Solicitation number

Issued by
Department of the Interior National Park Service Alaska Region

About this file

This document is a Request for Proposal (RFP) issued by the National Park Service, Southwest Alaska Inventory and Monitoring Network (SWAN), for power analyses of multiple vegetation monitoring datasets. SWAN has collected vegetation composition and structure data at permanent plots in Lake Clark and Katmai National Parks since 2009 on a 5-year revisit cycle, and seeks to ensure the data collection is sufficient to detect changes and streamline sampling for efficiency and safety. The RFP outlines specific tasks to perform power analyses on the point intercept, nested quadrat frequency, and tree data under various scenarios, such as changes to revisit intervals, number of plots, and panel design. The RFP is set aside 100% for small business concerns under NAICS code 541620, with a size standard of $19.0 million. The resultant award will be a Firm Fixed Price purchase order, with deliverables expected within 18 months of award.

Scope of Work

Vegetation Monitoring Power Analyses

Project Background:

The National Park Service (NPS) southwest Alaska inventory and monitoring network (SWAN) seeks power analyses of multiple vegetation monitoring datasets. Since 2009 SWAN has collected vegetation composition and structure at permanent plots (n=162) in Lake Clark and Katmai National Parks on a 5-year revisit cycle. These data include point intercept, nested quadrat frequency, and tree data. SWAN seeks to ensure that data collection is sufficient to detect changes in vegetation composition and structure, and understand how we can streamline sampling to increase efficiency and safety of data collection.

Project Goals:

The NPS southwest Alaska inventory and monitoring network (SWAN) seeks power analyses of multiple vegetation monitoring datasets. Site access and sampling are difficult, so SWAN seeks to understand how to best allocate limited resources to achieve monitoring objectives and minimize risk to employees. Results of power analyses would help inform SWAN’s decisions to maintain the current monitoring approach or adjust priorities or procedures.

Specific Project Objectives:

To assess the power to detect change in specified vegetation monitoring metrics under the current sampling protocol and given the following changes to the protocol:

1. Current sampling regime

2. Increase revisit interval from 5 years to 7 years and 10 years

3. Number of plots per year 40, 30, 24, total N = 160, 120, 96

4. Change panel design from current, which focuses on one broad vegetation type per sample year to one that samples each vegetation type each sample year

5. Reduce the number of within-plot transects from 3 to 2, maintain current sampling regime

6. Reduce the maximum quadrat size from 4𝑚2 to 1𝑚2

Specific scenarios tested may be adjusted after consultation between contractor and NPS personnel if mutually agreeable.

Description of Data:

Monitoring data in consideration comprise repeat measures of vegetation cover, frequency, and tree metrics from 2007 to present. Permanent monitoring plots have been selected from a modified GRTS sample in selected vegetation types across three elevation bands in Lake Clark and Katmai National Parks. The nominal revisit interval is 5 years and 56% of sites have > 3 visits and 44% have 2 visits. The average number of plots sampled per year is 36, with a range of (25 to 49). Each year, vegetation sampling focuses on one of three broad vegetation types (Forests, Woodlands, Alpine).

- Cover Data o Point intercept data collected at .5 m intervals along 3 30m transects within each plot.

o Captures one intercept per species for each of 4 height classes (0-0.5m, 0.5 – 1.0m, 1m - 4m, >4m)

- Frequency Data

140P9724Q0098 Page 13 of 31 o 5 nested quadrats (.25x.25, .5x.5, 1x1, 2x2 meter) along each of 3 30 m transects per site.

o All species present recorded in each quadrat

- Tree Data o All trees taller than 1.58m within each 30m plot censused o All spruce trees taller than 1.58 m: DBH, height

Specifications:

Task 1

3. Total cover within each of 4 height classes under the following scenarios:

3. Reduce the number of within-plot transects from 3 to 2, maintain current sampling regime

4. Reduce number of plots per year by 25%, maintain revisit interval

5. Change panel design from current, which focuses on one broad vegetation type per sample year to one that samples each vegetation type each sample year Task 2

1. Frequency (25% change) of selected dominant, subdominant, and indicator species (5 each)

2. Species richness, alpha-diversity and beta-diversity under the following scenarios:

1. Current sampling regime

2. Average canopy height

140P9724Q0098 Page 14 of 31

3. Tree biomass

4. Reduce number of plots per year by 25%, maintain revisit interval

5. Change panel design from current, which focuses on one broad vegetation type per sample year to one that samples each vegetation type each sample year Task 4

Develop trend analyses and associated power for nested quadrat frequency data

1. Convergence or divergence of species composition among sites. For power analysis, derive thresholds for detectable change based upon multivariate distances among plots within and between vegetation classes, or other suitable approach.
