Part III- Contract Document, Exhibits, and Attachments
SCOPE OF SERVICES
PROVIDE ENVIRONMENTAL ASSESSMENT FOR SHELTON HOUSE
Richmond National Battlefield Park
I. INTRODUCTION
This project will, through testing and analysis services, assess the quality or deficiency of the interior environment of Shelton House with respect to impacts on architectural finishes and other historic fabric; taking into account the configuration and capabilities of the building envelope, existing mechanical systems, building operations, future collections, and localized climatic and air quality characteristics. The assessment will analyze conditions of each and propose reasonable/appropriate and sustainable approaches to lessening identified adverse impacts on collections, architectural fabric, and operations.
II. BACKGROUND
Rural Plains, the nationally significant home of Virginia’s Shelton Family is an early 18th century residence that was the epicenter of the 1864 battle of Totopotomoy Creek during the Overland Campaign. During the battle on the outskirts of the Confederate capital, the home was a place of refuge for the besieged Shelton residents while also serving as the headquarters for the Union’s 2nd Corps of the Army of the Potomac – making it the target of incessant shelling from Confederate artillery.
The house is unique in that it was continually owned by successive generations of the Sheltons from its construction in the early 1700s until its transfer to the National Park Service in 2006. The home, its furnishings, and its setting offer a comprehensive opportunity to interpret the Federal campaigns to capture Richmond, the effects of the Civil War on civilian populations, and the role enslaved people played in developing and maintaining the Southern aristocracy while also pursuing their own agency and liberation.
The brick home has a new cedar shake roof and is two full stories with an attic and a full basement which was used as both a kitchen and dining room and as a bomb shelter during the 1864 battle. Restoration work has been on-going since NPS acquisition. Also, when RICH acquired the home, it purchased a large selection of the family’s original furnishings, decorative arts, personal papers, and books. These have since been cataloged, archived, and conserved to NPS museum standards.
Due to the integrity of the building with its original artifacts and its situation on the battlefield, the home is intended for rehabilitation as a partially furnished house museum and interpretive visitor center. NPS staff from HACE (Historic Architecture, Conservation, and Engineering branch) completed a Historic Structures Report in 2012 while Harpers Ferry Center staff have completed a Historic Furnishings Report in 2021.
The Shelton House has never had air conditioning, though it has had some form of central heat since the early 20th century. A new natural-gas-fueled “Goodman” furnace was installed by NPS in 2008. Warm air is conveyed to rooms in the first and second stories by sheet-metal ducts that are exposed at the cellar ceiling and attic floor. Vertical chases are in the center hall and hall linen closet. Heat registers are in the floors of the first-story rooms, and in the ceilings of most second-story rooms, except the hall bathroom that has a wall register. Heat is regulated by a digital thermostat in the dining room.
Exhibited artifacts will require some form of climate control that is appropriate for the items on display while being compatible with the historic fabric of the home itself.
III. STATEMENT OF WORK OF ENVIRONMENTAL PRESERVATION SERVICES
This Scope of Work requires targeted systems-wide assessments (envelope, mechanical, electrical, plumbing) based on building drawings and visual inspection, environmental data gathering, testing, and analysis to fully understand the ability of existing systems to influence and contain the environment as it relates to the preservation of the historic structure and potential exhibitions contained within.
Taking all these factors into account, the assessment will ultimately propose what environmental parameters can reasonably be maintained given systems and operational limitations; and what quality of environment is ultimately needed to ensure long-term viability of the architectural fabric and the collections within. The assessment will conclude with recommendations and cost estimates for improvement of identified deficiencies.
