DESCRIPTIONS/SPECIFICAITONS/WORK STATEMENT

1. BACKGROUND

The Chalmette Monument was constructed between 1855 and 1908 to commemorate the Battle of New Orleans, which was fought on January 8th, 1815, between the British Army and the United States Army.

The monument is constructed of Tuckahoe and Georgia marble and measures approximately 100’ tall, 16’ 8” square at the base and 14’ square at the top. It is situated on a marble stepped base that measures 40’ square and 8’ high. An iron spiral staircase is located inside the shaft that leads to an observation platform at the top of the tower where three narrow windows are located at each elevation. Multiple brass elements exist throughout the monument: the entrance door and jambs, window grilles and screens, the stair handrail and nine commemorative plaques that dot the circumference of the grass lawn. The monument is a contributing structure in the Chalmette Unit of Jean Lafitte National Historic Landmark District.

A recent site visit revealed extensive atmospheric and bio-growth staining on the exterior stone as well as vegetation growth in the mortar joints. Many stone joints have loose, or missing mortar and several stones have begun to spall. Multiple bronze windows in the tower have missing components and plaques are in need of refinishing. The lightning protection system mounted on the roof is missing a number of original air terminals.

The HPTC Masonry Section (National Park Service) is soliciting estimates for the design and construction of a scaffold system which allows full access to the 100’ tall/6800 SF stone obelisk allowing HPTC day labor services to execute masonry repairs safely and efficiently.

The anticipated duration of the masonry stabilization is approximately three months of which the scaffold will need to be fully accessible. Mobilization and demobilization by scaffold Contractor shall need to be done outside that window.

Jean Lafitte National Historical Park will have ultimate approval of construction timeline as it will affect their operations and facilities directly.

2. LOCATION

Chalmette Battlefield Park Lafitte St.

New Orleans, LA 70119

3. SCOPE OF WORK

Independently, and not as an agent of the Government, the Contractor shall provide all labor, materials, equipment and travel necessary to design, erect, assemble and disassemble OSHA compliant scaffolding at the Chalmette Monument.

The Contractor shall ensure the following design, working conditions and safety criteria are met:

a. Scaffold shall be designed with the understanding that the approximately 41’ square base cannot be the sole load bearing surface as the structural integrity of the substrate cannot be confirmed.

b. Scaffold design shall include a designated hoisting bay, reaching at minimum the landing below the pyramidion, to support a ½ - 1 ton electric hoist on a beam roller. 120V/100’ electric hoist to be supplied by contractor.

g. Scaffold shall be assembled to allow for interior access from the front door throughout the duration of the project.

h. Scaffold shall include at least one staircase for entry.

i. Debris netting shall be installed on all vertical sections over the entire height of the scaffold.

j. Access to each scaffold level shall be via an integrated stair within the confines of the perimeter of the safety rail.

k. Section of overhead protection shall be included at the front entrance and be rated minimally at 150 P.S.F.

l. Each scaffolding level shall be fully planked and outfitted with guard rails and toe boards to comply with OSHA safety standards.

m. The finished scaffold shall provide safe work platforms that comply with all elements of OSHA 1926 Subpart L.

n. During the erection and dismantling of the scaffold, the Contractor shall comply with all appropriate OSHA codes, particularly OSHA 1926.501 and OSHA 1926 Subpart L.

o. The Contractor shall confirm in writing that the erected scaffold was inspected by the Contractor’s competent person to meet all OSHA safety specifications prior to turning it over for use by the National Park Service.
