The solicitation number is 140R1726Q0035. This is a Women-Owned Small Business (WOSB) set-aside acquisition with a 100% WOSB requirement. The requisition is unrestricted in terms of company size standard, with NAICS code 325211. The contract will be for commercial products and services, FOB destination, with delivery to the Bureau of Reclamation's Grand Coulee facility in Grand Coulee, Washington.

The acquisition requires eleven line items of phenolic insulation materials manufactured to NEMA G-11 or NEMA G-11 FR-5 specifications. Items include phenolic insulation sheets ranging from 1/2-inch to 7/8-inch thickness in various sizes (36-inch x 48-inch dimensions), phenolic insulation tubing in multiple outside diameters (ranging from 1/2-inch to 1-7/8-inch OD) with 4-foot lengths, plastic round solid rods (5/8-inch x 36-inch), and phenolic laminate insulation tubing (1-inch OD x 4 feet). Quantities range from 1 to 12 units per line item. Vendors must submit formal pricing quotes via email to Laverna Harding (laverna_harding@ios.doi.gov) with part numbers, brand names, quantities, unit prices, and total costs. Contractor must provide written certification specifying manufacturer, grade, and data sheets demonstrating compliance with NEMA specifications. The contract incorporates standard FAR clauses including sustainable products requirements, security provisions, electronic invoicing through the Treasury's Invoice Processing Platform, and various federal compliance representations related to Iran sanctions, Sudan restrictions, and telecommunications equipment prohibitions.

Product Detail Specification:

NEMA G-11 or NEMA G-11 FR-5, High Temperature Epoxy and Glass Fibre Composite

Laminate Material

NEMA G-11 Material is the National Electrical Manufacture Association standardized designation given to a high temperature electrical/mechanical grade of glass fibre cloth composite laminate impregnated and cured with epoxy resin, to specify a consistent product between manufactures.

NEMA G-11 FR-5 Material is the Brominated Flame-Retardant version of NEMA G-11 material has improved Fire Retardance over NEMA G-11. Underwriters Laboratory (UL) rating of 94 V-

0. All other specifications are common to NEMA G-11

Thermoset Industrial Material

NEMA G-11 (G-11) and NEMA G-11 FR-5 (FR-5) are thermosetting industrial fibre glass composite laminates consisting of a glass fibre cloth material with an epoxy resin binder. This material has excellent thermal dimensional stability and characteristics of high strength, low moisture absorption, excellent electrical properties and chemical resistance. Both G-11 and FR-5 are rated for 300-degree Fahrenheit continuous operating temperature. Both G11 and FR-5 have low dielectric loss and retention of 50% of mechanical properties at 300 degrees Fahrenheit (150

Celsius). These materials are used in applications where temperatures in excess of 125-degrees

Celsius are encountered. They are thermosets, no melting will occur with these grades, however charring will be observed after extended periods above this temperature rating. NEMA G-11

FR-5 has an Underwriters Laboratory flammability rating of 94 V-O.

NEMA G-11 is a direct replacement for Westinghouse trade name Micarta G-11 Type GEB

Sheet materials. Micarta materials alone can be any of the several National Electrical

Manufacturers Association Industrial laminate grades unless it is specified Micarta G-11 Type

GEB.

NEMA G-11 and NEMA G-11 FR-5 Composite Laminate Sheet is fabricated with a high temperature epoxy making up the bulk of heavy sheet and fibre glass cloth. The high temperature resistant epoxy gives a high-performance outer finish. NEMA G-11 and NEMA G-

11 FR-5 Sheet is typically produced by Manufacturers in rectangular dimensions and in thickness ranging from 0.005” to 3.000” in thickness.

NEMA G-11 and NEMA G-11 FR-5 Tube: Made using the same epoxy saturated glass cloth as the sheet is made but wound over mandrels and cured and the OD ground to size.

NEMA G-11 and NEMA G-11 FR-5 Rod: Commonly turned and ground from sheet stock.
