Replace Floor Carpet Head Quarter’s Building
NATIONAL PARK SERVICE

SOUTH CONTRACTING OFFICE
1) Scope:
a) Objective: The objective of this contract is to acquire the services of a Contractor to remove existing carpet/tiles and cove base and replace with new carpet/tiles and cove base on the Administrative Offices in the San Juan National Historic Site
Installation address: 501 calle Norzagaray, San Juan, PR 00901 (Puerto Rico).
b) Background: The carpet/tiles in the Administrative Office is worn and in need of replacement.
2) Tasks: The contractor shall furnish all necessary product, labor, materials, all tools, own dumpster(s), and supervision as required to compete the following carpet removal and installation.

a) Carpet Tile: 3,256 Sq. Ft. with 50cm X 50cm Carpet tiles (Three thousand two hundred fifty-six square feet.)
b) Adhesive: 4/ 6 Gallons Pails (estimated)
c) Cove base: 2/4 Gallons pails (estimated)
5) Specifications: The Contractor shall provide the required amount of carpeting and adhesive or product equal to in accordance with the attached specifications:

Carpet Adhesive
Should be pressure sensitive adhesive specially engineered to install PVC backed and cushion backed modular carpet tiles in a grid or total glue down installation. This premium adhesive is to facilitate release and re-bonding of carpet tiles while permanently retaining its tack, allowing individual tiles to be lifted out easily and replaced without substantial loss of adhesive properties. The adhesive may also be used as a releasable pad-to-floor adhesive for double-glue down installations and is compatible with rubber and vinyl pad.
Would prefer spectrum antimicrobial additives to protect the adhesive from bacterial and fungal growth.
It should be nonflammable and both alkali and water-resistant. Resistant to plasticizer migration from carpet tile. This adhesive should have low odor and “zero” calculated VOC’s (based on no solvents used), which make it ideal for use in facilities, buildings or anywhere odor is a concern.
6) Schedule: The carpet/tiles replacement shall be completed during the following period of performance June 14, 2021 through August 14, 2021.
7) Removal:
a) Remove and dispose of the existing modular carpet/tiles from the office space including the east, west and central corridors, hallways, kitchen areas as well as the interior of offices and conference rooms.
b) Remove any dust, dirt, paint, oil, grease, wax, other contaminants (including sealers) or any debris that could negatively affect adhesion of the carpet/tiles to the floor surfaces to be carpeted and tiled.
c) Contractor will be responsible for the appropriate disposal of all material and debris from the project. Contractor must dispose of all waste material outside of the Government premises.
8) Floor Preparations:
a) The surfaces to be carpeted/tiled must be level and smooth to prevent accelerated wear. All cracks, holes, joints, and protrusions must be filled, patched, sanded or otherwise repaired to ensure a smooth, level, finished appearance.
b) The surfaces to be covered by carpet/tiles must be clean and dry, free of dust, dirt, paint, oil, grease, wax, other contaminants (including sealers) or any debris that could negatively affect adhesion of the carpet to the floor and wall surfaces to be carpeted/tiled.
Floor Preparation to have a flat surface for carpet installation. This covers an area of 3,256 Sq. Ft. All these products need to meet all environmental qualifications or certifications.
Floor Preparation Products:
Primer All-Purpose Primer for Self-Leveling Underlayments a low-VOC, water-based acrylic primer that enhances the performance and adhesion of self-leveling underlayments (SLUs) on nonabsorbent surfaces such as ceramic tile, vinyl composition tile (VCT), epoxy moisture barriers and adhesive residue, as well as profiled, absorbent surfaces. Suitable for a wide variety of substrates,a primer that would combine excellent versatility with an easy, low-odor application.
Self -leveling Professional, Self-Leveling Underlayment a high-strength, self-leveling, cement-based underlayment and repair mix with a quicker curing time, for interior concrete and engineer-approved floors.
Skimcoater
High-performance, fiber-Reinforced Skim Coating Compound with a high-performance, polymer-modified, fiber-reinforced cement-based Skim Coating and patching compound. The use of a Skim Coat and smooth minor surface variations and defects on common substrates. This creates a strong, durable surface ready for almost any floor application.
9) Installation phase:
a) Site Testing: Pursuant to the requirements for the proper installation of carpet and adhesive, the contractor shall insure that acceptable moisture transmission and alkalinity conditions exist through testing. A written report of the moisture and alkalinity tests of the concrete floor must be submitted to and approved by the Facility Manager before beginning the carpet/tiles installation.
The contractor will be responsible for all appropriate testing and all costs associated with any testing.
10) Carpet and Cove Base Installation:
a) Furnish and install Shadow “random” method. The exceptions are restrooms.
b) The contractor will be responsible for the precise measurements, cut and layout and the carpet/tiles shall be installed in accordance with the manufacturer’s instructions.
c) The contractor will be responsible for unscrewing and lifting the trim ring and cover for all floor outlets in order to install the carpet/tiles to the edges of the floor electrical/cable knockout and then to re-fasten the trim ring and cover over the carpet.
d) Where there is cove base on the walls and columns, the contractor will install the carpet/tiles under the floor lip of the cove base.
e) Where carpet meets non-carpeted areas (bathrooms), the contractor will install appropriate transition molding/material.
f) The adhesives shall be applied, and the carpet/tiles shall be installed in accordance with manufacturer’s printed instructions and the best practices of the trade.
11) Moving Furniture, Office Equipment and Boxed Items:
a) The contractor shall lift all systems furniture, traditional office furniture and office equipment necessary to remove existing carpet/tiles and install new carpet/tiles in accordance with the manufacturer’s printed instructions and best practices of the trade. This includes lifting desks with boxes, printers, fax machines or other equipment on the furniture as well as moving computer towers that are located on the floor level.
b) The contractor will notify the contracting officer (CO) and contracting officer representative (COR) at least three days in advance of the scheduled areas of work.
c) The COR and IT Specialist will ensure all computers and other office equipment will be moved and turned off (but not disconnected or otherwise disassembled).
d) The Contractor shall return all furniture, equipment, and boxes to their original locations from which they were moved.
e) The Contractor shall replace or repair any furniture, equipment, walls, and doors damaged during the carpet replacement process.
f) The Contractor shall replace any cabling and electrical wiring/connections damaged during the carpet replacement process.
12) Building Procedures:
a) Building operating hours are 7:00 a.m. to 4:30 p.m. Monday through Friday. Check with the COR for up to date occupancy for weekends.
b) All work could be completed during core building operating hours.
c) Coordinate all activities with the COR for building access and security during demolition and installation operations as to minimize conflicts and facilitate employee usage.
d) During the entire removal and installation project, the contractor will be required to protect all impacted area walls, doors, office furniture and office equipment against physical damage.
e) Contractor shall coordinator with the COR for all scheduled material/equipment to and from the job site. Delivery trucks may not remain at the loading parking, they must be off-loaded immediately. The parking may not be reserved for the exclusive use of the contractor. The Contractor will provide all tools and equipment necessary to complete the work.
f) Broom clean and vacuum all impacted work areas prior to 7:30 a.m. The east, west and central corridors must remain free of tools, equipment, product, and debris due to the heavy foot traffic of maintenance employees.
g) Prior to the start of the project, the contractor shall furnish the COR with all the manufacturer’s construction Material Safety Data (MSD) that he/she intends to use on the job. The COR must approve the use of all materials for which an MSD is available prior to the use of such material at the work site.
h) Remove from building site all product, debris, rubbish, and other materials resulting from removal/installation operations. Transport and legally dispose of off-site.
Term and Conditions:
Contractor should offer (180) one hundred-eighty-days period warranty from the installation of Carpet/Vinyl. All floors must be properly leveled, sealed after the installation. It is necessary, to clean and remove all the material. - It is crucial that contractor rids floors of any debris and/or unwanted substances that will impede performance of adhesive products used during installation.
- Unwanted problems, such as creases, bumps, cracks and/or crevices must be smoothed and leveled at the contractor expense. Contractor will be responsible for imperfections, defects, or flaws resulting from a manufacturing error. – Contractor will be responsible for any damage caused to the material after installation is completed. All construction, mechanical and/or electrical jobs need to be finished after the installation. – Contractor must be responsible for all damages because of furniture and/or equipment lifting, furniture and /or equipment movement, electronic devices lifting and/or movement.
