Embroidery Service for Reproduction Curtains Vanderbilt Mansion National Historic Site

SCOPE OF WORK

1. PROJECT DESCRIPTION

The National Park Service, Vanderbilt Mansion National Historic Site (NPS) has a requirement for embroidery services for four (4) valances that will be made for Mr.

Vanderbilt’s Room. Reproductions shall replicate the valances based on historic documents in the museum collection.

2. HISTORIC BACKGROUND AND DESCRIPTION OF THE CURTAINS

Vanderbilt Mansion National Historic Site is located in Hyde Park, Dutchess County, New York approximately 80 miles north of New York City. The house, designed by McKim, Mead and White in 1895 for Frederick and Louise Vanderbilt is the centerpiece of the property and is open to the public for guided tours.

The original curtains were crimson silk velvet in the style of 17thC. Italian textiles, with silk faille applique work with scrolling acanthus leaves, entwined branches, borders of small scrolling leaves and quatrefoils. The applique work is outlined with metallic cording and braid in two (2) colors.

The original curtains were already in poor condition by the time the NPS took ownership of the property in 1940. The NPS replaced the curtains in 1968-69 with simple curtains, reusing some applique components from the original curtain panels on the new valances.

Three (3) original valances survive; only a few applique fragments from the original curtain panels survive.

The work for this project will consist of embroidery work on velvet that will be used to make accurate reproductions of the historic valances.

3. STATEMENT OF WORK

Contractor shall replicate the applique pattern of the historic valances on four (4) panels of velvet that will be used to make the new valances. The finished valances shall replicate the original documents in the collection. Production will require some coordination with the Contractor responsible for the upholstery services obtained by the NPS under a separate but concurrent contract. The government shall facilitate contacts between the Contractor and any other Contractors producing goods or services related to this contract.

Existing Reproduction Valance Measurements South Window Reproduction Valances Overall Dimensions (2 valances): 22” x 59”

South Window Pelmet Boards: 4.5” deep x 52.5” wide

West Window Reproduction Valances Overall Dimensions (2 valances): 22” x 77”

West Window Pelmet Boards: 6.5” deep x 66.25” wide

Original Valance Measurements Contractors will be able to inspect and take measurements of the valances during a site visit.

4. Site Visit All offerors submitting a quote for this contract are strongly encouraged to visit Vanderbilt Mansion National Historic Site in Hyde Park, New York for the purpose of examining the original documents, estimating yardage, and understanding installation requirements. Failure to do so will not relieve the Contractor from responsibility for having estimated properly the difficulty or cost of successfully performing the work.

Site visit can be scheduled by contacting Frank Futral (see contact information below).

5. CONDITIONS AFFECTING THE WORK

The Contractor is responsible for examining the historic valances, determining the quantities of materials required, ascertaining the nature of the work and conditions which will affect the services to be performed, and estimating all costs to complete the work of this contract.

6. SAM REGISTRATION

All Contractors shall be registered in SAM.gov.

7. GOVERNMENT FURNISHED EQUIPMENT

NPS shall provide the original valance and the velvet, procured through separate contracts.

8. CONTRACTOR RESPONSIBILITIES

Some coordination is required between the Contractor of this contract and the Contractor responsible for upholstery services. Government will provide contact information when available.

Contractor is responsible for all materials not supplied by the government (velvet yardage noted in Section IV above), including faille yardage for applique in five (5) colors matching those on the original valance, cording and all other supplies necessary to complete the embroidery work.

9. TASKS

Contractor shall produce applique work on four (4) velvet panels that replicates the original design on historic documents in the park’s museum collection. These piece goods will be used to manufacture four (4) reproduction window valances under separate contract in the style of 17th-century Italian textiles. The original pattern is composed of a central field with scrolling acanthus leaves and entwined branches, within an outer border of small scrolling leaves and quatrefoils; the lower edge with a scalloped border, each section outlined with an applique scallop filled with a carnation. The pattern is worked in applique silk faille in green, silver, gold, yellow, and ivory, the entire design outlined with metallic cording and braid.

The reproductions shall be made with synthetic fabrics (the original valances are silk) and must conform to the scale and quality of the original design. A total of four (4) pieces is required in two (2) widths. Two (2) finished valances measure approximately 22 x 59 inches and two (2) finished valances measure approximately 22 x 77 inches. Only three

(3) of the historic valances survive.

10. DELIVERABLES

All submittals and deliverables shall be submitted to the Contracting Officer’s Representative (Frank Futral) at the address in Section 12 below. The Contractor shall deliver in accordance with the following schedules:

(1) Task 1. Submit samples of proposed materials for approval (faille, cording, etc.) one

(1) month after contract award. NPS will respond within ten (10) business days following receipt of submission.

(2) Task 2. Submit trial samples to show scale and quality match. NPS will respond within ten (10) business days following receipt of submission.

(3) Task 3. Deliver one (1) panel of finished yard goods.

(4) Task 4. Deliver three (3) panels of finished yard goods.

Velvet will be supplied by the government. The Contractor is responsible for all other supplies and materials necessary to complete the work.

The NPS shall provide either acceptance or rejection of deliverables to the vendor within ten (10) business days of receiving the deliverable. If the deliverable is rejected, the NPS will provide a reason and will expect corrections to be made and the deliverable to be resubmitted within ten (10) business days. No subsequent tasks may be initiated out of sequence or without NPS approval of previous task. All acceptance/rejection correspondence shall be between the COR and the Contractor with the CO cc’d.

11. PERIOD OF PERFORMANCE

The NPS anticipates awarding a contract from June 1, 2021 through December 1, 2021.

12. CONTRACTING OFFICER’S REPRESENTATIVE

The Contracting Officer’s Representative (COR) for the purpose of this order is:

Frank Futral Curator Roosevelt-Vanderbilt National Historic Sites 4097 Albany Post Rd.

Hyde Park, NY 12538 845-444-9170 frank_futral@nps.gov (email is preferred) mailto:frank_futral@nps.gov

13. PROTECTION OF GOVERNMENT FURNISHED PROPERTY

The Contractor shall be responsible for the security and protection of government-furnished property provided to the Contractor in connection with this contract. The Contractor shall demonstrate required skills and proper storage plus treatment of one (1) of the original valances. Following acceptance of all work by the Government, the Contractor shall return all government-furnished property. Final payment will be withheld until all government-furnished property is received.

Should government-furnished property be damaged at any time before its return, the Contractor shall immediately contact the COR by telephone and state the nature and extent of the damage. The COR will evaluate the nature of the damage and give the Contractor instructions for the treatment and proper care of the damaged property. The Contractor may not deviate from such instructions received from the COR and may not act until they are received.

14. PAYMENT

Payment will be made upon delivery and acceptance of the following deliverables:

(1) Upon NPS approval of Task 1 (10%)

(2) Upon NPS approval of Task 2 (20%)

(3) Upon NPS approval of Task 3 (20%)

(4) Upon NPS acceptance of Task 4 (50%)

15. Evaluation Methodology Award will be made to the responsible offeror whose quote conforms to the solicitation and represents the best value to the Government based upon an integrated assessment of the factors listed below. The Government will consider: Technical Capability, Personnel, Past Performance, and Price. The government reserves the right to award this action to other than the lowest priced offer.

1. Factor 1- Technical Capability (limited to 2 pages) Offeror shall submit a written description that demonstrates they have the required technical knowledge of the methods utilized to create the artistic designs on the original valance panels, specify what techniques, equipment, labor will be employed; and a timeline identifying, at a minimum, the four (4) tasks noted above in Section 10, to complete this project. Describe methods to protect and meet preservation concerns of the original valances while in the offeror’s possession.

2. Factor 2- Personnel (limited to 2 pages per resume) Offeror shall demonstrate skills and training of personnel involved in this project, showing minimum required skills are met.

3. Factor 3- Past Performance (limited to 4 pages, including photographs)

a. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful completion of projects similar in quality, technique, and complexity.

Preference will be given to quotes that demonstrate past performance of similar projects related to applique and embroidery reproduction services of similar historic significance.

b. The evaluation will be based on information obtained from the written proposal, photographs, other relevant past performance information obtained from sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.

c. The Government will assess the relative risks associated with each offeror.

Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.

d. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.

e. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.

f. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.

Note: Contractors submitting offers without past performance will receive a neutral rating.

g. Offerors shall provide three (3) projects completed in the past ten (10) years with a similar scope. Describe any previous experience in acquiring and delivering product of this kind, including the scope and complexity of the project. Contractor shall also submit detailed photographic samples from previous contracts, specify techniques utilized to complete the work (machine vs. handmade etc.), photographic samples of any proposed materials not supplied by the government, technical data on fiber content, and any chemical-related treatment.

Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.

Price

a. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness and realism. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

b. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.

c. The Government will evaluate the price quote for reasonableness and realism. The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary. Please be sure to include pricing for each valance panel.
