(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records - Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Authorities and Delegations (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause.
A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within their appointment, shall be at the Contractor's risk.

National Park Service Denali National Park & Preserve
Thorofare Radio Repeater and Shelter Replacement June 2024
1. GENERAL PROJECT DESCRIPTION:
This project replaces the NPS Thorofare repeater components with an option for the radio repeater shelter replacement all within Denali National Park & Preserve (DENA, see map in Attachment A).
Representative photos of the repeater site and components can be found in Attachment B. The Contractor shall furnish all labor, supplies, equipment, and material (other than those identified herein to be provided by the Government) to install the repeater components as specified in the description of tasks. The Contractor shall provide the Government all requested reports, and supporting material developed during the period of service. During the performance of work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work, and fully acknowledge the National Park Service in any published or formally presented material developed or derived from this contract.
The repeater is comprised of various types of equipment, which are summarized in Table 1. Almost all repeater components currently on site are at the end of their useable lifespan and need to be replaced.
Typical transportation to replace the equipment includes at least two flights for equipment and one flight for installation personnel (round trip). More flights will likely be required if the shelter replacement option is awarded.

Other than sealed batteries, no hazardous materials have been identified as part of this project.
2. DESCRIPTION OF TASKS:
a. At least 1 representative from the contractor shall participate in a site visit to the Thorofare site by October 1, 2024 to familiarize the contractor and NPS staff with general system components and layout. The specific date will be coordinated between the NPS and the contractor to identify a mutually agreeable date and back-up dates, if needed. The Contractor will be responsible for acquisition of a helicopter for the initial site visit by contractor staff. The Park Service will arrange for their own transportation to the site.
b. Contractor and NPS staff shall review the repeater, amplifier, duplexer, and antenna/mast provided by the Government to verify functionality at the Anchorage Radio Shop. This will document that any issues with functionality post-installation are the responsibility of the contractor and that the NPS has provided all necessary components and hardware.
Items will be located at the Alaska NPS Radio shop, 5100 Cordova Street, Anchorage, Alaska.
c. Contractor will package all Government supplied equipment and transport the items to the Thorofare repeater site.
d. If the shelter option is awarded: Install the new hard sided shelter with the appropriate anchoring and grounding methods to ensure compliance with industry standards and manufacturer’s stated warranty of product. The shelter shall be muted in color and meet the specifications as listed in Attachment D. The final shelter location shall be in approximately the same footprint as the existing equipment. Both old shelters will be removed and disposed of by contractor. Park service staff will assist with moving concessionaire radio repeater equipment and will coordinate moving UAF/USGS equipment.
e. If the shelter option is NOT awarded: Inspect exterior duckbills, anchors, cabling, and turnbuckles and adjust to industry standers, replacing any components that have become comprised and/or show signs of rust or degradation as part of the Base Quote.
f. Install NPS equipment according to specifications in Attachments C, D and E, and industry standards. The Contractor will provide a minimum of 72 hours advance notice prior to working on the system and will notify the park when work is finished and/or stopped for greater than a 12-hour period. The Contractor will complete work with no
140P9724Q0065 Page 14 of 47 break, other than that which is required for weather or safety. The contractor will ensure the repeater is down for the least amount of time possible and will organize work to ensure this is the case.
g. Install NPS antenna and mast set at height that complies with manufacturers warranted specifications in terms of load/grounding that affords for an effective transmission/signal for DENA communications.
h. Contractor will verify the functionality of the Thorofare repeater following the work to ensure it is functioning properly. The NPS will coordinate with the contractor to provide a handheld radio for testing purposes, if requested.
i. Contractor shall take and provide the NPS with detailed photos documenting the completed installation of required components as outlined in this statement of work.
j. Remove decommissioned NPS repeater components and if the Shelter Option is not awarded, the excess second shelter from the site. The repeater, amplifier and duplexer units will be returned to the Radio Shop office in Anchorage. All other items will be disposed of in accordance with Alaska DEC requirements. A certificate of recycling shall be provided to the project COR prior to project close out.
k. Contractor shall take and provide the NPS with detailed photos and written documentation of the condition of the remaining Rohn 45 guyed tower foundation located “behind” the solar panels as well as the tower(?) foundation with concrete pad “in front” of the solar panels; see orange arrows on 2019 site photo in Attachment B.
l. Contractor shall dismantle and remove the fallen tower structure from the site and dispose of all items in accordance with Alaska DEC requirements. All antennas will be returned to the Radio Shop office in Anchorage. All other items will be disposed of in accordance with Alaska DEC requirements. A certificate of recycling shall be provided to the project COR prior to project close out.
3. CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations: The contractor shall conduct their operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of
140P9724Q0065 Page 15 of 47 the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.
4. SCHEDULE OF WORK AND SUBMITTALS:
The contractor will complete the installation as identified in Attachments C & E after the site visit in 2024 and before July 31, 2025.
The NPS will conduct post-installation inspections to verify functionality the repeater site to specification before contract close out.
4. GOVERNMENT FURNISHED MATERIALS:
The government will provide the repeater, amplifier, duplexer, and antenna/mast components to be collected by the Contractor from the Alaska NPS Radio shop located at 5100 Cordova Street, Anchorage, Alaska. All programming will be completed by the government before the repeaters are given to the contractor. The government will be responsible for acquisition of their own helicopter transportation to the site for any post contract NPS inspection flights.
5. CONTRACTOR FURNISHED MATERIALS:
The contractor shall provide all tools and equipment (for example and not limited to, drills, wrenches) to complete the tasks listed above. The contractor shall provide components 5-13 as listed in Table 1 of Section 1, General Project Description. The contractor will be responsible for acquisition of the helicopter for their site visit, installation, and for any contractor inspection flights prior to the completion of work.
9. PERIOD OF PERFORMANCE (POP):
Period of performance is from the date of the award until July 31, 2025.
10. CONTRACTING OFFICER’S AUTHORITY:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications;
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

Thorofare
The Thorofare repeater is located on top of Thorofare Ridge just to the north of the Eielson Visitor Center at mile 66 of the Denali Park Road.
• Repeater is located at approximate GPS 63.449147, -150.290716, Elevation 5,643 FT
• The site is approximately 48 miles from the Denali’s front country airstrip (INR), and 51 miles from the Healy airport (HRR).
• Equipment is housed in a standard radio repeater shelter. Work shall include replacing repeater
(NPS furnished), amplifier (NPS furnished), duplexer (NPS furnished), antenna and mast (NPS furnished), as well as the solar panels with mounting rack(s), charge controllers and mounting plate(s), batteries, wiring, and miscellaneous components/hardware (all contractor furnished) as per Table 1.
• The repeater previously had a 50ft tall Rohn 45 guyed tower that since has collapsed presumably in the wind. Removal and disposal of the smaller (1) excess shelter currently not in use as well as removal and disposal of the fallen tower, guy wires and all associated equipment like antennas, dish, etc. is part of the Base Item of this contract. The intact tower foundation shall remain as is.
• The replacement of the second shelter with a (1) new shelter capable of housing all site equipment is included in the contract as an Option Item. If the Option Item is awarded all duckbills, anchors, cabling, and turnbuckles shall also be replaced as part of the contract.
• There is other equipment at this site that will require moving into the new shelter if the Option Item is awarded. The NPS staff will assist with identifying and moving of non-NPS equipment and will provide their own helicopter transportation to the site during the assist.

There are two shelters at the Thorofare site. The green shelter dimentions are estimated at 5’ (L) x 5’
(W) x 6’(H) while the grey shelter is proportionally smaller. The larger shelter containins the radio repeater equipment to be replaced as part of this contract, park concessionaire radio repeater equipment (not to be replaced) and possibly UAF/USGS seismic equipment; NPS staff will assit with identifying all equipment. The smaller shelter should only contain excess items and trash all of which including the
140P9724Q0065 Page 20 of 47 shelter should be removed from the Thorofare site and disposed of by the contractor as part of the contract Base Item work. If the shelter Option Item is awarded, ALL equipment shall be relocated into the new shelter and both shelters (2) will be hauled out and disposed of by the contractor.
During the winter of 2021-2022, the tower at the Thorofare repeater site toppled over. The probable cause is a combination of age and high winds. The contractor is also reponsible for dismantaling, hauling out and disposal of the downed approximately 50ft tall Rohn 45 guyed tower as part of the Base Item. Tower base shall remain intact for possible future use.
An inspection shall be made including pictures and written documentation to be reported back to the NPS on the condition and serviceability of the remaining Rohn 45 guyed tower foundation located “behind” the solar panels as well as the tower(?) foundation with concrete pad “in front” of the solar panels; see orange arrows on 2019 site photo.

Attachment D DENA Radio Shelter Specifications
GENERAL DESCRIPTION: The shelter shell will be molded fiberglass reinforced polyester laminated foam cored construction. Alternative type shelters may be acceptable if the contractor can demonstrate the proposed alternative is of sound weather tight construction and is suitable for this application with a minimum 10-year warranty.
MINIMUM DIMENSIONS: 6 feet (L) x 6 feet (W) x sufficient height to accommodate an internally mounted 70 inch vertical antenna with mast. Alternately the shelter internal height shall be a minimum of 6’ high with an external mast on the outside of the shelter to mount an antenna.
GENERAL SHELTER CONSTRUCTION: Walls and roof will be sandwiched construction with no less than 1/8 inch Fiberglass Reinforced Polyester (FRP) laminate with a minimum of 15 mills polyester gel-coat applied to exterior and ½” 4# density PVC foam bonded to the exterior laminate. 1/16” FRP laminate will then be applied over entire interior of shelter. Gel-coat will then be applied over the entire interior of shelter.
The shelter will have a minimum 6 inch flange at the base to support added ballast for ground anchoring.
FLOOR DETAIL: Floor will be made of ¾” plywood and will be completely wrapped with Fiberglass Reinforced Polyester before being bonded to shelter.
INTERIOR SHELVES: Two shelve units will be constructed in an “L” arrangement. Shelving will have a ½” upward flange. Each shelf will be capable of supporting 750lbs.
SHELTER DOOR: Frame for shelter door will be molded into shelter walls. The door will be sufficiently large to allow for easy entry and exit by NPS staff. The door will have heavy duty support hinges, a freezer style latch with holes for a padlock, and contain a neoprene seal.
SHELTER VENTILATION: The shelter will contain ventilation tubes at the top and bottom to support proper ventilation.
SHELTER SIDEWALL: The shelter sidewall will be reinforced for solar panel mounting.
ANTENNA MOUNT: The NPS provided antenna & mast will be installed vertically in the shelter to via cross supports. Alternately the shelter shall be manufactured such that the antenna and mast can be installed on the outside of the shelter with sufficient support to withstand wind loads of 125MPH.
SHELTER ENVIORMENTAL REQUIREMENTS: The shelter will support wind loads of 125MPH and snow loads of 150lbs PSF.
GROUNDING REQUIREMENTS: The shelter shall have a 5”x7” ground plate mounted inside the shelter.
HARDWARE REQUIREMENTS: Shelter hardware shall consist of non-corrosive material.

SHELTER TRANSPORTATION: The shelter shall have a total of 4 each 1.5 “ eyebolts installed on each corner to facilitate transportation by helicopter via slingload.

Attachment E DENA Replacement Specifications
Anchors/duckbills (if applicable) Some corners are held down by easy hook anchors (“duckbills”), such Model 88 Earth Anchors, which are power hammered into the ground. Contractor shall inspect the existing duckbills and new duckbills shall be installed if any rust or degradation is present.
Cabling and turnbuckles The anchors are tied to the shelter via ¼” aluminum cabling with 1”X12” turnbuckles. The contractor shall inspect existing cabling and if any rust or degradation is present, replace the cabling. The turnbuckles will be installed in a manner to support future tightening due to cable stretch and will be zip tied upon completion to prevent them from listening in inclement weather.

Solar Panels 100W 12vdc panels, such as Go Power brand or equal; there are 4 panels to be replaced. The contractor shall inspect existing solar panel rack and if compatible with the new panels and there is no rust or degradation, the solar panel rack may be reused for mounting the new panels. Alternately the panels may be mounted to the new shelter exterior if the Option Item is awarded and the shelter orientation is optimal for solar exposure.
The solar panels will be sealed using manufacturer provided sealant on 3 sides: the top and sides (NOT the bottom edge). Old panels will be removed and disposed of according to Alaska DEC specifications and a certificate of disposal provided to the COR.
Solar batteries Replace current batteries with 31 AGM 12vdc batteries, such as Trojan brand. There are 24 per site, weighing approximately 65 lbs each. Old batteries will be disposed of according to Alaska DEC specifications and a certificate of disposal provided to the COR.

Battery wiring Connect batteries as shown in the figure below. Batteries are typically strung in 3 rows of 8 batteries.
Typical lengths of battery connectors used between batteries in the same string are 10.5”. Typical lengths of battery connectors used to connect battery strings are 2’. Spare connector cables are recommended to be brought on site.
Charge Controllers (if applicable) Replace charge controllers and mounting panel. Bolt in place and wire as shown in picture below.
