COR – Contracting Officers Representative
RE – Regional Engineer
Reclamation – Bureau of Reclamation
RSHS – Reclamation Safety and Health Standard
SJRRP – San Joaquin River Restoration Program
SJVUAPD – San Joaquin Valley Unified Air Pollution Control District
2.0 BACKGROUND
The San Joaquin River Restoration Program (SJRRP) is the result of the Stipulation of Settlement (Settlement) in Natural Resources Defense Council (NRDC), et al., v. Kirk Rodgers, et al, signed in 2006.
The Settlement calls for releases of water from Friant Dam to the confluence of the Merced River, a combination of channel and structural modifications along the San Joaquin River downstream of Friant Dam, and reintroduction of Chinook salmon.
The Bureau of Reclamation has been directed to increase channel capacity of the San Joaquin River to 4,500 cubic feet per second to allow passage of full Restoration Flows, which will raise groundwater into the root zones of crops potentially causing negative impacts on several properties in Madera County. For this reason, Reclamation has acquired in fee title to Madera County Assessor’s Parcel Numbers 041-070- 002(Champion) and 041-130-001(Lehman). The two properties are about one mile apart.
These properties have numerous features, permanent and temporary, that need removal for the next Phase of work around the San Joaquin River to provide additional flood protection to the City of Firebaugh. All of the features of significant impact to future levee construction need to be vacated from the property to prevent public use of safety risk.
2.1 Pre-Bid Site Visit: In accordance with FAR 52-236-3 Site Investigation and Conditions affecting the Work, a pre-bid tour of the project sites will be conducted to ensure that all prospective bidders have an opportunity to visit the site to properly gage the scope of work required. The pre-bid tour will be adequately announced by the CO in Section L, in accordance with FAR 52.236-27 Site Visit, and will only occur on the prescribed date.
