SECTION C – Description and Specifications

C.1 SCOPE OF WORK

The Contractor shall furnish the necessary personnel, materials, equipment, and services as necessary to successfully complete the Scope of Work as follows:

REPAIR WASTE GAS (METHANE) RECOVERY SYSTEM

Yosemite National Park

SCOPE

National Park Service (NPS), Yosemite National Park Facilities Maintenance Division, requires repair of a non-functional methane waste gas recovery system at the El Portal Wastewater Treatment Plant in Yosemite National Park to a functioning methane waste gas recovery system that is safe to operate.

BACKGROUND

Yosemite National Park operates the El Portal Wastewater Treatment Facility (EPWWTF) in El Portal, CA. on Hwy 140, just west of the Yosemite National Park boundary. EPWWTF is a one

(1) million gallon a day wastewater treatment facility that treats domestic waste from Yosemite Valley and the town of El Portal. The heaviest flows usually occur from April through October of any given year when visitation is at the highest.

El Portal is located at approximately 2,000 feet elevation and temperatures range from 20 degrees Fahrenheit to 120 degrees Fahrenheit. Weather can range from snow, ice, rain, and extreme heat at any time of year.

The existing methane waste gas recovery system was installed circa 1985. The intent of this system is to take excess methane gas from the digesters and ignite a flame to burn off the excess methane. In addition, this was installed with piping and valves to the existing boilers. Currently the valves to the boilers have been closed and this portion is not in use.

This treatment plant is scheduled for full rehabilitation by 2025. This project shall ensure the methane waste gas recovery system is safely functional prior to rehabilitation in 2025 with a new and more efficient methane recovery system.

Known issues:

Equipment and components to this system are extremely corroded

Regulator is non-functioning, allowing methane gas to return to the digesters

Valves have failed

Solicitation #140P8521Q0007 – Yosemite NP Page 6 of 43

Ignitor has failed

Controls and cabinets corroded

WORK REQUIREMENTS

Contractor shall identify, repair, or replacement the components which safely burn off excess methane waste gas produced from wastewater treatment. Use of methane to support boilers is not desired.

Inside Valve Room:

Replace all valves to the existing waste gas burner

Ensure piping to these valves is in good condition or replace as needed

Replace 3 spark arresters

Remove existing valves to the boilers and/or cap off permanently

Install permanent gas monitor and exterior alarm light

Outside Valve Room:

Replace existing corroded control cabinet and all pertinent equipment inside the cabinet

Inspect, repair, or replace regulator

Inspect, repair, or replace ignitor to eternal flame

Inspect two (2) spark arresters on top of the digesters for defects or required maintenance.

(These were replaced new in 2019)

GOVERNMENT FURNISHED PROPERTY/EQUIPMENT

None.

LOCATION

El Portal Wastewater Treatment Plant 5083 Foresta Road El Portal, CA 95318
