INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm-fixed price single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140PS124Q0003. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-02 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

General Description of Requirement: The purpose of this contract is to:

These services will include preparing a planting bed by clearing thickets of exotic shrubs using a masticator followed by planting bare root and D60 cell native trees and shrubs. Work will include, species selection, development of a work plan, treating non-native species with herbicide, and tree tube and stake installation.

Work will also include maintenance of the planted area for 3 – 5 years from May – October, including treating non-native plants with herbicide, and rehammering/replacing broken stakes and tubes.

The acquisition is in support of Catoctin Mountain Park (CATO).

This is a 100% Total Small Business Set Aside. Product Service Code (PSC) – F005, Natural Resources/Conservation Forest Tree Planting. The North American Industry Classification System (NAICS) code is 115310 – Support Activities for Forestry. The small business size standard is $11.5M.

Orders: Delivery/Task Orders issued against the IDIQ shall be firm fixed price.

Single Award: The Government anticipates award of only one IDIQ contract to meet the needs of this requirement but reserves the right to make multiple awards. See 52.216-27.

Base and Ordering Periods: Contract will include five (5) One (1) year ordering period, for a total contract performance period not to exceed 5-years.

Maximum Contract Value: $2,500,000.00 (total of all orders issued against the awarded contract)

Minimum Guarantee: First delivery/task order will be issued with award and meet the minimum guarantee of $2,500.00.

Authorized Contracting Officer: Any warranted Contracting Officer assigned under the NPS ConOps Strategic office may award delivery/task orders against this IDIQ contract.

Ordering procedures for delivery/task orders: Delivery/task orders (DO/TO) will be issued within the terms and conditions of the contract based on the pre-priced contract line items in the awarded price schedule, and with the order limitations clause in the contract. The order will be signed by the Contracting officer and issued to the contractor utilizing an Optional Form 347, Order for Supplies or Services award form that contains the specifics of the delivery. The DO/TO becomes binding when the Contracting Officer signs the Order.

Award Selection Process:

Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

1. Technical: The Technical Narrative provided will be evaluated to determine if the offeror’s technical capability meets the Government’s stated requirements. The offeror shall explain their approach to meeting the Performance Requirement Summaries outlined in the PWS. The offeror shall explain quality control approach to ensure services are performed in accordance with the PWS and how they plan to develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

2. Past Performance: Provide at least three references that are the most similar in scope and complexity to this solicitation. References should be recent, preferably within the past five years.

At a minimum include contact information and a brief description of services provided. References will be evaluated to determine acceptable past performance. Consistent with FAR 13.106-2(b)(3), the Contracting Officer may, but is not required to, also use their own knowledge of an offeror’s previous performance, consider information from CPARS, or consider other relevant sources.

3. Price: The average price of all ordering periods for each line item will be multiplied by the estimated quantity to provide an extended price, which will be totaled for a Total Evaluated Price (TEP). This TEP will then be evaluated for fairness and reasonableness.

INSTRUCTIONS TO OFFERORS:

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

All quotes shall be submitted for receipt no later than 12:00 pm EDT, on 27 May 2024 to the Contracting Officer, Ronald Hilliard, via e-mail to ronald_hilliard@nps.gov. Respondents are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, that it will be considered late.

All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from Date of Award through last day of the ordering period, not to exceed 5-years.
