About this file

This is a Request for Quotation (RFQ) for vessel charter services to support the National Park Service's Southwest Alaska Network (SWAN) Nearshore Monitoring Program for winter marine bird and mammal surveys. The RFQ is a small business set-aside with a solicitation issue date of January 20, 2026, and quotation deadline of January 27, 2026 at 1500 Alaska Standard Time. The acquisition will result in a best value, firm-fixed-price award based on vessel suitability, captain experience and licensing, past performance, and price.

The contract requires a minimum 65-foot vessel meeting U.S. Coast Guard standards capable of supporting up to eight NPS/USGS personnel conducting surveys in coastal areas of either Katmai National Park and Preserve or Kenai Fjords National Park, Alaska. The vessel must maintain a cruising speed of at least six knots, carry two rigid hull inflatables, provide accommodations with at least eight permanent bunks, supply three meals daily, and operate in winds up to 30 knots. The base year runs from March 1 through April 15, 2026, with four optional one-year periods through 2030, each with a maximum seven-day deployment window. The contractor must provide all equipment, materials, fuels, meals, lodging, and labor. The captain must have at least three years of experience operating similar-sized watercraft in Cook Inlet and the outer coasts of the Alaska and Kenai Peninsulas. Vessel inspections will occur in designated Alaska ports prior to award, and proof of current U.S. Coast Guard certification and marine/general liability insurance complying with Department of Interior regulations must be provided. Quotations should be submitted to Darcy Skinner at darcy_skinner@nps.gov, with quotes for fewer than four option periods accepted.
