SCOPE OF WORK
BACKGROUND & OBJECTIVES
This contract is for an NPS PMIS project called “Beaver Deceivers Serpentine Hot Springs,” in which we need to protect the cultural hot springs at Serpentine Hot Springs from becoming flooded with fresh water as a result of flooding and rerouting of Serpentine River from beaver dams. Similar work completed by the same vendor at Pilgrim Hot Springs (also on the Seward
Peninsula) in 2021 resulted in management goals and objectives being met. The goal of the
BELA PI is to prevent a cultural & place of healing to be ruined.
REQUIREMENTS & TASKS
Vendor will work with BELA wildlife biologist, NPS Hydrologist, and NPS archeologist to assess beaver dams and beaver houses that are detrimental to the Serpentine Hot Springs off airport runway, and the highly sensitive & cultural natural hot springs. Vendor will determine, based on watershed and location, the size and shape of deceivers that will be built on site at
Serpentine Hot Springs, or Quartz Creek as an alternative staging area.
Vendor is also expected to provide a summary of the methodology employed that will then be used for future
QUALITY CONTROL
Vendor will communicate any quality control issues with NPS project staff. Results are expected to adhere to the highest level of quality control for the methodology and the scientific field.
LIST OF EQUIPMENT
The Contractor shall furnish all roundtrip from their place of business to Nome, AK; labor, management, and tools and perform all tasks necessary for performance of the work.
GOVERNMENT FURNISHED MATERIALS
Government will furnish the building material (list provided by vendor) and the roundtrip airfare from Quartz Creek, AK to Serpentine Hot Springs, AK.
HAZARDOUS MATERIALS
No hazardous materials have been identified for this project. The contractor shall remove all existing fire suppression equipment and materials as specified. The National Park Service may choose to retain some system components. All other materials shall be recycled at a NPS approved facility. A certificate of recycling shall be provided to the project COR prior to project close out.
RE-PERFORMANCE OF SERVICES
When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.
NON-PAYMENT FOR ADDITIONAL WORK
Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
VACCINATION REQUIREMENTS
To protect the health and safety of all Federal employees, onsite contractors, visitors to Federal buildings or federally controlled indoor workspaces, and other individuals interacting with the
Federal workforce, employees under the subject contract who are required to work on site in
Federal buildings or Federally controlled indoor worksites must comply with all vaccination certification requirements. Information regarding these requirements are listed below in this attachment.

In order to take steps to prevent the spread of COVID-19 and to protect the health and safety of all Federal employees, onsite contractors, visitors to Federal buildings or Federally controlled indoor workspaces, and other individuals interacting with the Federal workforce, employees under the subject contract who are required to work on site in Federal buildings or Federally controlled indoor worksites must:
• Complete the attached form, Certification of Vaccination, prior to entering any Federal building or Federally controlled indoor worksite;

• Show this form upon entry to a Federal building or Federally controlled indoor worksite, even if they have badged access to the facility;
• Show this form and/or information from a health screening to a Federal employee who is supervising or managing their work on Federal premises if asked;
• Not enter any Federal building or Federally controlled indoor worksite if they do not have a completed form, even if they have badged access to the facility. If a contractor employee arrives at a Federal building or Federally controlled indoor worksite without the completed form, they must obtain a blank form from this link and fill it out. o Individuals who are not fully vaccinated or those who decline to respond must:

Physically distance; and Provide proof of having received a negative COVID-19 test from within the previous 3 days. Costs incurred as a result of testing shall not be reimbursed by the Government.

The attestation form shall be completed under penalty of perjury, and a knowing and willful false statement on the form can be punished by fine or imprisonment or both (18 U.S.C. 1001) or could result in additional administrative action up to and including removal from the contract.
Contractors must disseminate this information and the Certification of Vaccination form to all employees who are working under a Department of the Interior contract. However, only those employees who will work in or visit Federal buildings or Federally controlled indoor worksites are required to complete the form. If you have any questions regarding this notification, please contact your Contracting Officer.
