Statement of Work (SOW)
Water and Wastewater Sampling and Testing
Everglades National Park
1. Background Accurate testing of drinking water and wastewater is essential to maintaining the health and safety of employees and visitors who rely on these systems. Early detection of contamination helps ensure compliance with regulatory standards and promotes operational integrity.
To ensure reliable testing and regulatory compliance, all water and wastewater sampling and analysis must follow the procedures outlined in this SOW, which are based on the
Florida Department of Environmental Protection (DEP) Reference Manual 83A and applicable EPA and Florida Department of Health (FDOH) standards.
Samples must be collected in volumes specified by DEP using laboratory-provided containers. Failure to comply with these procedures may result in test delays, rejection of samples, or regulatory noncompliance—jeopardizing the utility provider’s ability to demonstrate that drinking water quality and wastewater treatment meet legal standards.
To support proper sample collection, this SOW should be readily available in utility offices, with all sampling kits and field equipment. Proper sampling is the first line of defense in ensuring the safety and compliance of the park’s water and wastewater systems.
At Everglades National Park, National Park Service (NPS) operators are responsible for collecting water and wastewater samples in accordance with the requirements of each operating permit. Samples are held at the Pine Island Maintenance Compound until picked up by the contracted laboratory courier for analysis.
2. Sampling Requirements
2.1 Bacteriological Sampling
NPS water treatment operators will collect weekly/monthly bacteriological samples. The contracted courier shall:
- Pick up the samples every Wednesday at 2:00 PM from the Pine Island Maintenance
Compound, (Pine Island Maintenance 40001 State Road 9336 Homestead, Florida 33034)
- Review the samples and Chain of Custody (COC) form.
- Make any necessary corrections to the COC, then sign, date, and time-stamp the form to confirm receipt and transfer of responsibility.
- Leave a signed copy of the COC with the park prior to transporting the samples to the certified lab.
All bacteriological samples must be analyzed using Total Coliform Method SM9222B
(Membrane Filtration).
2.2 Chemical Sampling
Chemical sampling is conducted based on the compliance schedule. NPS operators must request proper containers from the contractor prior to sampling. The contractor is responsible for:
- Supplying correct sampling containers.
- Providing instructions on holding times and any special sampling procedures.
- Ensuring proper documentation and verification on the COC.
All methods must be EPA and FDOH approved.
2.3 Wastewater Sampling
NPS water plant operators will collect monthly wastewater samples, following all EPA and
FDOH approved methods. These are not collected on fixed dates, only once per calendar month.
2.4 Monitoring Well Sampling
Quarterly monitoring well samples are collected from Pine Island. Additionally, a separate monitoring well sample is collected once every five years. All sampling methods must be
EPA and FDOH approved.
3. Contractor Deliverables The contractor shall be responsible for the following:
- Use SM9222B (Membrane Filtration) for all bacteriological testing.
- Provide all sample containers required for collection and transport.
- Maintain and return a signed Chain-of-Custody (COC) record for all samples.
- Submit invoices within 30 days of sample submission.
- Provide all test results on official State of Florida laboratory report formats.
- Ensure all analysis is performed by a FDOH-certified laboratory.
- Notify the park within 24 hours in writing of any positive total coliform or E. coli result in drinking water samples.
- Deliver results for:
• Bacteriological samples within 10 days
• Chemical, wastewater, and monitoring well samples within 30 days
- Coordinate weekly sample pickup every Wednesday at 2:00 PM.
- Transport drinking water and wastewater samples in separate containers.

4. Period of Performance The period of performance for this contract shall be a 12-month base period, followed by four 12-month option years. The breakdown is as follows:
- Base Year: October 1, 2025 – September 30, 2026
- Option Year 1: October 1, 2026 – September 30, 2027
- Option Year 2: October 1, 2027 – September 30, 2028
- Option Year 3: October 1, 2028 – September 30, 2029
- Option Year 4: October 1, 2029 – September 30, 2030
5. Specialized Testing Requirements The following specialized testing is required during the Base Year and again in Option Year
3. These tests are essential to ensure compliance with federal and state drinking water regulations and to monitor for contaminants that may not be included in routine testing protocols.

6. Emergency Testing and Additional Funding Provisions In addition to the routine and specialized testing described in this SOW, the Government reserves the right to increase funding under this contract to address emergency situations that may arise during the period of performance. These situations may include, but are not limited to:
- Water main breaks or other distribution system failures
- Power outages impacting water treatment or monitoring systems
- Natural disasters such as hurricanes, floods, or other severe weather events
- Public health concerns requiring additional or expedited testing
In the event of such circumstances, the contractor may be required to perform additional sampling and analysis beyond the standard scope defined herein. All additional testing must follow EPA and FDOH-approved methods and will be coordinated through the Contracting
Officer or their designated representative. Funding for these emergency services will be added through appropriate contract modifications.
