SCOPE OF SERVICES
NATIONAL PARK SERVICE
KATMAI NATIONAL PARK AND PRESERVE
BAT REMOVAL AND CONTROL SERVICES
RANGER STATION
BL-3 BUILDING
Tree House Visitor Center
BROOKS CAMP, ALASKA
June 22, 2021
Background
The purpose of this contract is for bat removal and exclusion services and animal damage restoration at four buildings at Brooks Camp at Katmai, including:
1) Katmai Brooks Lake BL-3 Building, The BL-3 cabin is a one-story 17'x29' log structure with the long sides oriented east and west. It is located in Katmai National Park and Preserve, Brooks Lake, Alaska. The north and south sides are flanked with 14'x21' wing additions. The east and west roof ridge peak is 17'8", and the north-south roof ridge peaks are 16' high. The roof over the central portion of the building and the two wings consist of a 12 and 12 pitch which was originally covered with wood shakes. The shakes were replaced in 1989 with a standing seam (Klip-Rib) metal roof which remains in good condition. The roof cavity was insulated with fiberglass insulation and covered over with a surfaced tongue and groove pine paneling at the time. The roofs of the north and south wings consist of milled Douglas fir rafters, tied to the wall with supporting floor joists which provides a level ceiling in both spaces. The space above the level ceiling is used as attic storage. The central portion of the building is currently divided into kitchen area on the east end and living room area on the west end by the large, central stone fireplace. The north and south wings are currently used as bedrooms with 2 bedrooms in each wing. There are presently reports of bats in the bedrooms. In 1993 work to remediate bats included: Remove existing bat-damaged knotty pine tongue and groove ceilings. Install 6 mill vapor barriers. Install new knotty pine tongue and groove ceiling. Apply clear, water base polyurethane finish to new ceilings.
2) Katmai Brooks Camp Ranger Building, a historic one-story building with a 355 ft footprint located in Katmai National Park and Preserve, Brooks Camp, Alaska. During the summer of 2018, the Park discovered strong odors and leaking bat guano down the wall of the Ranger Building. The physical characteristics of the building are: The height of the roof peak above grade at the front door of the building is ~9.5 ft. The building’s primary roof has a 4’-4”:12 pitched roof with an attic that is 20” tall at the peak. The bats were evacuated, and walls cleaned by Park staff in 2017 but the bats are back. During the initial cleaning work, the interior wood ceiling paneling was replaced. Access to the roof joist cavities is best accomplished by removal of the interior wood ceiling paneling. The roof material is metal roofing. The building is not occupied by people in the winter.
3) Katmai Brooks Camp Tree House, which is 700 Sq Ft. covered visitor waiting area, where visitor assemble and wait to access the Brooks Falls Observation Deck, which is in Katmai National
Park and Preserve. During the summer of 2019 the Park discovered Bat guano on the decking floor, coming from openings in the ridge poll, causing a health and safety issue.
4) Katmai Brooks Camp Visitor Center is a 650 Sq Ft single story facility with vaulted ceilings, which had bat remediation done in the past by park employees. The old remediation materials have failed, and the bats have regained access to the facility.
The initial site visit and follow-up work are packaged as a single solicitation. Bids shall assume that 100% of the attic plan area in BL-3 is contaminated by active use as bat habitat, and 50% of the Ranger Building roof and Visitor Center roof is contaminated.
Objectives
The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified), to perform bat removal and exclusion services and animal damage restoration for Katmai Buildings. During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. Any modifications to vents/holes in the attic shall allow the attic to vent residual attic heat properly so as to function architecturally as a cold roof.
Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.
The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The contractor shall comply with applicable OSHA standards, especially for scaffolding and fall protection.
The Contractor shall provide a warranty for batt exclusion from the date that services are performed until new metal roofing is installed or until one year has passed, whichever is sooner.
