This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR parts 13 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm-Fixed Price Purchase Order for services represented in the Statement of Work. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, as of March 16, 2023.
This requirement is being solicited as 100% small business set-aside and will be awarded using a comparative evaluation in accordance with Part FAR 13.5.

STATEMENT OF WORK
PART 1 PROJECT CONDITIONS
1.01 BACKGROUND
A. The U.S. Bureau of Reclamation (USBR) requires the certification of lifting tools used for picking New Melones Powerplant Generator components.
PART 2 SCOPE
2.01 REQUIREMENTS
A. Inspect lifting tools in accordance with ASME B30.20 “Below-the-Hook Lifting Device.”
B. Load test and certify New Melones Powerplant lifting tools.
PART 3 GENERAL REQUIREMENTS
3.01 ADMINSTRATIVE INFORMATION

3.02 PROJECT SCHEDULE
A. Develop, maintain, and use approved Project Schedule to plan, monitor, and evaluate accomplishment of work. Failure to include any element of work will not release Contractor from completing all required work under the contract.
B. Project Schedule shall include:
1. Progress chart of suitable scale to indicate percentage of work scheduled for completion by any date.
2. Prepare schedule based on required sequence and interdependence of activities.
3. Include contract title, contract number, and Contractor’s name on each sheet.
4. Include activities for procurement and fabrication of equipment.
5. Submit Schedules in sufficient detail as approved by COR.
C. Submit RSN 3.03-1, Project Schedule:
1. Represents Contractor’s as-planned approach to accomplish the work.
2. Include columns for Task Description, Duration, Planned Start, Planned Finish and Total Slack.
3. Update Project Schedule with actual start and actual finish dates monthly or as approved by the
COR.
3.03 SUBMITTALS
A. Submit each RSN specified in the Submittal List. Submit RSNs in accordance with Due Date or
Delivery Time specified in the Submittal List.
B. The Government will review the Required Submittal Notices within 14 days of official receipt.
C. The COR will return submittals as Approved, Conditionally Approved, or Not Approved.
D. The Contractor shall resubmit Required Submittal Notices within 14 days of receipt for Required
Submittal Notices that are Conditionally Approved or Not Approved.
E. The Government will review resubmitted Required Submittal Notices within 14 days of official receipt.
1. Submit RSNs via email to distribution provided by COR after award.
F. Preparation
1. Prepare in English
2. Label with contract number and title, and RSN.
3. Measurement units: US Customary Units
4. Submit only checked submittals
5. Submittals without evidence of Contractor’s approval will be returned for resubmission
6. Include the following information in transmittal letters:
a. Contract number and title
b. RSN for each attached submittal
c. Responsible code
d. Number of sets for each RSN
e. Identify submittal as initial or resubmittal
7. More than one RSN may be submitted under a transmittal letter, provided the responsible code is the same.
G. Mark manufacturer’s data for commercial products or equipment (such as cut sheets) to identify type, model, size, and characteristics.

2. Perform non-destructive testing of select welds before and after load tests.
3. Design and fabricate test fixtures to complete load tests.
4. Transport lifting tools as needed for completing offsite load tests.
5. Update Lifting Device Marking in accordance with FIST 4-1A 6.13.2.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
