Columbia-Cascades Area Office, Yakima, Washington

PERFORMANCE WORK STATEMENT

I. OVERVIEW

The mission of the Bureau of Reclamation is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. The goal of the Columbia-Pacific Northwest Region is to meet the increasing water demands of the Pacific Northwest while protecting the environment and the public's investment. The

Columbia-Cascades Area Office region encompasses the Columbia River Basin and includes the states of Idaho, Washington, and parts of Montana, Oregon, and Wyoming. The Columbia-Cascades

Area Office Environmental Group’s mission is to oversee and manage environmental compliance for projects within the Columbia-Cascades Area.

The National Historic Preservation Act (NHPA) requires that Federal agencies take action to assess and resolve adverse effects to historic properties caused by Federal actions. To fulfill environmental compliance requirements, the Columbia-Cascades Area Office (Reclamation) has conducted consultation under Section 106 of the NHPA (36 CFR § 800) for various undertakings. For five of those undertaking, in which a finding of adverse effect to historic properties was reached, Reclamation committed to the creation of online illustrated essays describing the histories and significance for specific historic properties as mitigation measures in stipulations of Memoranda of

Agreement (MOA) or Programmatic Agreements (PA).

This PWS is intended to address those commitments by providing for a contractor to prepare and publish five illustrated online essays meeting the standards outlined in the agreement documents. The work will include research, the production of a draft and final version of the illustrated essay, and the publication of that final version of the essay on a publicly accessible website, for long-term availability.

II. PURPOSE, SCOPE, AND OTHER WORK FEATURES

This PWS is for the creation and publication of five online illustrated essays relating to the history and significance of historic Reclamation resources, in fulfillment of stipulations from previously created agreement documents. These documents are noted in Section IV. Government

Furnished Property, Materials, and Information of this document. Publication will include the creation of a publicly accessible online document, which is to be available long-term in a location known and used by the general public. The online publication of the essay is intended to increase public engagement related to historic Reclamation resources, an important component of the mitigation measures.

In total, five agreement documents include stipulations for the creation of online illustrated essays. The components of the online illustrated essays will include:
