SECTION C

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1. INTRODUCTION

In 2021, the INVEST in America Act (i.e., Bipartisan Infrastructure Law [BIL]) amended the Outer Continental Shelf Lands Act’s (OCSLA’s) leasing provisions to authorize the Department of Interior (DOI) to grant leases, easements, and rights-of-way on the Outer Continental Shelf (OCS) for the purpose of carbon sequestration (See 43 U.S.C. § 1337(p)(1)), granting the Bureau of Ocean Energy Management (BOEM) management authority over carbon sequestration (CS) in geologic sub-seabed formations on the OCS. BOEM is currently developing a rulemaking to allow for the implementation of a nationwide CS Program on the OCS.

The new OCS CS Program will cover all aspects of a full program from pre-leasing activities through site closure including pre-lease geological and geophysical exploration, resource evaluation, leasing, planning, site characterization, drilling, installation, injection operations, risk management, financial assurance, monitoring, decommissioning, long-term liability, and site closure. BOEM needs environmental information to inform its rulemaking; national and regional policy; and program development and implementation. This includes information to satisfy BOEM’s legal obligations under, for example, the National Environmental Policy Act (NEPA), Coastal Zone Management Act, Magnuson-Stevens Fishery Conservation and Management Act, Endangered Species Act, Marine Mammal Protection Act, National Marine Sanctuaries Act, and the National Historic Preservation Act.

To address environmental requirements of implementing an OCS CS Program, BOEM must be prepared to accurately assess potential changes to a carbon dioxide (CO2) plume/pressure front and environmental impacts (negative, beneficial, or otherwise) resulting from the build-out of one, several, and multiple OCS CS projects. BOEM is requesting this analysis for three of the four BOEM OCS Regions: the Gulf of Mexico OCS Region (GOM), the Atlantic OCS Region (ATL), and the Pacific OCS Region (PAC). BOEM needs information on the potential impact producing factors from OCS CS activities; the potential impacts to the human, marine, and coastal environment; the monitoring that will be required during each phase of a CS project; and the most effective monitoring methods and protocols for the CO2 plume and pressure front and each potentially impacted environmental resource in each OCS Region (GOM, ATL, PAC) during each project phase.

C.2. STUDY OBJECTIVES

The goals of this study are to (1) obtain and synthesize information regarding potential direct and indirect impacts, and impacts accrued over the CS project lifecycle, specific to each OCS Region (GOM, ATL, PAC), to the human, marine, and coastal environment from CS activities; (2) use this information to provide recommendations for national and region-specific environmental lease stipulations, mitigation measures, conditions of approval for plans and permits, and risk management and monitoring strategies that can be incorporated into environmental reviews and program implementation processes; (3) obtain and synthesize information regarding the most effective monitoring methods and protocols for each potentially impacted environmental resource (specific to each of the three OCS regions), the CO2 plume and pressure front, and induced

140M0124R0003 Page 5 of 59 seismicity during each project phase; and (4) provide an annotated bibliography detailing results from the literature search.

This study will build upon knowledge gained during the prior BOEM-funded study (Smyth and Hovorka 2018), which details recommendations for best management practices (BMPs) for CS in OCS sub-seabed geologic formations. The BMPs report focuses on operational considerations like site characterization and selection and CO2 transportation, but does not provide information on potential environmental impacts including direct, indirect, and cumulative effects that are needed to inform the OCS-wide NEPA and other environmental analyses required at every agency decision point throughout program implementation from rule promulgation to pre-lease resource analysis, lease planning, leasing, plan approvals, and permit approvals. This environmental information is also needed to inform potential lease stipulations, mitigation measures, conditions of approval for plans and permits, risk management and monitoring strategies, national programmatic policy, and region-specific program/operational guidance. Furthermore, the BMPs report provides an initial analysis of the monitoring needed for the subsurface CO2 plume; however, with a nearly 10-year gap since the original research was conducted, the analysis on monitoring needs to be updated based on recent scientific analyses and project work. In addition, the BMPs report does not address monitoring of the pressure front, monitoring of environmental resources, and monitoring for induced seismicity, which will all be researched and addressed in this study.

The objectives of this study are to conduct a literature review and synthesis from a variety of vetted sources with relevant, up-to-date, and state-of-the-science information for three BOEM OCS regions (GOM, ATL, PAC) to: identify the potential human, marine, and coastal resources that may be impacted from CS activities in each region; identify the potential impact producing factors from CS activities for each region; describe the potential environmental impacts to the human, marine, and coastal resources including direct and indirect impacts, and impacts accrued over the CS project lifecycle specific to each region; identify and describe the monitoring that will be required for each environmental resource during each phase of a CS project; and identify and describe the most effective monitoring methods and protocols for the CO2 plume and pressure front, induced seismicity, and each potentially impacted environmental resource for each region and project phase.

The study will use the above information to provide recommendations for national and region-specific environmental lease stipulations, mitigation measures, and conditions of approval for plans and permits to minimize potential impacts to each environmental resource, as appropriate.

It will also use the information on best monitoring practices to provide recommendations for appropriate national and region-specific risk management and monitoring strategies for the CO2 plume and pressure front, induced seismicity, and each environmental resource for each OCS Region (GOM, ATL, PAC) during each stage of a CS project.

The study results will be provided for three OCS regions (GOM, ATL, PAC) and will identify knowledge gaps that will provide clear need and direction for future desk-top, field, and laboratory-based studies.

C.3. SCOPE OF WORK

C.3.1. Task 1: Project and Data Management

140M0124R0003 Page 6 of 59

The Contractor shall submit a Post-Award Meeting summary and the final PMP within two (2) weeks after the Post- Award Meeting. The Contractor shall adhere to the final PMP as reviewed by the government following the Post-Award Meeting.

In the draft PMP, the Contractor shall clearly and concisely describe roles, project responsibilities, any proposed subcontracting arrangements, communication and coordination, record keeping, and scheduling of all tasks, subtasks, meetings, and deliverables. The Contractor shall discuss its procedures for managing the project, criteria for assuring quality and acceptability of the deliverables, and details regarding the schedule and coordination of this project. The Contractor shall also discuss plans for ensuring successful completion of individual tasks on time, on budget, and of the highest quality.

The Contractor’s Project Manager (PM) shall have sufficient authority to serve as the point of contact with BOEM and to provide leadership to the project team. The PM shall coordinate the execution of all tasks in the project and will be responsible for all deliverables, budget control, quality assurance for all products, compliance and adherence with the project schedule, and ensure that all personnel work cooperatively to achieve the goals of the contract. This project requires frequent and numerous interactions with BOEM to ensure that these research efforts will best meet BOEM’s needs.

The Contractor shall prepare a Data Management Plan (DMP) to be included in the draft PMP that shall include Quality Assurance/Quality Control (QA/QC) procedures and the following:

a. BOEM Environmental Studies Program Requirements. All products generated by this contract shall be submitted in accordance with Section F. BOEM specifications can be found at https://www.boem.gov/environment/environmental-studies/report-specifications/esp-report-and-footprint-specifications

b. Access of Digital Reports by Individuals with Disabilities. Section 508 of the Rehabilitation Act of 1973 (found at 29 U.S.C. 794d) requires access to and use of information by individuals with disabilities. Deliverables such as digital reports (e.g., PDF files) to be placed on the web (either on the agency’s web server or the company’s), video footage, or other digital data such as CD-ROMs to be distributed, are subject to Section 508 guidelines. Simplified, this means that digital files need to be formatted so that they are “readable” by assistive technology devices such as screen readers.

c. Data Control and Utilization. Should the Contractor develop geospatial and tabular data as part of this contract, a DMP shall be developed that ensures all data are processed, stored, and can be made available as needed. The Contractor will submit both Decimal Degrees NAD27 and NAD83 geo-referenced spatial and tabular data and supporting descriptive information. The Contractor shall consider and include metadata for all data types and formats. For example, https://www.boem.gov/environment/environmental-studies/report-specifications/esp-report-and-footprint-specifications https://www.boem.gov/environment/environmental-studies/report-specifications/esp-report-and-footprint-specifications

140M0124R0003 Page 7 of 59 non-geographic metadata could include field and data analysis manuals. For geographic data, the Contractor shall conform to the Content Standards for Digital Geospatial Metadata (FGDC-STD-001-1998) as published on May 1, 2000, by the Federal Geographic Data Committee (FGDC) or to any format that supersedes it as determined by the FGDC, https://www.fgdc.gov/metadata/csdgm/. Profiles and extensions to the standard that have been endorsed by the FGDC shall be used if they are applicable to the data or data products.

The metadata records shall contain any and all elements, including those that are considered optional, wherever applicable to the data or data product. The metadata record shall contain sufficient detail to ensure the data or data product can be fully understood for future use and for posterity. The metadata records shall be delivered free of errors in both content and format as determined by the metadata parser (mp) program developed by the United States Geological Survey or an equivalent. The metadata and records will be subject to review and approval prior to the final acceptance by the Government.

d. Scientific Integrity. Scientific integrity is vital to Department of the Interior (DOI) activities under which scientific research, data, summaries, syntheses, interpretations, presentations, and/or publications are developed and used. Failure to uphold the highest degree of scientific integrity will result not only in potentially flawed scientific results, interpretations, and applications but will damage DOI’s reputation and ability to uphold the public’s trust. All work performed must comply with the DOI Scientific Integrity Policy posted to http://www.doi.gov, or its equivalent as provided by their organization or State law.

C.3.2. Task 2: Literature Review, Synthesis, and Analysis

The Contractor shall perform an extensive, global literature review and synthesis from a variety of vetted sources with relevant, up-to-date, and state-of-the-science information for three BOEM OCS regions (GOM, ATL, PAC) to identify the potential human, marine, and coastal resources that may be impacted in each region; identify the potential impact producing factors from CS activities for each environmental resource in each region; describe the potential short- and long-term environmental impacts from CS activities to the human, marine, and coastal resources including direct and indirect impacts, and impacts accrued over the project lifecycle specific to each region; identify and describe the monitoring that will be required for each environmental resource during each phase of a CS project appropriate for each region; and identify and describe the most effective monitoring methods and protocols for the CO2 plume and pressure front, induced seismicity, and each potentially impacted environmental resource in each OCS Region (GOM, ATL, PAC) during each project phase. Examples of human, marine, and coastal resources include but are not limited to: air quality; water quality; coastal habitats; benthic communities and habitats; fishes and invertebrates; birds; marine mammals; sea turtles; other protected species;

cultural, historical, and archaeological resources; and humans (commercial fisheries, recreational fisheries, and environmental justice populations).

The Contractor shall also analyze the collected and synthesized information to provide recommendations to BOEM to support its development of national and region-specific environmental lease stipulations, mitigation measures, and conditions of approval for plans and permits to minimize potential impacts to each environmental resource, as appropriate. The study will use the information to provide recommendations for appropriate national and region-specific risk management and monitoring strategies for the CO2 plume and pressure front, https://www.fgdc.gov/metadata/csdgm/

140M0124R0003 Page 8 of 59 induced seismicity, and each environmental resource for each OCS Region (GOM, ATL, PAC) during each stage of a CS project. The Contractor shall identify any knowledge gaps and additional information needs pertinent to these recommendations and offer a suggested approach to filling such needs, as appropriate.

The contractor shall provide the synthesis, analyses, recommendations, and data for the three OCS regions. The Contractor shall prepare and provide a table of contents of the draft Report at a point in the project agreed to by BOEM and documented in the PMP to discuss the results of the literature review and refine the scope of the subsequent analysis of research findings. This deliverable is intended to evaluate the organization and flow of the document, context, type of content, and the level of detail. In addition, draft figures and tables shall be submitted for review by BOEM according to a BOEM-approved schedule documented in the PMP.

Information sources consulted should include, but not necessarily be limited to: technical reports from government agencies or scientific research groups, working papers from research groups or committees, white papers, pre-prints, published peer-reviewed literature, gray literature, conference proceedings, existing laws, regulations, guidance, best management practices, etc. Sub-seabed CS has already taken place in Norway, Australia, and Brazil and is under consideration in U.S. State waters. The Federal government (e.g., Department of Energy), industry, and academia are currently performing new, relevant research on the topic that may be consulted. Relevant information from current onshore projects that may translate to the offshore may also be included. As practicable, the BOEM Contracting Officer’s Representative (COR) may provide the Contractor with relevant references to studies and other information for potential incorporation into this analysis.

Below are research questions of interest to BOEM that this study shall address. These research questions may be refined or expanded post-award:

1. What information and data are currently available about the potential impact producing factors associated with offshore CS activities in each OCS Region (GOM, ATL, PAC)?

2. What information and data are currently available about the potential environmental impacts from offshore CS activities to the human, marine, and coastal environments in each OCS Region (GOM, ATL, PAC)?
