About this file

This is a solicitation for stall maintenance and cleaning services for the United States Park Police (USPP) Horse Mounted Patrol unit located at Jacob Riis Park in Queens, New York. The contract is being awarded to a women-owned small business (WOSB) as a firm fixed-price purchase order under solicitation number 140P2126Q0086, with an anticipated award date of May 24, 2026.

The base performance period runs from August 1, 2026 through July 31, 2027, with four optional 12-month extension years and one final six-month option period extending through January 31, 2032. The contractor must provide stall maintenance and cleaning services seven days per week, including federal holidays, between 0700 and 1300 hours, with services starting no later than 0730. Core responsibilities include feeding and watering horses; cleaning seven box stalls (approximately 100 square feet each), aisles, paddock areas, and turnout areas; picking hooves; observing horses for signs of illness and injury; removing manure and soiled bedding; and providing equipment, supplies, cleaning detergents, disinfectants, tools, and transportation. The contractor must maintain a stable workforce, designate a Principal Representative and Alternate Principal Representative as key personnel, and coordinate monthly inspections with the Contracting Officer's Representative. Semi-monthly or monthly invoicing will be based on actual stalls cleaned, with payment contingent on COR approval. Evaluation factors include experience recognizing signs of illness in a stall environment, contract management experience (invoicing procedures, federal wage determination application, work log tracking), past performance (not required for submission), and price. The solicitation incorporates standard FAR provisions and clauses including Service Contract Labor Standards, requiring compliance with prevailing wage determinations and federal wage requirements including Executive Order 14026 minimum wage of $15.00 per hour.
