(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. NATIONAL PARK SERVICE
SCOPE: In accordance with the terms and conditions of the contract, the Contractor shall perform the work of this contract for the National Park Service (NPS) as described below for the referenced project.
The Contractor shall provide all materials, supplies, supervision, coordination, and management necessary to complete the work. The Contractor shall perform all necessary field work, technical analysis, report preparation, and perform other work as required to complete the work.

PERFORMANCE PERIOD: The work of this contract shall be completed within 18 months from the date of contract award.
CONFIDENTIALITY: Information developed under this contract will include the locations of sensitive archeological properties. These data shall be shared with project proponents as required but shall otherwise be kept in strict confidence. Unauthorized use, disclosure or distribution of sensitive data is prohibited unless specifically provided under Section 9 of The Archaeological Resources Protection Act of 1979 16 U.S.C. 470hh and Section 304 of the National Historic Preservation Act.
PROJECT IDENTIFICATION: The work of this project shall consist of the services described below for the referenced project. In all related documents, the project shall be referred to as “Werowocomo Archeological Resources Management Plan, Captain John Smith Chesapeake National Historic Trail, Gloucester County, Virginia”.
1. Introduction The National Park Service (NPS) is contracting an Archeological Resources Management Plan (ARMP) for Werowocomo (WERO) in Gloucester County, Virginia. Werowocomoco is administered and managed by the Captain John Smith Chesapeake National Historic Trail (CAJO). The project involves conducting a thorough investigation of existing records, documents, and reports to produce a plan for the treatment, protection, and management of the archeological resources at Werowocomoco. The Contractor must prepare draft and final versions of the ARMP that include maps depicting the results of the study.
The report will follow guidance for Resource Management Planning as identified in NPS Director’s Order (DO) 28 and described in Resource Manual NPS-28 Cultural Resource Management Guideline which describes the basic components of a cultural resource management plan and notes special considerations for archeological RMP. The ARMP should, at a minimum, summarize the cultural resource values of the park and analyze their significance, propose stewardship management actions, present a plan or program to accomplish the actions, and incorporate an interdisciplinary approach to management. The plan should also address methods for consulting and collaborating with partners – including Tribes and state agencies in undertaking any proposed action. In addition, the plan should consider and address the impacts of the changing climate and rising water levels on archeological resources in the park.
A successful plan will ultimately provide a proactive and coordinated approach to resource management and will maximize archeological resource preservation while preserving or promoting the historic character of the landscape. Additionally, it will help to foster a management approach that adjusts to changing resource conditions with appropriate response mechanisms while providing for visitor use, traditional Tribal use, education, and research opportunities.
Note that Werowocomoco is closed to public access. The research team must coordinate its visits on-site with NPS to gain access.
2. Background
Between 1607 and 1609 Englishman John Smith and his crew mapped nearly 3,000 miles of Chesapeake Bay and rivers and documented what he noticed of the American Indian communities that lived there. In December 2006, the U.S Congress designated the routes of Smith’s explorations of the Chesapeake as a national historic trail. The trail covers over 3,000 miles on the bay and its tributaries through Virginia, Maryland, Delaware, Pennsylvania, New York, and the District of Columbia.
The NPS recently acquired the 264-acre Werowocomoco Site located on the Captain John Smith Chesapeake National Historic Trail.
Werowocomoco was the political center of the Powhatan chiefdom and the principal residence of its chief Wahunsenacawh and was documented by Smith in 1607. The site, on the northeast bank of the York River on Purtan Bay, was the scene of early interaction between Virginia Algonquian leaders and English colonists from Jamestown. Werowocomoco is listed on the National Register of Historic Places as having national archeological and historical significance under criteria A, B, and D.
In November 2020, DATA Investigations completed an Archeological Overview and Assessment of Werowocomoco which described and evaluated known and potential archeological resources, and provided recommendations for protection, management, and research. An Ethnographic Overview and Assessment is ongoing and will be completed in September 2022.
NPS anticipates that a geophysical survey of 55 acres of cleared fields at Werowocomoco will begin in November 2021 and conclude in November 2022.
3. Purpose and Anticipated Benefits
As an important Powhatan Indian settlement, Werowocomoco provides important data with the potential to help the NPS interpret the indigenous landscape of Tidewater Virginia. Prior archeological research has recovered over 10,000 artifacts and exposed features associated with Native settlement ranging from the Middle Woodland period to the Middle-Atlantic Contact period. Archeological resources related to the post-contact occupation of the property are also present. The purpose of this project is to prepare a plan for the treatment, protection, and management of the archeological resources of Werowocomoco, including collections, future archeological excavations, and the effects of climate change The National Park Service works with federally recognized Tribes (per law and policy), state recognized Tribes, and key partners and cooperators to help protect and interpret Werowocomoco’s fundamental resources. All partners will work together to develop a collaborative method for preserving and protecting the park’s history. This ARMP will identify potential areas of common interest in archeological resource management among National Park Service and its partners. It will inform future interpretive and educational initiatives.
NPS DO 28 and Resource Manual NPS-28 provide policy and guidance for cultural resource management planning. Planning efforts that consider cultural resources shall, at a minimum:
Summarize the cultural resource values and related mission and purposes of the park;
Analyze the significance of resource management needs and problems and rank them in importance;
Propose specific actions, including funding and staffing requirements, for dealing with the most important problems;
Present a multi-year program to achieve measurable progress in accomplishing the proposed actions;
Provide for an annual review and recording of accomplishments to measure the effectiveness of actions; and
To provide a forum for an interdisciplinary approach to the park's resource management issues.
In addition to its introductory material, the rmp shall contain:
Present resource status section summarizing and evaluating the condition and documentation of the park's cultural resources and major threats to them; and
A resource management program section containing:
an overview that includes a summary of the major cultural resource issues, the strategies the park will use to address the most significant problems, and a discussion of unfunded needs;
Summary charts of structures, cultural landscapes, museum objects, archeological sites, and ethnographic resources; charts on personnel and funding; a list of currently funded actions; and a four-year priority listing of unfunded needs;
Individual project statements; and Cultural resource documentation checklist.
Special considerations for archeological resources include the following:
Areas proposed for ground-disturbing activities will be surveyed for archeological resources prior to site selection. Development will not begin until the archeologist has submitted an archeological clearance report and Section 106 compliance has been completed. Plans and project documents will provide for the recovery and care of any archeological resources or data discovered during a project (see 36 CFR 800.11).
Because subsurface remains are subject to increased deterioration after exposure and can present safety hazards, plans should prescribe the backfilling of all excavated sites not essential for interpretation or other purposes. Limits of excavation should be marked so that they may be recovered in the future.
In compliance with federal law, plans keep the locations of archeological sites confidential to protect them from looting and vandalism.
4. Tribal Participation
The NPS collaborates with these seven Tribes to protect Werowocomoco and prepare it for future visitation by the public:

The researchers will consider these seven Tribal communities to be the key partners in this project. The National Park Service must make the initial introduction of the research team to the tribal communities. NPS may require the contractor to include additional affiliated tribal communities.
The research team will ask Tribes to contribute knowledge and to address sensitivity to archeological resources known through tribal categories of memory and knowing. Tribal viewpoints about resources, sensitivity, and future management must be included in the report.
Tribal representatives shall be invited to participate and observe on-site visits and research.
5. Project Methods
Regular communication with NPS is important to ensure that the ARMP project is successful. A start-up meeting shall be held in person or through conference call to review each item of the Scope of Work and any issues relevant to its successful execution. Regular meetings in person or by conference call shall also be scheduled by the contractor with NPS for updates on project progress and to discuss draft submittals. The Northeast Region’s Tribal and Cultural Affairs (TCA) program will advise the park and the contractor on this project regarding issues related to tribal concerns and governance through copied correspondence and phone communication via the Park Point of Contact or the CAJO project advisor. All direct correspondence directed to the consulting Tribes and the contractor must be routed through the Park Point of Contact and the Superintendent concurrently. Within 30 days of the start-up meeting, the contractor will prepare a draft 1-2 page communications plan for the project.
Within 90 days of the start-up meeting, the contractor will participate in an NPS-led in-person meeting with tribal representatives to review the project’s goals, methods, and timeline. NPS will schedule and coordinate this initial meeting with tribal communities. The contractors will be available for a Saturday meeting in Virginia. The contractor’s draft communications plan with edits from NPS will be discussed at this meeting and tribal input sought for development of a final communications plan due within 30 days of the tribal meeting.
Also, within 120 days of the start-up meeting, the contractor will produce a document proposing research and planning methods, and a preliminary outline for the ARMP.
The AOA, particularly the recommendations chapter, will serve as a baseline and guide for the ARMP.
The ARMP will have an accompanying GIS. Maps that identify known sites, existing resources, areas that have been previously investigated archeologically, and sensitivity and potential for prehistoric and historic resources will be produced for the final report. The GIS will follow NPS Standard Guidelines (https://www.nps.gov/gis/data_info/documents/5npspolicystandards.pdf) and Federal Geographic Data Committee (FGDC) guidelines; specifically, metadata guidelines (https://www.fgdc.gov/metadata). Additional GIS specifications and existing spatial data can be obtained through contacting NRAP.
The results of the research, data collection and data synthesis will be submitted in the final report and are the property of the National Park Service. The National Park Service has royalty-free, irrevocable, and non-exclusive license to field notes, raw data, images, manuscripts, and reports for non-profit NPS uses, including educational, archival, and research uses. These materials may be used, reproduced, and displayed for these purposes, only by NPS, in any and all media as appropriate.
The report must contain the following components:

A standard archeological methodology that includes application of NPS and NARP standards to be employed for all future archeological research at WERO:
Collecting and retaining position and provenience data;
Appropriate identification, evaluation, and data recovery methods and protocols;
Artifact collection, sampling, and retention;
Standard procedures and equipment; and Special techniques, e.g. flotation, water screening.
Creating and employing a research design for each project to comply with the Secretary of the Interior’s Standards and Guidelines;
Special Studies and Sampling Techniques such as:
Collecting ethnobotanical (macro and micro) data;
Radiocarbon and other absolute dating techniques;
X-Ray Fluorescence (XRF) Studies.
Chapter 3: Collections management:
Collections work plan, expanding on chapter 4 of the AOA, with additional recommendations, timeline, issues, budget, SOW preparation;
including discussion of:
Completing the artifact catalog for the period 2005-2010 from College of W&M of non-Native materials;
Locating and taking ownership of the Gloucester County Archeological Project (GCAP) artifacts;
Design a collections agreement with Virginia Department of Historic Resources (V-DHR);
Design a loan agreement for artifacts from V-DHR; and Discuss the future needs for collections;
Describe steps and budget toward uniting all artifacts in one building, V-DHR-owned, and NPS-owned, with space for future needs;
Consider the feasibility of a partnership Visitor Center/Collections Facility/scholarship center and possibility of V-DHR and NPS artifacts being curated together.
Chapter 4: Procedures and Methods for Collaborating with Tribal Partners:

Develop standard procedures and protocols for collaborating with tribes on archeological research. For example:
All archeological activities at WERO should include space for tribal input, tribal interns, and tribal citizen participation;
Onsite: Recommend how outreach and education to tribal partners can rebuild peoples’ connection to the place and help to establish a
“feeling of connection” to ancestral lands. This may include educational programming for tribal citizens held at tribal centers;
Recommend ways that NPS and its partners can make collections and archeology accessible. Innovative recommendations are welcome.
Examples may include a mobile archeology lab or exhibit, mobile oral history collection facility program, public programs, or workshops;
Identify how NPS can engage tribal citizens; for example, the creation of a Tribal-led advisory group;
Outline how tribes will participate in archeology – as cultural monitors, as technicians; address the appropriate levels and training;
