1 BACKGROUND
San Juan National Historic Site is one of the over 400 parks of the National Park Service. It includes Castillo San Felipe del Morro, Castillo San Cristóbal, most of the city walls, the San Juan Gate, and Fort San Juan de la Cruz just across the entrance to the bay. The park’s mission is to protect, preserve, and interpret natural, cultural, and historical resources for the benefit and inspiration of present and future generations. There are over 1.5 million visitors annually.
The El Morro grounds need renovation for three main reasons: aesthetics, visitor experience, and safety. The area is heavily trafficked by visitors due to its prime location and breathtaking views.
Over 1.5 million visitors annually traverse the Castillo San Felipe del Morro grounds as they make their way between the Old San Juan Historic District and Castillo San Cristobal. The current state of the turf areas no longer supports the park's vision and has degraded to the point where it no longer enhances the landscape. In addition to improving the visual appeal of the grounds, this project will also address safety concerns. The high foot traffic and the occasional vehicle have led to the development of tripping hazards, which can pose a significant liability to the park.
By renovating the grounds, the liability from tripping hazards will be reduced, and visitors will be able to enjoy a safer and more pleasant experience. The new grass that will be planted will grow slower, which will lead to a reduction in operational costs related to grass cutting and clipping disposal. The goal of this renovation project is to create an aesthetically pleasing and safe environment that visitors can enjoy for years to come.
2 OBJECTIVES
The objectives of the renovation project for El Morro grounds are threefold: to improve the aesthetics of the area, enhance the visitor experience, and address safety concerns. The project aims to reduce the liability from tripping hazards by improving the condition of the turf areas, while also reducing operational costs related to grass cutting and clipping disposal.
3 PLACE OF PERFORMANCE

The contractor is responsible to identify an archaeologist that meets the criteria below. The archaeological contractor must be certified under the Institute of Puerto Rican Culture Terrestrial Archaeological Council (“Lista de Arqueólogos del Consejo de Arqueología Terrestre del Instituto de Cultura Puertorriqueña”). The list can be found online at https://www.icp.pr.gov/wp-content/uploads/2022/07/Listado-de- personas-calificadas-para-estudios-arqueologicos-rev-4-i- 2022.pdf . Before conducting work on Parcel A of the project site, the contractor shall obtain an Archaeological Resources Protection Act (ARPA) permit through the National Park Service Southeast Archaeological Center (NPS SEAC). The COR will provide a point of contact information and procedures after the award.
Applications for a permit must be submitted at least by the investigator/ archeologist, 60 business days before field activities are proposed to begin. The contractor will need the permit to proceed with Phase 1A (literature assessment) and 1B (shovel test pit) research for the area.
Phase 1A research shall be conducted in local repositories about the project, including the 12 acres in Parcel A of El Morro grounds, its construction, site development and uses, cartographic studies, and any previous archaeological work conducted on-site. The contractor shall conduct Phase 1B research on areas of possible archaeological significance determined in Phase 1A by performing a minimum of one shovel test pit every 5 meters in an area of 192 m² of the 12 acres.

Site Assessment and Preparation: Remove existing sod in sections and level grounds as necessary on the north side of the front of El Morro castle. The contractor must take into consideration the need to minimize disruption to visitors and adhere to the recommendations of the Archaeological Study and Assessment Report. The project spans approximately 12 acres, with 6.87 acres designated for sod and topsoil replacement as part of the base offer. If the base offer area contains any sites identified in the Archaeological Assessment as archeologically significant, the contractor shall descope the archaeological significant portion and adjust the work to cover an equivalent area to the east, incorporating the additive area to ensure a total of
6.87 acres are completed as part of the base offer. The remaining acreage shall be considered part of the additive item.
Prepare the soil by removing sod and the top 2 inches of topsoil, then grading the surface to ensure proper drainage. No more than 4 inches of topsoil will be removed unless approved by the COR. Archaeological monitoring provided by the National Park Service must be present during sod and soil removal, unless removal without monitoring is authorized by the CO or COR. If archaeological resources are damaged at the project site all work directly affecting the discovery must stop immediately, and the damage must be reported to the COR. The contractor shall move on to work on other portions of the scope that do not directly affect the archaeological discovery with the approval of the COR.
Soil and Sod Installation: Add topsoil as necessary, a minimum of 2 inches, to areas with removed sod and topsoil, ensuring proper drainage and root growth. For the installation of Zoysia Manila sod, the government will furnish 6.87 acres of sod, while the contractor will provide up to the remaining 5.13 acres of Zoysia Manila sod if the additive offer item is funded.
The contractor is responsible for verifying the quality of both government-furnished and contractor-provided sod, ensuring it meets acceptable standards before installation. The contractor shall sign delivery slips for the delivered sod, and maintain records of delivery slips, including verifying the quality and quantity of the sod delivered. The contractor shall provide these records for payment applications and allow the government to inspect the records at any time. If the sod furnished by the government is found to be of poor quality, the contractor must inform the COR and recommend appropriate actions to address the issue. The contractor is responsible for maintaining and repairing the sod as necessary, and for ensuring that the sod is properly cared for.
Install the sod in sections, ensuring a smooth transition for visitors. Trim the edges of the sod to fit the area. Establish a perimeter around the newly sodded area to protect the roots from visitors. Lay the sod in a staggered, "brick" pattern to minimize gaps and reduce weed encroachment. Trim the edges of the sod to fit the area. Install the perimeter around the newly sodded area in sections to minimize the impact on the visitor experience.
Irrigation and Maintenance: Maintain and water the new sod thoroughly to ensure proper root establishment. Water will be supplied by the National Park Service from El Polvorin.
