STATEMENT OF WORK

2.0 Scope
3.0 Objectives
4.0 Tasks
5.0 Delivery
6.0 Government-Furnished Property
7.0 Security
8.0 Place of Performance

11.0 Site Plan, Photos and Addenda
12.0 Covid-19 Letter
1.0 Background
A. The vegetated roof of Ft. Tomkins has been allowed to develop woody vegetation for several years. In keeping with the correct historical appearance, woody vegetation needs to be removed and the areas maintained as turf or meadow. There is also the potential of trees being blown over and exposing soil, allowing erosion to occur.
B. Only Ft. Tomkins within Ft. Wadsworth, Staten Island of Gateway National Recreation Area is included in this Statement of Work.
2.0 Scope
This project will provide services for removal of trees and other woody vegetation. The work will encompass the Ft. Tomkins, Staten Island location of Gateway National Recreation Area.
3.0 Objectives
The objectives of this project are to remove trees, vines and underbrush from the vegetated roof of Ft. Tomkins. Most of the trees on the vegetated roof are small, 1” to 5” caliper size, and so can be felled without first removing branches.
4.0 Tasks
A. Contractor shall supply all labor, materials, tools and equipment for the tasks that are listed under this item. All tools and equipment shall meet current ANSI and OSHA safety standards.
B. Before woody vegetation removal begins, the Contractor shall thoroughly survey the site and surrounding area and carefully note all environmental and human factors which may be adversely affected by the intended tree removals. These factors may include but are not limited to: illegal entry into the work area by people and pets; proximity to existing structural features; existing valuable plants including large trees and roots both on and off the site, and slopes with the potential for erosion problems. Potential problems should be brought to the attention of the Project Manager or his/her designated representative. The Project Manager or his/her designated representative may suggest an alternate removal strategy or eliminate the work in sensitive areas. The contractor shall be liable for any damage to existing trees, plants, park structures and any other property caused by tree removal operations. The contractor is advised that the only existing access to the roof is via a narrow, steep stairway.
The contractor should be prepared to utilize equipment that will facilitate efficient and safe access to the roof for personnel and equipment as well as the removal of cut material.
C. Contractor shall be responsible for compliance with State regulations regarding agricultural pests, including spotted lanternfly (SLF) https://nysipm.cornell.edu/environment/invasive-species-exotic-pests/spotted-lanternfly/ ) throughout the duration of the project. Spotted Lantern Fly has been found on this site. Prior to removal of any vegetation, the contractor should conduct and document results of visual survey for Spotted Lantern Fly presence and infestation. If SLF is detected present, the contractor will immediately notify the NPS Project Manager and follow State of New York protocol for reporting SLF presence. If SLF infestation is detected, additional stipulations may be identified by the NPS and New York to prevent and limit the potential expansion of infestation area. Survey findings will be reported to NPS Project Manager.
D. Herbicide work:
i. All tree and shrub removals shall include treatment of stumps with herbicide to prevent re-growth. Accord XRT II or Garlon 4 Ultra shall be applied to the cambium of the cut stump at 100% strength immediately after cutting. Stumps shall be left a minimum of 1’ high for treatment. The herbicide shall also be applied to the bark in a 6” to 12” wide band around the stump. This work shall take place between June 1st and February 28th. No work using this method shall be done between March 1st and May 31st. For stumps larger than 6” diameter, a procedure shall be followed to promote decay:
1. Bark shall be removed down to ground level.
2. Drill a series of holes in the stump, ¾” to 1” in diameter, 6” deep, and 2-3” apart.
3. Fill holes with a mixture of one part screened compost, one part screened topsoil, and one part organic slow-release, high-nitrogen fertilizer such as feather meal or cottonseed meal.
https://nysipm.cornell.edu/environment/invasive-species-exotic-pests/spotted-lanternfly/ https://nysipm.cornell.edu/environment/invasive-species-exotic-pests/spotted-lanternfly/
ii. In cases where Poison Ivy or invasive vines such as Porcelainberry, Wisteria, or Honeysuckle are present, the vines shall be cut off at one foot out from ground level.
The stumps shall be treated with Accord XRT II or Garlon 4 Ultra at 100% concentration to prevent re-sprouting. The herbicide shall be applied in a 6” to 12” wide band around the stump. This work shall take place between June 1st and February 28th. No work using this method shall be done between March 1st and May 31st.
iii. Vines may also be treated with a foliar spray when leafed out, between June 1st and September 30th. Foliar Spray for Porcelainberry or Wisteria shall be Accord XRTII, Garlon 4 Ultra, and Arborchem NPD. Use 4% solution Accord XRTII, 2% Garlon 4 Ultra, and 2% basal oil in water. For all other vine species, use Accord XRTII at a 2% solution in water. Dead vegetation may be cut 30 days after application. Herbicides should not come in contact with historic masonry.
iv. Follow-up sprays and cuttings will be done twice (as needed) during the period of the contract between the months of June and September, or as noted above for particular vine species, with the final treatment being done within two months of the end of the contract. The contract time may be extended to ensure that treatments are done within the months noted. Vines and trees that sprout from seed during this period shall also be treated.
v. Precautions shall be taken to minimize herbicide damage to existing herbaceous plant material.
vi. A NYSDEC state licensed herbicide/pesticide applicator licensed for Category 3A for Ornamentals, Shade Trees, and Turf shall be on site when herbicide work is done and shall oversee or perform the herbicide work. The applicator should be prepared to produce the license on request. Herbicides shall be applied in accordance with the product label and any other Federal or State rules and regulations. The applicator, or someone on the crew, shall be able to recognize the invasive vines noted for special treatment to avoid indiscriminate application of herbicides.
vii. Herbicides shall not be applied when wind speed is greater than 5 miles per hour or when the temperature is above 80 degrees Fahrenheit or when foliage to be treated is wet, suffering from drought or entering the dormant stage. If rain occurs within 6 hours of herbicide application, re-application may be required as per the decision of the Project Manager or his/her designated representative.
viii. The contractor may propose alternate methods of herbicide application. The goal is eradication of woody plants within the areas noted. Alternate methods shall be approved in writing by the Project Manager.
E. Waste Removal: All tree trunks, limbs and cut brush shall be removed from the site. It may be chipped with a wood chipper and contained in a box truck or trailer attachment for hauling away. Wood chips shall become the property of the contractor and shall be disposed of in accordance with State and Local laws and regulations.
F. Vegetation Removal Operation:
i. The Contractor shall present a work plan to the Project Manager which indicates the equipment to be used and the methods of work. The plan shall be approved by the Project Manager or Contracting Officer’s Representative before the start of work.
Hand cutting is required due to the presence of roof features such as chimneys and cupolas. Cut limbs may be dropped from the roof to the ground in locations where they will fall onto turf or pavement. Temporary fencing or barriers should be set up during work to keep the public out of areas where cut material is being dropped.
Vehicles such as bucket trucks will be able to access the escarpment between the counterscarp and the walls of the fort.
ii. Avoid driving equipment over curbs and on concrete sidewalks wherever possible.
NPS reserves the right to limit the size of vehicle used within its property. Plywood or matting shall be used to prevent wheel ruts.
iii. Any wheel ruts, holes or divots in lawn areas caused by the work shall be repaired by the contractor. Any bare soil areas created by the work shall be seeded with a native grass seed mix designed for the Northeast US region such as Northeast Native Grass Seed Mix by American Meadows or Eastern Ecotype Native Grass Mix by Ernst Seeds. Seed shall be applied at a rate of ½ pound per 1,000 square feet.
G. Safety Plan:
i. Contractor shall provide a safety plan for the general removal activities including cutting operations, working on the roof, and motor vehicle usage.
ii. The safety plan shall refer to the attached work diagram and include provision for fall prevention equipment and methods of work. Fall prevention equipment to be used shall be presented for inspection before the start of work.
iii. The work diagram within the SOW presents suggested safe methods of work. The contractor may present alternate methods.
iv. Due to the extensive nature of the poison ivy, contractor shall include a section of the safety plan that addresses personnel safety in working with and around poison ivy plants.
v. The herbicide applicator and other personnel present on the site during herbicide application shall be outfitted with proper protective gear and clothing as indicated by the New York State Department of Environmental Conservation (NYSDEC) and/or the herbicide manufacturer.
vi. In locations where herbicide work is done, the contractor shall place signage along the perimeter to inform the public of herbicide usage in compliance with all provisions of the NYC Neighborhood Notification Law.
vii. The safety plan, safety equipment, and all personal protective equipment (PPE) is subject to the approval of the Park Safety Officer.
