wet and windy winter which has resulted in damage to various trees. When damage to a tree(s) near one of the boundaries of USBR land is identified, it is desired to have a qualified contractor access the location of the damaged tree, assess the extent of the damage to the tree and effect on its overall health, determine the amount of trimming/removal that will be necessary to ensure safety and limit the potential of damage to private property, and upon approval of the determination perform the necessary trimming/removal tasks.
c. Tree Limbs to be Removed to Improve or Maintain the Overall Health of the Tree: There may be instances where a healthy tree(s) on USBR land is identified by government personnel as needing to have a limb(s) removed to maintain the current health of the tree, improve the current health of the tree, mitigate the potential for damage to private property, or otherwise needing to be removed for safety or environmental purpose. In these instances, the USBR desires a qualified contractor to access the location of the identified tree on government property and safely remove and haul away the limb(s) identified by USBR personnel.
3. TYPES OF TREES TO BE REMOVED:
Auburn Project Lands Areas: Auburn and Foresthill:
a. Foothill grey pin
b. Interior live oak
c. Blue oak
d. Black oak
Folsom Lake Project Lands Area: El Dorado Hills, Folsom, Auburn, and Granite Bay:
a. Foothill grey pine
b. Interior live oak
c. Blue oak
* Other trees not listed may be required during the performance of services *
4. PRODUCTS: Any and all labor and equipment necessary to perform the requirements of this IDIQ.
5. LOCATION OF SERVICES: The location of the services shall be on USBR owned property within 100 miles from the city limits of Folsom, California. Once the Government has determined the need to issue a Task Order, USBR personnel will be responsible for providing GPS coordinates of location of work site to the contractor and otherwise assisting with providing property access and tree identification as necessary for the contractor to possess a clear understanding of the work to be performed. Reference Attachment 1 - Project Lands Map for additional information.
6. GENERAL REQUIREMENTS:
a. The contractor shall be able to access work site locations and be able to provide the USBR with a professional certified assessment of the health of the tree(s) in question. The contractor shall be able to suggest the most appropriate course of action to the USBR as to trimming or felling of the tree(s) in question in order to ensure the safety of people and property to the maximum extent practicable.
b. The contractor must possess the knowledge, licenses, equipment, personnel, and any required insurance coverage necessary to safely perform trimming or felling services to the identified tree(s). The contractor shall also possess the equipment, licenses, and required insurance necessary to safely remove and haul away any and all material associated with the performance of the tree trimming or felling service to the contractor’s offsite location or some other suitable disposal facility.
c. The contractor shall perform landscaping maintenance to the extent necessary to return the work site to a similar condition as existed prior to the performance of the trimming or felling services.
7. TASK ORDER PLACEMENT PROCEDURES:
(a) Any Contracting Officer assigned to the Acquisitions and Assistance Division of Interior Region 10 – California Great Basin (CGB) Region of the Bureau of Reclamation, acting within the limits of their authority, may act as Contracting Officer after award of the contract for purposes of administering the basic contract such as modifying the basic contract or issuing task orders. Within this clause, COR means Contracting Officer’s Representative. If there is no COR appointed and identified to the Contractor, the term instead will mean the Program Manager or any other authorized individual responsible for technical oversight under the contract. “Work site” means the Government facility, office, construction site, and any other area within the Government office or facility that the Contractor must access to accomplish work under this contract.
(2) The work performed under this contract shall only be accomplished by individuals (in the employment of the Contractor or any subcontractors) whose conduct and behavior is consistent with the efficiency of the Federal Service and the requirements of this contract, and who are acceptable to the CO. If Reclamation finds a Contractor employee to be unsuitable or unfit for his or her assigned duties, the CO will direct the Contractor to remove the individual from the contract and access to the Federal facility at which the contract activities are occurring.
(3) The Contractor’s employees governed by this contract may need access to sensitive information and/or sensitive areas. The Federal Government (Government) reserves the right, in its sole discretion, to determine suitability of Contractor personnel and deny access to any sensitive information or project specific area to any personnel for any cause.

(7) All Contractor employees shall access the facility via the facility’s entry screening system and visibly display the Government-issued PIV Card, temporary identification card, or visitor identification badge at all times. Contractor employees must visibly wear the Government-issued identification card at all times they are on Government facilities.
