This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. The Bureau of Reclamation intends to award a Labor-Hour Purchase Order for services represented in the Performance Work Statement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, effective date 08- 10-2022.

This requirement is being solicited as a Small Business set-aside. The Government will award a Purchase Order resulting from the comparative evaluation of quotes received in response to this solicitation in evaluating price, technical and past performance.

Performance Work Statement - Klamath Basin Structured Decision-Making Process Support

1.0 Background

Klamath Basin Area Office is investing into Structured Decision Making (SDM) process to help understand and rank/prioritize management actions. The initial effort, starting in late summer 2022 or fall 2023, is to focus on monitoring and research needs for ESA-listed fish species in the context of the Klamath Basin environmental baseline conditions, inclusive of past and present activities, as well as presumed future conditions.

This initial focus could be expanded to use tools created by coordination and collaboration among entities in the Klamath Basin to broaden SDM concepts into other areas beyond ESA-listed fish species and management research/monitoring. SDM provides a formal, documented, and open-source process to develop quantifiable and measurable objectives and determine the best decision alternatives to meet those objectives using quantitative models. In the development of the initial SDM framework, agencies focus efforts on a limited number of decision models to represent potential hypotheses for how actions addressing limiting factors would improve populations and natural conditions for Klamath Basin fish species. The models provide reasonable results and a logical method for prioritizing limited resources and evaluate tradeoffs between alternative management actions. Sensitivity studies identify uncertainty in both the parameters and models where refinement could potentially improve the ability to determine the best management decisions.

Recognizing that the state of the science continually develops, a plan establishes an adaptive management process to update and reevaluate priorities through SDM. The Klamath Basin needs a plan that is adaptive to the changing landscape. Refinements to the SDM models facilitated under this Performance Work Statement may seek to develop alternative models and sub-models.

Reclamation and the Services will seek support and buy-in for resource decisions by facilitating stakeholder participation in the process of formulating models. This Work Statement includes stakeholder input by facilitating stakeholder participation in SDM models. The strategy for using SDM in an adaptive plan does not seek consensus on any single decision model to represent potential costs and benefits. SDM allows for competing hypotheses represented by different decision models and different modules within the models.

An adaptive plan describes the update and revision process using SDM. Products for this Work Statement would update the priorities determined by SDM and be reflected in the process for developing CVPIA Annual Work Plans. In addition, products from this Work Statement will provide a transparent view of decision-making process.

Ultimately, the data will help support and refine Delta regional-level management actions.

Establishing linkages between the data and SDM actions will also foster knowledge transfer between projects and regions across the regions of the Delta. The fishery and water management systems of interest to Reclamation are dynamic and our understanding of the model parameters we use to describe and be predictive about these systems is constantly developing. Thus, there is a possibility to continually iterate and always adapt for more accurate understanding by describing opportunities for more monitoring and more data.

It is intended that at some point, SDM may be expended to assist prioritizing efforts in the Klamath Basin beyond research and monitoring. Expanding the use of SDM will require coordination with current Reclamation personnel and facilitator, Dr. James Peterson – Oregon State University & the United States Geological Survey (USGS) Oregon Cooperative Research Unit, to develop SDM training programs for current and future Reclamation staff. The intent is to develop expertise within Reclamation to advise decision makers of best SDM practices and to increase the use of these practices and thus better implement adaptive management in the face of dynamic environmental and climate conditions.

The long-term success of SDM within the Klamath Basin, Klamath Basin Area Office, and Reclamation, requires developing expertise within Reclamation, the Klamath Basin, and curation of the process and models developed from early in the process.

2.0 Scope

The scope of this Work Statement includes assisting to identify potential data, compiling, and making the data available, and the development of analytical models consistent with an adaptive plan and the SDM Framework in coordination with Reclamation, participating agencies, and stakeholders. This Work Statement anticipates that agency and stakeholder representatives will provide the majority of the biological expertise and institutional knowledge. The Contractor would have an understanding of anadromous fish biology, experience in analytic tools, the ability to make data and information publicly available, and facilitation skills for the use of the analytic tools in a transparent public process.

3.0 Place of Performance

Most of the work will be performed at the Contractor’s location. The Contractor will periodically meet at Government facilities. Travel to meetings will be reimbursed based on actual costs under the Federal Travel Regulations.

The Contractor shall provide all equipment, supplies, management, supervision, personnel, and transportation except as specified herein as government-furnished, necessary to assure that all services are in accordance with the contract and all applicable laws and regulations. The contractor shall ensure all work meets performance standards specified in this Performance Work Statement and referenced documents.

7.0 Tasks

Task 1 – Project Management

1. This Performance Work Statement anticipates assisting coordination with multiple agencies and stakeholders. A project management plan (PMP) provides the formal documentation for approaches to accomplish the goals and objectives. The PMP shall address at minimum:

2. Technical Approach: Work with Reclamation to record the methods and procedures to accomplish the deliverables under this Work Statement including interim deliverables and milestones proposed to track progress and seek feedback.

3. Schedule: Proposed dates for interim deliverables and milestones.

4. Coordination: Practices and procedures for working with the agencies and stakeholders including but limited to:

a. Klamath Basin Water Users and irrigation districts

b. Klamath Basin tribes (minimally Hoopa Valley Tribe, Karuk Tribe, Klamath Tribes, and

Yurok Tribe)

c. State of Oregon and State of California

d. Federal agencies (minimally Reclamation, US Fish and Wildlife Service, and National

Marine Fisheries Service)

5. Roles and Responsibilities: Anticipated functions to be provided by the various agencies, stakeholders, and proposed members of the consultant project team.

6. Risks and Mitigation: Factors that may increase the scope, schedule, and/or budget under this Work Statement and the proposed methods to mitigate adverse consequences to the accomplishment of this Work Statement. Anticipated risks include, but are not limited to:

a. Proprietary Information: Agencies and entities may be unable or unwilling to release data and information that would benefit the project, e.g. draft data, hard copies, ongoing research, etc.

b. Insufficient Data (quantity or quality): Adequate reliable information at a spatial or temporal scale may not be available for a sufficient continuous time span to perform the desired analyses.

c. Competing Data: More than one set of information may be available to represent a specific process or metric leading to different conclusions for the same analysis.

d. Insufficient Capacity: The number of metrics and analyses may exceed the ability to manage within the available schedule and budget.

e. Scientific Disagreement: One or more parties may disagree on the appropriate metrics or data models to explore for evaluating priorities.

f. Policy Positions: Participants may favor specific outcomes and attempt to bias analysis towards specific interests.

g. Inadequate Participation: Low levels of involvement by key offices, agencies, and stakeholders may undermine support for the priorities developed by the revised SDM models.

Task 2 – Data Discovery:

Data discovery shall result in an Ontology Technical Memorandum (Ontology TM) to document the identification and organization of available datasets and analysis methods into a logical structure that supports access, and recall. The Ontology TM shall include, at minimum:

• A listing of physical and biological data relevant to Klamath Basin Chinook and coho salmon and Lost River and shortnose suckers based on measurements, numerical models, and expert opinion;

• Current status and future availability of information relevant to Klamath Basin Chinook and coho salmon and Lost River and shortnose suckers; and

• Organizational strategy for retrieving and maintaining information over time.

This task is primarily composed of the development of an Ontology TM to document the identification and organization of available data sets for use in SDM Tool Development. Currently, Klamath Basin agencies and entities retain unique data objects relevant to water resources and aquatic ecosystem restoration and management; however, there has not been a recent effort compile describe these data and their location. The most recent effort to compile Klamath Basin literature was the 2010 Secretarial Determination. It is proposed that the Secretarial Determination literature compilation is a starting point on past information. Additionally, the data objects that needs to be identified and cataloged include individual records for stream gages, water temperature gages, and groundwater monitoring stations, fisheries data, water quality records, hydrologic and hydraulic model output, and other data, all of which are of potential value to a Klamath Basin decision support tool. As currently configured, these data objects are available for rapid visualization, exploration, and analysis.

The ontology should use a hierarchical data structure where data objects are sorted into individual “models”, with subset “metrics”. Clearly-stated terms and quick access to data is critical for facilitating real-time visualization of relationships between data in the wide range of engagements required to support the Klamath Basin decision support tool. Use of the data and relationships during discussions by the various groups allows for a deeper consideration of the complex technical relationships being addressed by the structured decision model.

This enhanced platform with added data should automatically scale to the size of the data when displaying it for analysis. The enhanced platform should also automatically integrate disparate data that is related spatially, temporally, or otherwise. Accordingly, an Ontology TM will be maintained and updated regularly throughout the project for use by analysts. As models and metrics change, or are edited for clarity, the analyses that rely on the data objects will be automatically updated. The Ontology should be updated annually or more frequently as necessary. Further, by using the Ontology to foster technical discussions in real time, the Core Team agencies will improve knowledge management because all the meaningful findings from past and ongoing studies will be captured quickly and clearly on the data platform. For example, if technical representatives are considering the effects of temperature and flow in a particular region of the Delta, the real-time data and analyses supporting that discussion can be saved and immediately recalled at a subsequent meeting or used at future briefings.

Task 3 – Data Integration:

Data integration shall result in a Data Exploration TM that documents the backend infrastructure that allows for the upload of different data types, visualization across different data sets, and transparent workflow processes for performing calculations and identifying the relationships between data. This Work Statement anticipates that agencies and stakeholders shall provide data in a wide range of formats. The Data Exploration TM shall include the uploading of information and the identification of preliminary lines of investigation in preparation for model development as an intermediate step in collaboration to guide future efforts. Data integration shall include, at minimum:

• The ability to readily incorporate and update different types of information including, but not limited to tables, spatial data, time series, and unstructured information;

• Workflow tools to query, visualize, combine, and run analyses on data in manner that transparently documents logic processes for knowledge transfer;

• Accessibility for agencies and stakeholders to operate and experiment with workflow tools outside of formal workshops and independent of the facilitators, ideally via the internet;

Task 4 – Metrics and Model Development:

Metrics and model development shall result in periodic technical memoranda, at each significant SDM model iteration, documenting the custom metrics and analysis process for manipulating the data and updating the SDM models. This Work Statement anticipates that models shall be developed through a combination of cooperative large group sessions facilitated by USGS (James Peterson and a graduate student). This Work Statement identifies and provides that the facilitators may need assistance curating model iterations or simplify model coding. Metrics and Model Development shall include, at minimum:

• Attendance at in person or on-line workshops for facilitated exploration of data and development of workflow processes.

• Documentation of multiple conceptual models representing different hypotheses for linking SDM decision alternatives to SDM objectives within the SDM framework.

8.0 Travel Assumptions

Travel assumes many the workshops will be hosted via web-based, on-line meeting space. It is possible that 1 or 2 in-person meetings are possible. Thus, travel assumption is based two annual trips for two persons (3-day duration) for hotel, per diem, and airfare.

9.0 Contract Changes

Additional services required by changes in mission assignments must be documented by a written contract modification. If the contractor receives a request from Reclamation personnel directing or requesting work that the contractor believes is not within the terms of the PWS or the contract, then the contractor must notify the Contracting Officer of the request. The only person that has the authority to modify the terms of the contract or request work for which compensation will be provided is a Contracting Officer.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
