140P5426Q0028 environment is a primary attraction for recreation, wi ldlife viewing, education, and inspiration, while contributing significant economic value through boating, fishing, snorkeling, and diving. Marine debris is a widespread and persistent issue in the park. It endangers human health and safety, poses navigation hazar ds, degrades the visitor experience, interferes with park operations, and threatens fish, wildlife, and native habitats. Marine debr is and habitat degradation limit visitor access and diminish recreational opportunities. Targeted stewardship and conservation actio ns are necessary to mitigate hazards, improve habitat quality, support healthy fish and coral populations, and maintain safe visitor access. These efforts preserve the park¿s natural character¿clear waters, healthy reefs, and abundant marine life¿which are essenti al to visitor enjoyment. Funded primarily by donations, this work supports safe recreation, efficient park operations, and long-term public benefit, ensuring that Biscayne remains a premier destination where the public can safely recreate, fish, and connect with a healthy and resilient marine environment.

The Government may consider information from any available source when evaluating responsibility and past performance. The Government may waive minor informalities or request clarifications, but quoters should submit complete quotations by the closing date.

VII. EVALUATION AND BASIS FOR AWARD

52.212-2 Evaluation—Commercial Products and Commercial Services

(a) Award will be made to the responsible Quoter whose quotation represents the best value to the Government.

The Government will evaluate quotations using the following evaluation factors:

1. Technical Capability

2. Key Personnel

3. Past Performance

4. Price

Key Personnel is more important than Technical Capability.

Technical Capability and Key Personnel, when combined, are significantly more important than Past Performance.

When combined, all non-price factors are significantly more important than Price.

As quotations become more equal in technical merit, price will become increasingly important in the best-value determination.

Factor 1 – Technical Capability

The Government will evaluate the Quoter's demonstrated understanding of the requirements and its capability to successfully perform all aspects of the Statement of Work.

Evaluation will include, but is not limited to:

• Understanding of marine ecological stewardship and conservation requirements.

• Approach to marine debris removal in coral reef, mangrove, seagrass, beach, and other marine habitats.

• Technical approach for ecological restoration, coral restoration, habitat stabilization, invasive species management, and marine resource protection.

• Scientific diving operations, vessel operations, and compliance with applicable NPS, AAUS, OSHA, and U.S. Coast Guard requirements.

• Ecological monitoring, GIS-enabled field data collection, scientific documentation, and technical reporting.

• Quality control procedures.

• Safety management approach.

• Staffing approach and continuity of operations.

• Ability to perform multiple task areas simultaneously while minimizing impacts to park resources.

The Government will evaluate the extent to which the quotation demonstrates a clear, feasible, and technically sound approach to successfully performing all required services.

Technical Capability will receive one of the following adjectival ratings:

Rating Description

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Risk of unsuccessful performance is low.

140P5426Q0020 | Service/Maintenance Services - Everglades National Park | Page 8

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements and/or risk of unsuccessful performance is high. Proposal is unawardable without discussions.

Unacceptable Proposal does not meet solicitation requirements, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable without discussions.

Factor 2 – Key Personnel Qualifications

The Government will evaluate the qualifications and experience of the proposed Marine Biologist designated as Key Personnel.

Evaluation will consider:

• Education.

• Professional marine biology experience.

• Coral reef ecology.

• Ecological restoration experience.

• Marine debris removal.

• Scientific diving experience.

• Number of logged scientific dives.

• Vessel operation experience.

• GIS and ecological data collection experience.

• Technical report preparation.

• Professional certifications.

• Demonstrated experience performing similar work in marine protected areas.

The Government will also evaluate the Quoter's ability to maintain continuity of Key Personnel throughout contract performance.

Failure to propose Key Personnel meeting the minimum qualifications identified in the Statement of Work may render the quotation unacceptable.

If the Quoter does not propose currently employed Key Personnel and instead intends to recruit or hire Key Personnel after contract award, the Quoter shall demonstrate its capability to successfully recruit, hire, retain, and manage personnel with the qualifications required by the Statement of Work. The Government will evaluate evidence of the Quoter's ability to staff similar positions, which may include examples of successful recruitment and placement of qualified personnel, resumes of previously hired personnel for comparable contracts, experience supervising and managing similar staff, and successful performance on contracts requiring comparable staffing efforts. The Government will assess the degree of confidence that the Quoter can timely provide qualified personnel and maintain continuity of staffing throughout contract performance.

Key Personnel will receive one of the following adjectival ratings:

140P5426Q0020 | Service/Maintenance Services - Everglades National Park | Page 9

Factor 4 – Price

The Government will evaluate pricing for completeness, reasonableness, and balance.

Evaluation will include:

• Base Period.

• Option Period One.

• Option Period Two.

• Overtime hourly rates, if applicable.

The Government may evaluate whether prices are:

• Fair and reasonable.

• Consistent with the Statement of Work.

• Realistic for the proposed technical approach.
