GILDING AND INPAINTING PROJECT
REPAINT INSCRIPTIONS AT THE AEF MEMORIAL AT PERSHING PARK
STATEMENT OF WORK
I PROJECT SUMMARY
The purpose of this project is to in-paint the Southern Wall of existing inscriptions at the American Expeditionary Forces Memorial in Pershing Park, Washington, DC. The current appearance of the existing finish (metallic paint) blends in with the granite stone and negatively impacts the legibility of the text. Full repainting of the three inscription panels and map text panels on the Southern Wall will reinstate the artist’s original artistic intent and provide an overall enhanced visitor experience.
II BACKGROUND
A Pershing Park (US Reservation 617) is a 1.75-acre site located along Pennsylvania Avenue in the northwest quadrant of Washington, DC. It is bounded on the north by Pennsylvania Avenue NW, on the east by 14th Street NW, on the south by E Street NW, and on the west by 15th Street NW. The park constitutes one element in a redesign of Pennsylvania Avenue between 15th Street and 3rd Street undertaken in the late 1970s and early 1980s by the Pennsylvania Avenue Development Corporation (PADC), a congressionally authorized public-private partnership implemented to rehabilitate the avenue and the buildings adjacent to it after years of decline. In 1979-80, landscape architects M. Paul Friedberg and Partners designed the park in association with architects Jerome Lindsey Associates. Friedberg’s design for the park incorporated a memorial to General John J. Pershing, designed by architect Wallace K. Harrison of Harrison & Abramovitz. Landscape architects Oehme, van Sweden & Associates redesigned the planting scheme for the park in 1981, and Robert W. White was the sculptor of the Pershing statue, which was erected in 1983.
B Wallace K. Harrison’s built design for the John J. Pershing Memorial creates its own linked space within the park through the use of two 10-foot-high, honed, Dakota mahogany granite walls on the east and south. The south wall is incised with maps that portray the battlefields of the Western Front during World War I and the decisive Meuse- Argonne campaign, as well as text describing Pershing’s participation in the war, his command of the United States 1st Army, and the signing of the armistice. The east wall is incised with Pershing’s name and rank of General of the Armies, a promotion granted him after the war. The statue stands on a rectangular base of polished Dakota mahogany granite etched with Pershing’s birth and death dates (1860-1948).
C The American Expeditionary Forces Memorial was restored in 2018-2019. The restoration included repainting and gilding inscription and graphic text on the Southern and Eastern Walls.
III PURPOSE
PERSHING PARK Page 2 of 7

This shall include localized cleaning and surface preparation as required to ensure the proper performance of the decorative finish (paint) and mock-up with three different paint colors to ensure legibility of the text panels. Means and methods shall be proposed by the Contractor.
