INTERIOR EXHIBIT AUDIO DESCRIPTION FOR A MOBILE APPLICATION
WRANGELL-ST. ELIAS NATIONAL PARK AND PRESERVE
I. BACKGROUND AND PURPOSE
Wrangell-St. Elias National Park & Preserve (WRST) is working with Harpers Ferry Center to develop the Wrangell-St. Elias National Park & Preserve Mobile Application (App) to provide interpretive, logistical, and accessibility functions on a mobile platform. Wrangell-St. Elias NP&P is America’s largest national park at 13.2 million acres. Due to the size of the park, the remoteness of sites, and the complexity of things to see and do in the park, orientation information and site navigation is extremely important to provide visitors with an enjoyable and accessible experience. For visitors who are blind or have low vision, providing access to information and interpretation is an ongoing challenge. The integration of Audio Description into the National Park Service (NPS) Mobile App for offers a solution to these challenges.
The purpose of this contract is to write audio description scripts for interior exhibits at the Copper Center Visitor Center Complex, Slana Ranger Station, and Chitina Ranger Station, transfer the script information to the Audio Description Tour (ADT) Interior Exhibit Module (IEM) application spreadsheets utilizing the National Park Service (NPS) software framework, and provide and install the completed ADT-IEM App on delivery devices for use by visitors who are blind or have low vision. This contract shall also include equipment, programming, and installation of delivery devices for existing ADT scripts at three locations within the Kennecott Mines National Historic Landmark.
II. SCOPE AND OBJECTIVES
The offeror shall equip and install a complete and working Audio Description Tour Interior Exhibit Module (ADT-IEM) App for Wrangell-St. Elias National Park and Preserve.
The offeror shall provide all labor, supplies, materials, facilities, equipment, deliverables, documentation, and travel necessary to write and verify the accuracy of the script, create a tour route, place and test proximity beacons, upgrade AV systems in the Copper Center theater to provide audio description and assistive listening services. The contractor shall test and verify for acceptance all functions of the compiled and completed ADT-IEM App, and Wi-Fi streaming using the equipment manufacturers application.
For the purpose of this contract, the terms ADT app and IEM are interchangeable. Sites included in this requirement are listed in Attachment A, WRST AD Site List.xlsx.
This project includes three phases of work for a successful completion of the project as follows:
• Phase 1 is the creation and acceptance of the ADT script;
• Phase 2 is separating and transferring the script to three spreadsheets; and
• Phase 3 is installation of equipment, testing and verification of the app and required hardware.
The three spreadsheets for Phase 2 include Exhibits, Rooms, and Details. Attachment I, the Exhibit spreadsheet contains the physical location of the exhibits. Attachment J, the Rooms spreadsheet contains content group titles and overviews. Attachment K, the Details spreadsheet contains panel overviews, titles, and text.
Audio Description Tours for people who are blind or have low vision are arranged and grouped by proximity to better enable the user to self-guide through the space and to avoid long run-on descriptions. In large spaces, each grouped area is sorted in the ADT App via Bluetooth Low- Energy (BLE) iBeacons. Bluetooth Low-Energy iBeacons shall be incorporated in the Kennecott Mines exhibit spaces but shall not be utilized at Copper Center, Slana, or Chitina.
At Kennecott, prior to finalizing sort locations, the contractor shall perform signal testing to ensure there is no interference from outside sources and to ensure iBeacon fidelity to the designated description group. Due to the unavailability of stable public Wi-Fi in most parks, the contractor shall initialize and configure equipment at the contractor’s facility.
Floorplan drawings for Kennecott spaces, including planned iBeacon locations, are provided as Attachment E_Kennecott floor plans with beacons.pdf. Final scripts and completed IEM spreadsheets for the Kennecott sites shall be provided at the post-award call.
Wi-Fi audio streaming in the theater at the Copper Center Visitor Complex is accomplished by routing AD and program audio from the existing theater audio distribution system to the contractor-provided and installed Wi-Fi server and router. The theater requires a 4-Channel server.
The offeror shall meet the following specific requirements:
A. The contractor shall write and submit to the COR for acceptance, an Audio Description Tour script of the exhibits to ensure the script is accurate and complete. Multiple submittals may be required. The script shall be machine read utilizing the contractor provided and configured delivery devices.
The ADT script shall:
1. Include a Table of Contents (ToC) that includes the exhibit title of each segment and individual sections congruent with Scenes and Content Groups.
2. Include an overview description of each Scene and Content Group that, in general terms, describes the layout and content.
3. Provide basic navigational assistance within the exhibit space and the VC at large, such as the location of the restrooms and gift shop.
4. Provide a logical order and flow of information by first conveying the critical “big picture” visual elements of the site, and then providing the most relevant detail.
5. Transcribe all text appearing on exhibit panels and signs.
6. Describe the relevant features of each site in a way to enable visitors who are blind or have low vision to make connections to park resources through the same messages delivered to sighted visitors.
7. Be straightforward in its creative and technical approach.
8. Include vivid, succinct descriptions of exhibit panels, objects, maps, dioramas, tactile elements, interactive devices, computer interactive programs, exhibit audiovisual programs, and other elements as necessary.
9. Use plain language appropriate for a general audience (not greater than an eighth-grade level); use active, objective, and descriptive vocabulary to accurately convey the meaning and experience of the site; and avoid flowery language, scientific terminology, and jargon.
10. Describe and identify the artifacts, models, and other objects on display in cases that cannot be touched by visitors.
11. Sections and subsections in the script belonging to different spreadsheets shall be readily identifiable using bold, color coding, etc. or any other consistent method to enable ease of transfer from the script to the spreadsheets.
12. Include instruction to access live streaming of audio.
B. Following acceptance of the final approved scripts, the contractor shall transfer the scripts to spreadsheets that are then uploaded by the government to protected servers. Transfer of the script to the IEM spreadsheets is crucial to the success of the project.
Data formatting shall meet the following criteria:
1. Every description shall begin with the word count of the description and end with "End of Description".
2. Every hard return translates into a different section when viewed on the App. This feature is especially useful to create the feel of drilldowns and to sectionalize long descriptions.
The accompanying overview shall state there are multiple sections, the number of sections, and instruction that it may be necessary to page down to hear other sections.
Each section shall end with "End of Section", the last section shall end with "End of Description".
3. Special characters do not transfer to the spreadsheets and shall not be used. Specifically, em dash (elongated hyphens) translates as question marks on the spreadsheets.
4. Words that include accent or diacritical marks shall be replaced by alternate spellings.
C. The spreadsheet shall be saved as .csv UTF8. Files names shall begin with IEM, files shall not include the attachment letter.
The contractor shall populate the spreadsheets as follows:
1. Attachment I - IEM v2 - Exhibits.csv is the spreadsheet that is used to describe the separate physical locations within the IEM App. The contractor shall populate this spreadsheet based on locations identified during creation of the script as follows:
Spreadsheet IEM v2 - Exhibits:
Fields for this spreadsheet are ID, TITLE, SUMMARY, and DESCRIPTION as follows:
A. ID field is numbered 0 through the number of Visitor Centers or physical locations with 1 used as the General Description of how to use the app.
B. TITLE field is the name of the tour.
C. SUMMARY field is a purpose statement.
D. DESCRIPTION field is body text of the tour description.
2. Attachment J - IEM v2 - Rooms.csv is the spreadsheet that identifies and describes the separate content groups or sections associated with the locations named in the Exhibits spreadsheet. The contractor shall populate this spreadsheet based on groupings identified in the accepted script as follows:

2. TITLE field are the Main titles taken directly from the script.
3. EXHIBIT ID field is the corresponding ID number from the Exhibits spreadsheet.
4. BEACON MAJOR field is numbered sequentially starting with 1.
5. BEACON MINOR field is not accessed in the current app. A number “1” is to be placed in all cells.
6. UUID field is a 28 alpha numeric code used by the content management system.
It does not change. Always set field as “12345678-aaaa-bbbb-cccc- 123456789012".
7. ACCURACY THRESHOLD, 3FEET ZONE ACCURACY THRESHOLD, and 10 FEET ACCURACY THRESHOLD fields are designed to increase the accuracy of the activation zone of the individual iBeacons. Recommended starting point for all iBeacons are 0.6, 0.9, and 2.5 respectively.
8. NOT BEACON ID and NEAR BEACON ID fields are not used and are left blank.
9. OVERVIEW field is the description associated with the TITLE field. Content in this field is duplicated in the Details spreadsheet and is the first description for each main title.
3. Attachment K - IEM v2 - Details.csv is the spreadsheet that identifies and describes the panel content of the groups or sections named in the Rooms spreadsheet. The contractor shall populate this spreadsheet from the accepted script as follows:

One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
B. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.
https://www.cpars.gov/ https://www.cpars.gov/
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
F. The following guidelines apply concerning your use of the past performance evaluation:
