STATEMENT OF WORK AND SPECIFICATIONS

Dry Ice Supply and Delivery - Tracy Fish Collecting Facility

March 16, 2022

1.0 BACKGROUND:

Large Striped Bass and other piscivorous fish species accumulate within the Tracy Fish

Collecting Facility (TFCF) and negatively impact fish salvage. Dry ice is used as an anesthetic to remove piscivorous fish from the TFCF bypass pipes and secondary channel. These predator removals are required on a monthly basis at the TFCF to meet Biological Opinion requirements and continue uninterrupted export of water at the Jones Pumping Plant.

The current dry ice supply and delivery contract (R17PX00301) expires on 4/11/2022, although a

3-month extension to this contract has been requested. A new dry ice supply and delivery contract (base year + 4 option years) is needed by 7/11/2022 to avoid lapses in dry ice delivery to the TFCF.

2.0 SCOPE & PURPOSE:

A contract is needed for supply and delivery of dry ice (up to 15,000 lbs. per year) to the Tracy

Fish Collection Facility, located at 6525 Lindemann Rd. Byron, CA. 94514. The dry ice shall be approximately 2” x 10” x 10” in solid block form. Deliveries of dry ice will typically be scheduled by TFCF biology branch staff on a monthly basis, although more frequent deliveries may be requested if necessary. A minimum of 1,000 lbs. of dry ice will be ordered per delivery.

Reclamation is only obligated for services and supplies provided and expenditure of total contract amount is not guaranteed.

3.0 OBJECTIVES:

The objective of this contract is to obtain supply and delivery of up to 15,000 lbs. of dry ice to the TFCF (6525 Lindemann Rd. Byron, CA. 94514) per year. The dry ice shall be approximately

2” x 10” x 10” in solid block form. This dry ice will be used during monthly CO2 predator removal in the TFCF bypass pipes and secondary channel, which are required to meet Biological

Opinion requirements and continue uninterrupted export of water at the Jones Pumping Plant.

Deliveries of dry ice will typically be scheduled by TFCF biology branch staff on a monthly basis, although more frequent deliveries may be requested if necessary. A minimum of 1,000 lbs.

of dry ice will be ordered per delivery.

4.0 TASKS:

Deliveries of dry ice will typically be scheduled by TFCF biology branch staff on a monthly basis, although more frequent deliveries may be requested if necessary. The contractor will deliver dry ice to the Bureau of Reclamation’s TFCF located at 6525 Lindemann Road, Byron, CA 94514-9614. A minimum of 1,000 lbs. of dry ice will be ordered per delivery.

Delivery must be made between Monday-Friday from 7:00 AM to 3:30 PM. Upon arrival at the

TFCF the contractor will place the dry ice into the two storage chests (19 ft3 each, holds approximately 1,000 lbs. of dry ice each). Storage chests will be located outside near the lower parking lot for the operator’s building and holding tank building.

The contractor must have the delivering capacity to be able to transport 1,000-2,000 lbs of dry ice. Each delivery of dry ice must have a signed delivery ticket to show proof of delivery.

Closed toed shoes and a hard hat must be worn while delivering the ice to the TFCF. Hardhats are available on site for use by the contractor.

5.0 DELIVERY:

Delivery will typically be needed on a monthly basis, although more frequent deliveries may be requested if necessary. When scheduled by TFCF biology staff, the contractor shall deliver dry ice to the Bureau of Reclamation’s TFCF located at 6525 Lindemann Road, Byron, CA 94514-

9614. Delivery must be made between Monday-Friday from 7:00 AM to 3:30 PM. Upon arrival at the TFCF the contractor shall place the dry ice into the two storage chests. Storage chests will be located outside near the lower parking lot for the operator’s building and holding tank building. Each delivery of dry ice must have a signed delivery ticket to show proof of delivery.

Reclamation is only obligated for services and supplies provided and expenditure of total contract amount is not guaranteed.

6.0 GOVERNMENT FURNISHED PROPERTY

The only government furnished property that will be used during the course of this contractual relationship are the dry ice storage chests that will be used to store dry ice at the TFCF. Upon arrival at the TFCF the contractor will place the dry ice into the two storage chests, which will be located outside near the lower parking lot for the operator’s building and holding tank building.

7.0 SECURITY

Upon arrival at the front gate of the TFCF, the contractor shall use the call box to contact TFCF staff and gain entry into the facility. Once inside the facility, the contractor shall proceed directly to the lower parking lot for the operator’s building and holding tank building. There will be no special pass requirements, identification requirements, or special security clearance requirements. Despite this, the contractor shall be accompanied by TFCF at all times while on site, except when immediately entering/leaving the facility.

8.0 PLACE OF PERFORMANCE

The contractor will deliver dry ice to the Bureau of Reclamation’s TFCF located at 6525

Lindemann Road, Byron, CA 94514-9614.

9.0 PERIOD OF PERFORMANCE:

The period of performance is from July 11, 2022, thru July 10, 2023, with an option to extend the contract for up to 4 years (i.e., until July 10, 2027 [base year + 4 option years])
