Service SEAN long-term monitoring program per the attached statement of work. This includes providing a vessel charter, meals and lodging for seven (7) to twelve (12) scientists / personnel to conduct at-sea surveys for oceanography
(including deployment and retrieval of an oceanographic mooring), zooplankton, contaminants, and bird and mammal monitoring along the outer coast of Glacier Bay and
Wrangell-St. Elias National Parks.

(d) Comptroller General Examination of Record. 1452.201-70 AUTHORITIES AND DELEGATIONS (SEPT 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause.
A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

Long-Term Integrated Marine Monitoring Along Outer Coast of
Glacier Bay and Wrangell St. Elias National Parks
Section 1: Background and Scope of Work
Background:
The National Park Service Southeast Alaska Network (SEAN) has expanded its monitoring scope to cover marine and coastal areas along the outer coast of Glacier Bay and Wrangell-St. Elias National Parks. This expanded scope includes oceanographic surveys and continuous ocean condition monitoring through a newly established fixed-location mooring. Additional activities involve zooplankton sampling, marine bird and mammal surveys, glacier monitoring, and biological contaminant sampling. The research charter, scheduled for up to 16 days in June 2025, will encompass areas such as Glacier Bay National Park, Icy Strait, Cross Sound, the outer coast between Glacier Bay National Park and Yakutat, Lituya Bay, Yakutat Bay, Disenchantment Bay, Icy Bay, and the coastal areas of Wrangell St. Elias National Park. Departure ports include Seward, Homer, or Auke Bay, Alaska.
Scope of Contractor Responsibilities:
1. Vessel Provision The contractor shall provide a research vessel to support the SEAN long-term monitoring program. This includes:
o Vessel charter, meals, and lodging for 7-12 scientists and personnel from the NPS, University of Alaska, and other institutions.
o The vessel must support a range of research and monitoring activities:
▪ Oceanography: Deployment and retrieval of an oceanographic mooring, especially in
Icy Bay.
▪ Biological Monitoring: Conduct at-sea surveys for zooplankton, contaminants, and bird and mammal monitoring across the designated research areas.
o Navigational Requirements: The vessel must be capable of transiting and operating safely in tidewater glacier fjords—such as Icy Bay, Disenchantment Bay, and portions of Glacier Bay—as well as in open ocean and nearshore waters of the Gulf of Alaska, which may contain dense floating ice. The vessel’s design and capabilities should be suitable for these challenging conditions.
2. Charter Duration and Flexibility The NPS will pay for only the days when the vessel is actively utilized, ensuring flexibility in the duration. The charter can be terminated at any time due to unforeseen circumstances. Additional days may be added if necessary to meet research needs.
3. Equipment and Accommodation Requirements The vessel must be fully equipped to accommodate the specific needs of the SEAN monitoring program:
o Passenger Capacity and Comfort: Sleeping quarters for up to 12 passengers, with three meals provided daily.
o Operational Support: Adequate fuel for the voyage, ample water for drinking and showers for a 16-day period, and sufficient deck and laboratory space.
o Specialized Equipment: A hydraulic crane to manage the loading and off-loading of inflatable boats/skiffs with outboard motors, and the capability to safely deploy and retrieve the oceanographic mooring in Disenchantment Bay.
4. Departure and Loading Logistics Research personnel will meet the vessel at the specified port (Seward, Homer, or Auke Bay) to load

Schedule and Departure:
The trip will start and conclude in Seward, Homer, or Auke Bay at a date in June 2025, to be finalized based on availability. The contractor may specify a timeframe for vessel availability in their quotation. Transit to the research site will vary based on the departure port and weather conditions.
For planning and billing, a day is defined as a 24-hour period starting at an agreed time set by the Captain and the NPS project leader before the trip commences. The trip formally ends when all NPS equipment is offloaded from the charter vessel. This is a fixed-price contract, invoiced on a daily rate basis.
Section 2: Vessel Specifications
1. Captain’s Licensing and Experience The captain must hold a valid U.S. Coast Guard license and have experience operating a vessel of similar size in the Southeast Alaska region, specifically in areas such as Juneau, Auke Bay, Icy Strait, Cross Sound, Glacier Bay, and the outer coast of the eastern Gulf of Alaska (including Lituya Bay, Icy Bay, Disenchantment Bay, and Yakutat Bay).
2. Compliance with U.S. Coast Guard Standards The vessel must meet all U.S. Coast Guard safety and seaworthiness standards, be fully licensed, and have passed the required inspections. Proof of certification should be included in the contractor’s quotation.
3. Insurance Requirements The vessel must carry marine and general public liability insurance that meets Department of the Interior regulations (1452.228-70 LIABILITY INSURANCE - DEPARTMENT OF INTERIOR). Proof of insurance must be provided after contract award.
4. Vessel Capacity and Space The vessel should be of sufficient length and configuration to accommodate all equipment (including up to two inflatable boats with outboard motors), personnel, and contractor staff necessary for support, with ample deck and bench space.
5. Safety and Navigation Equipment Required equipment includes radar, GPS, depth sounder, EPIRB, safety gear, a medical kit, current nautical charts, and VHF radios. A U.S. Coast Guard-approved emergency life raft with capacity for all personnel must be on board.
6. Life Vests and Survival Suits The vessel must be equipped with properly maintained life vests and immersion suits for all research and vessel personnel. The number of each item available should be provided with the quote.
7. Fuel Responsibility The contractor is responsible for all fuel requirements for vessel operation during the charter period. Fuel for government-owned skiffs will be supplied by the government, with the vessel providing safe storage for these materials.
8. Lifting Crane A hydraulic crane operated by a skilled and experienced individual is required for loading/unloading equipment and small skiffs. The crane must also be capable of safely deploying and retrieving an oceanographic mooring and zooplankton sampling nets. A removable and latched gate on the starboard or port side is preferred for efficient transfer of personnel and equipment.

9. Heavy Lifting Capability The vessel should have an A-frame or crane with a minimum safe working load of 4,000 pounds to lift heavy equipment, such as a railroad wheel anchor (~750 lbs). This device will be used for deploying oceanographic instruments, and a block suspended from it is needed for CTD, zooplankton nets, and mooring deployment.
10. Powered Capstan or Winch A powered capstan or winch with a lifting capacity of at least 750 pounds is required for recovering the mooring and anchor, with a minimum working load of 4,000 pounds.
11. Oceanographic Winch An oceanographic winch with a 0.322” conducting wire (minimum 800 meters) is necessary for real-time data collection during CTD deployments. The winch should have adjustable speeds for bongo net deployment and a wire capable of supporting a 16-place Niskin bottle rosette and Seabird CTD. Details of terminations and winch location should be provided.
12. Towing Speed The vessel must maintain a towing speed of 2 knots to support bongo net deployments.
13. Skiff Requirement A 20-foot or longer skiff (rigid hull inflatable) with two outboard engines (main and auxiliary) is required. It must be capable of carrying four scientists and equipment and will support UAS flights for marine mammal research.
14. Saltwater Washdown and Cleaning Facilities A saltwater washdown hose hookup is required for cleaning deployed nets and deck areas.
15. Laboratory Sink The vessel must include a sink in the laboratory space for multipurpose use.
16. Hazmat Lockers The vessel must have separate hazmat lockers for both flammable materials (such as bulk 95% ethanol) and corrosive materials (such as formalin), with both lockers located outside living quarters.
17. Power for CTD Winch Power options for the CTD winch, either hydraulic or 120 VAC, should be available.
18. Freezer for Biological Samples A freezer capable of maintaining -20° or -40°C is required for biological and nutrient sample storage.
19. Additional Monitoring Equipment While not mandatory, a hull-mounted ADCP and underway meteorological sensors are preferred. If available, please specify whether a computer is provided for ADCP data.
20. Contractor-Provided Fuel and Consumables The contractor shall be responsible for providing fuel, lubricants, and other consumables for operating the charter vessel. Fuel, lubricants, and other consumables for operating government-owned skiffs will be provided by the government; however, the vessel will need to provide an area where these materials can be safely stored.
21. Provisions for Extended Duration The vessel shall carry sufficient fuel, potable water, and food to support up to 12 scientists and crew for a duration of up to 16 days at sea. All port calls must be prearranged with the NPS Project Leader before the contract begins.
22. Deck Space for Equipment Storage Ample deck space is needed for loading skiffs with outboard motors and storing oceanographic instruments. Please specify available deck space.
23. Laboratory Space for Specimen Processing The vessel must have a dry, indoor laboratory space dedicated to processing biological specimens, such as zooplankton.
24. Bench Space for Equipment Setup The vessel must include lab/bench space for programming CTD, accommodating CTD computers, microscopes, and other equipment, with approximately 4-8 linear feet per scientist.

25. Dry Storage for Supplies Adequate dry storage space is required for laboratory supplies and biological specimen containers.
26. Laundry Facilities The vessel must have accessible laundry facilities (washer and dryer) for the research crew.

Section 3: Accommodations and Meals
Accommodations:
1. Sleeping Arrangements The vessel must provide individual sleeping spaces (beds or bunks) for 7 to 12 research passengers/personnel, along with additional berthing for the required crew members.
2. Berthing Areas Sleeping quarters shall be separate from the galley, wheelhouse, and deck areas. These spaces must be heated, well-ventilated, equipped with working fire and emergency alarms, and have clearly marked and accessible escape routes.
3. Living Conditions The vessel shall be clean and provide quality living conditions, free from excessive noise levels (greater than 80 dB in living and work areas) and any undesirable or noxious odors.
4. Facilities and Sanitation The vessel must provide adequate lighting, heating, hot water, sanitation facilities (including wash basins, toilets, and showers), as well as a galley with cooking and eating supplies to support up to 12 research personnel and crew. Berthing spaces, heads, sinks, and showers must be thoroughly cleaned daily by a crew member.
5. Daily Hot Showers The vessel shall be capable of providing each passenger with a hot water shower every day.
6. Drying Area A separate heated drying area, away from living accommodations and workspaces, must be available to dry wet clothing, rain gear, and similar items overnight for up to 12 people. The drying area should be spacious enough to hang items without them touching walls.
7. Workspace for Equipment A flat, dry space must be available for setting up and operating laptop computers and scientific equipment.
8. Electrical Power The vessel must have 110-volt AC electricity to recharge computers, VHF radios, and other necessary equipment.
Meals:
1. Meal Provision The contractor shall provide three meals per day (breakfast, lunch, and dinner), along with snacks and drinks, for up to twelve research personnel.
2. Meal Quality Meals must be well-balanced, nutritious, palatable, and varied.

3. Special Dietary Needs If special dietary requirements (e.g., low-sodium, vegetarian, gluten-free, diabetic, etc.) are necessary, the NPS will inform the contractor of these needs at least ten (10) days prior to departure.
Section 4: General Guidelines
1. Access to Vessel Areas All areas of the vessel shall be accessible to the scientific staff unless specific restrictions are agreed upon beforehand.
2. Alcohol Policy No alcohol will be permitted on the vessel at any time.
3. Radio Contact for Small Boat Operations The vessel master or designated crew member must maintain continuous radio contact with scientists working in small boats (under 25 feet) according to a pre-arranged radio schedule to ensure their safety.
In the event of any problem or accident, immediate action must be taken to assist the scientists. Radios will be provided by the government.
4. Safety Orientation On the first day aboard, the vessel master shall conduct a safety orientation for all scientists and passengers. This orientation should cover:
o Location of exits o Location and operation of life rafts o Communications equipment o Storage and use of immersion suits o Vessel evacuation procedures o Man overboard protocols o Emergency evacuation procedures
5. Workday Schedule and Safety Authority The length of each workday will be determined jointly by the Captain and the NPS project leader. In the event of a disagreement, the NPS project leader has final authority, except when work stoppage is necessary due to uncontrollable factors like unsafe weather or sea conditions, as determined by the Captain. The Captain retains ultimate authority and responsibility for the safety of the vessel and all personnel on board, ensuring a safe operation based on best judgment. To uphold this responsibility, the Captain must ensure a sufficient number of crew members are on board to run a safe 24-hour operation.

(a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
- Vessel Suitability
- Captain experience and license
- Crew experience
- Past Performance
- Price
Addendum to 52.212-2 – Evaluation – Commercial Items
(d) Pursuant to FAR 13.106-2 -- Evaluation of Quotations or Offers, the Government will evaluate all quotes in an efficient and minimally burdensome fashion using the following evaluation criteria:
Vessel Suitability
- Provide name, photos, and detailed description of the proposed vessel.
- Provide documentation that proposed vessel meets or exceeds U.S. Coast Guard standards for safe operations at sea in the geographic area of Glacier Bay and Wrangell St. Elias National Parks, including operation and mooring deployment in tidewater glacier fjords that may have dense aggregations of icebergs.
- Provide documentation that proposed vessel is compliant with specifications listed in the Scope of Work.
Captain Experience and U.S. Coast Guard License
- Provide Captain name and Coast Guard License.
- Provide documentation of Captain’s experience. Experience must include at least three (3) years operating watercraft of the size being offered at sea in the geographic area specified in the solicitation.
Crew Experience
- Describe crew experience, especially with oceanographic sampling and mooring deployments

Past Performance
- Provide three (3) references for work that is comparable in scope, complexity, or relevance.
These references may include commercial, private-sector, or government projects. Include contact details such as name, organization, title, email address, mailing address, and phone number. The Government may also consider its own experience with the vendor’s past performance.
Price
The resultant purchase order will be placed with the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. This will be a best value award and the government reserves the right to award the contract to other than the lowest priced quoter.

52.204-29 Federal Acquisition Supply Chain Security Act Orders-Representation and Disclosures. (DEC 2023)
(a) Definitions. As used in this provision, Covered article, FASCSA order, Intelligence community, National security system, Reasonable inquiry, Sensitive compartmented information, Sensitive compartmented information system, and Source have the meaning provided in the clause 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(b) Prohibition. Contractors are prohibited from providing or using as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the prohibition is set out in an applicable Federal Acquisition Supply Chain Security Act (FASCSA) order, as described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(c) Procedures.
(1) The Offeror shall search for the phrase “FASCSA order” in the System for Award Management (SAM)( https://www.sam.gov) for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).
(3) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.
