(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records - Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. 1. Requirement Title
Supply of Treated Glued-Laminated Timber (Glulam) Stringers for Pedestrian Bridge
2. Background and Purpose
The Government requires the procurement of structural glued-laminated timber (glulam) stringers for use in a pedestrian bridge. The stringers will serve as primary load-bearing members supporting pedestrian live loads and environmental loads. Materials must provide long-term structural performance, durability, and safety in an exterior exposure environment.
3. Scope of Requirement
The Contractor shall furnish six (6) treated glulam stringers suitable for use as longitudinal stringers in a pedestrian bridge structure. This requirement includes manufacture, preservative treatment, quality control, and delivery in accordance with the specifications herein. Installation is not included.
4. Quantity
• Six (6) each glued-laminated timber stringers
5. Description and Technical Specifications
5.1 Dimensions
Each glulam stringer shall meet the following nominal dimensions:
• Width (Thickness): 5 1/2 inches
• Depth (Height): 18 inches
• Length: 40 feet
Dimensional tolerances shall comply with ANSI/AITC A190.1 requirements.
5.2 Material and Manufacture
• Stringers shall be manufactured as structural glued-laminated timber (glulam) members intended for bridge applications.
• Lumber laminations shall be stress-rated and suitable for structural use.
• Glulam shall be manufactured by an approved or certified glulam manufacturer.
5.3 Preservative Treatment
• Stringers shall be pressure-treated after fabrication for exterior exposure.
• Treatment shall be suitable for ground contact and wet service, consistent with AWPA Use Category UC4B (or UC4C if specified by design).

7. Submittals
The Contractor shall submit the following for Government review and acceptance:
• Manufacturer’s product data and specifications
• Structural design values for the glulam members
• Certification of preservative treatment and AWPA Use Category
• Mill stamps or permanent markings identifying manufacturer, grade, and treatment
• Certificate of compliance with applicable standards
8. Inspection and Acceptance
• The Government reserves the right to inspect materials at the manufacturing facility and/or upon delivery.
• Acceptance shall be based on conformance with dimensional, structural, and treatment requirements.
• Materials found to be nonconforming may be rejected and replaced at no additional cost to the Government.

9. Packaging, Handling, and Marking
• Stringers shall be packaged and protected to prevent damage, moisture intrusion, or contamination during transport.

10. Delivery Requirements

(a) Definitions. (b) Prohibition. Contractors are prohibited from providing or using as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the prohibition is set out in an applicable Federal Acquisition Supply Chain Security Act (FASCSA) order, as described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(c) Procedures.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate-
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
