RFQ Information

The Bureau of Land Management (BLM) Arizona State Office (AZSO) is issuing a solicitation for the rental of two (2) D-8 dozers, in support of the Pine Hollow ESR. This contract is expected to take thirty (30) days to complete (dependent on weather). The contractor shall deliver two (2) D-8 dozers on September 1, 2021 and pick them up on September 30, 2021.

Please submit quote in accordance with the specifications (Attachment 1) and RFQ requirements. The BLM intends to conduct this acquisition by use of simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13. A single contract award will be made to the offeror that submits a quotation that has been determined to be the lowest price reasonable offeror.

The RFQ responses are due no later that Friday, June 11, 2021, at 10:00 AM Pacific Standard Time (PST). Questions pertaining to the RFQ shall be submitted electronically to cjordan@blm.gov not later that Monday, June 04, 2021, at 12:00 PM PST. The Government cannot guarantee a response to any questions received after this date/time.

The BLM is requesting proposals from qualified contractors who can provide dozer rental and delivery/pickup. The agency will award a firm-fixed-price contract using the Lowest Price Technically Acceptable (LPTA) evaluation. The Government intention is to make award to one contractor in response to this solicitation.

In response to this RFQ, no terms, conditions or assumptions will be entertained. All issues will be resolved with questions and answers.

At a minimum, the contractor must provide the same warranty terms offered to the general public for products purchased. Information regarding the standard original equipment manufacturer (OEM) warranty (terms, effective date and duration) for all items must be included with the quotation.

Completeness of Pricing Quotations. The Federal Government is exempt from sales tax. If requested, the Contracting Officer can provide a tax exempt certificate after award. However, if there are any valid applicable taxes such as the Arizona Half Tax or Hawaii GET for supplies or services, contractors must include the costs in their quote as a separate line item. Such taxes will not be considered or paid unless they are included in the quote at the time of submission. Price quotations must be complete at the time of submission.

Delivery Address. Quoted prices shall include all costs associated with delivering the required items to the delivery address listed in Attachment 2. Contractors shall include the contract number on any shipping labels.

Requested Delivery Date: All items are to be delivered no later than the date identified in paragraph 1 above. Late deliveries may result in negative ratings on the Contractors Performance Assessment Report.

The solicitation contains provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions and additional BLM instructions require a response from the contractor and must be submitted along with your quotation.

All quotations received in response to this RFQ shall remain valid for 30 calendar days from the quotation due date below. By submitting a quotation in response to this solicitation, you are submitting an offer that the Government may accept, and you agree that if the Government awards you the contract, the award document sent by the Government to the contractor is a binding and enforceable contract. The contractor has a legal obligation to perform if awarded the contract.

EVALUATION FACTORS FOR AWARD

Award will be made to the offeror who presents the LPTA offer to the Government. The proposal must comply in all material respects with the requirements of the law, regulation and conditions set forth in the solicitation. The proposal must meet all mandatory solicitation requirements. The offeror must be determined responsible according to the standards of Federal Acquisition Regulations (FAR) Part 9, Subpart 1. The Government anticipates awarding a FFP Contract with a Period of Performance of September 1, 2021 mailto:cjordan@blm.gov through September 30, 2021. The award will be a single award, FFP based on the technically acceptable offer.

Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(2) The time specified in the solicitation for receipt of offers;

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
