SCOPE OF WORK

New River Gorge Sign Design

I. BACKGROUND

New River Gorge National Park and Preserve (NERI, the park) and one co-managed NPS site – Gauley River National Recreation area– are in the process of creating a system of visually cohesive signs to aid visitor wayfinding, impart important information and regulations, and bolster understanding the parks’ presence and identities. Sign locations, messages, and a menu of sign types have been developed by the National Park Service’s Harpers Ferry Center (HFC) in coordination with park staff. Additionally, HFC has developed detailed sign panel artwork templates to guide the design of all signs in the plan.

II. PURPOSE and OBJECTIVES

The purpose of this contract is to draft panel design and fabrication details for all signs in the comprehensive sign plan based on the work already completed by the NPS for New River Gorge National Park and Preserve. Using the provided templates and planning documents, the contractor is tasked with drafting sign panel artwork, organizing the sign artwork into plan documents to include a sign catalog and a plan showing signs grouped by location, and drafting complete fabrication details for all the signs in the plan.

III. SCOPE OF WORK

The contractor shall provide all services including labor, materials, equipment, facilities necessary to provide the National Park Service design services and project management for Tasks 1 through 4 which include the following processes and deliverables:

Project Schedule The contractor shall develop, submit, and keep current a project schedule showing all major milestones and review periods as outlined in the contract.

The schedule should assume a single draft submittal and review period for Task 1, three (3) draft submittals and review periods each, for Tasks 2 and 3, and a single draft submittal and review period for Task 4. Actual number of drafts and review periods may vary. See the Review and Approval section of this contract for information on review period lengths.

The contractor shall update the schedule to reflect accurate dates of deliverable and comment submittals as the project progresses and will provide an updated project schedule with each deliverable submittal.

Development of Sign Panel Artwork Attachment C is a listing of all unique sign designs in the project, grouped by type. Attachment D shows how the unique sign designs listed in Attachment C are organized and dispersed throughout different areas of the park.

As noted in the Review and Approval section of this contract, sign planning and design is, by its nature, an iterative process. Upon review, the NPS may request changes to sign panel designs ranging from minor text edits up to and including the addition or deletion of signs.

The contractor shall draft sign panel artwork for all signs listed in Attachment C, Message Schedule according to the corresponding templates provided in Attachment A, Sign Templates. To work from the templates, open the PDF in Adobe Illustrator.

Messages must appear on the signs exactly as they are written in Attachment C and all signs must match the templates provided unless the contractor has good cause for alteration. Examples of good cause include difficulty creating a visually-pleasing rag, typographic or spelling error in the Message Schedule, the need for custom sign dimensions or sizes, or inconsistencies in layout or language among signs with similar messages.

Where alteration of sign templates is necessary to accommodate unique size requirements or unusual message lengths, the contractor is responsible for making decisions informed by universal graphic design principles and sign planning best practices so that sign styles remain consistent and meet the following criteria:

Text must be no smaller than 30pt at full size.

Use only Frutiger and NPS Rawlinson on Identity and VIS signs. Do not use light versions of these typefaces.

Tracking can be adjusted to meet panel width requirements but must not be set below 0.

Keep character height and width at 100%.

Use only the symbols provided in Attachment M, NPS Symbols unless otherwise instructed or approve by the COR.

NPS sign standards call for the use of the following typefaces: NPS Rawlinson, Frutiger, Federal Highways Standard Alphabets. The NPS will provide a license for the NPS Rawlinson typeface but the contractor must use their own license for Frutiger and the full Federal Highways Standard Alphabet typeface (also known as Highway Gothic).

The contractor is responsible for locating mounting holes in non-printing layers within VIS sign panel artwork for signs that will mount to posts. Holes must not interfere with panel graphics.

All panel designs shall be prepared in Adobe Illustrator with CADTools Dimensioning Plug-In with all designs rendered in scale. Designs will be submitted as individual sign designs drafted at full size saved as Illustrator Files and duplicate PDFs. Sign artwork file names will be the sign drawing numbers. Sign artwork will be arranged, in scale, into a sign catalog and sign plan for ease of review as described in subsequent sections of this document.

Sign Catalog Development The contractor shall organize the sign panel artwork into design catalogs for easy review and for the park’s use in sign production in the future.

Individual panel artwork shall be displayed, in scale, in a single Sign Catalog PDF with multiple signs shown on each page for fast/easy viewing. Sign artwork must be scaled so that all sign content is legible in the catalog – NPS should not have to referrer to individual sign artwork files to review panel content and layouts.

Signs will be grouped by type and presented in the order that they are listed in Attachment C, Message Schedule.

The following information must accompany each sign design in the Sign Catalog::

Sign Drawing Number All associated Sign Location Numbers and respective quantities Sign Structure (must correspond with a structure in the Fabrication Details) Panel dimensions Scale Letter height (only when letter height of the sign type is variable)

Reference Attachment G, Sample Sign Catalog which demonstrates an acceptable layout and the content sought. Signs panel artwork will be drawn in scale (scale(s) must be listed on each page).

The sign catalog must be produced using either Adobe InDesign or Adobe Illustrator. All associated linked files (if any) must be the individual panel artwork files.

Development of Fabrication Details:

The contractor will develop complete fabrication drawings and details for all sign types in the project.

Signs must use the materials and imaging techniques identified in Attachment E, Sign Type Menu or, where not indicated, as directed by the COR. All drawings and specifications should be packaged into a single PDF with a table of contents for ease of review.

Panel and structure/mount fabrication methods should be drawn and detailed including written specifications for all dimensions, materials, hardware, and finishes. Mounting specification requirements for each sign should be detailed and drawn in scale - the fabrication documents must include all necessary information for a fabricator to create each sign type in the plan. Structures should be shown in front, side, top, and back views as well as any other cut-through or detail views necessary to fully articulate the structure’s components and arrangement.

The NPS has standard fabrication specifications for several of the sign panel and structure types in this requirement. The contractor will use these specifications whenever possible and will seamlessly incorporate them into this project’s documents so all drawing styles and page layouts are uniform. These specifications are supplied in Attachments H, I, and J. Where the specifications are not to the level of detail required by the contract, the contractor will determine and specify the additional needed details.

Sign Plan Document Development The contractor shall organize the sign panel artwork into a Sign Plan Document which will display and inventory all signs grouped by locations and sub-locations as listed in Attachment D, Location Plan.

Signs panel artwork will be shown in scale with multiple signs appearing on each page for fast/easy viewing. Sign artwork must be scaled so that all sign content is legible in the plan document – NPS should not have to referrer to individual sign artwork files to review panel content and layouts.

The following information must accompany each sign design in the Sign Plan:

Sign Location Number Sign Drawing Number Sign Structure (must correspond with a structure in the Fabrication Details) Panel dimensions Panel Material Letter height (only when letter height of the sign type is variable)

See Attachment F Sample Sign Plan which demonstrates an acceptable layout and the content sought.
