About this file

This is a Request for Quote (RFQ) for veterinary services at the Bureau of Land Management's Sutherland and Delta off-range corral facilities in Millard County, Utah. The RFQ is issued as Solicitation Number 140L5726Q0013 under FAR Part 12 and Part 13 simplified acquisition procedures, with a quote due date of April 14, 2026, by 12:00 PM Mountain Time. Questions must be submitted by March 31, 2026. The contract is a firm fixed-price service contract set aside for total small business concerns with a NAICS code of 541940 and a size standard of $10.0 million. Award is anticipated for a one-year base period (April 21, 2026, to April 20, 2027) with four optional one-year extensions through April 20, 2031, with an anticipated exercise date of March 1 for each option year.

The scope of work requires on-an-as-needed basis veterinary services for large animals (horses and burros) at the Sutherland and Delta facilities. Quotes will be evaluated using a tradeoff approach based on three factors: Technical Capability (Pass/Fail requiring evidence of Utah veterinary licensure for primary, backup, and emergency veterinarians), Past Performance (minimum one year of large animal experience within the past three years with reference information required), and Price. Past Performance is considered more important than Price. Offerors must provide a unit price for each of the five performance periods (base year and four option years). The contract incorporates FAR clauses including 52.212-4, 52.212-5, and applicable service contract labor standards exemptions under 52.222-51. Offerors must maintain an active SAM registration and comply with all representations and certifications. The contracting officer is Tori Blunt Mayes, and the contract will be administered by the BLM Utah State Office Administrative Services Branch in Salt Lake City.

SOLICITATION NO: 140L5726Q0013

PROJECT DESCRIPTION: WH&B Sutherland & Delta ORC Veterinarian Services

1. GENERAL

(a) The Bureau of Land Management (BLM) operates many off-range corral facilities throughout the U.S. The primary mission of the off-range corral facilities is to act as a holding and preparation facility that accepts Wild Horses and Burros (WH&Bs) from gather/removal operations and prepares them for adoption to the public or placement into off-range pastures.

BLM is seeking a contractor to provide veterinary services on an as needed basis at the Sutherland & Delta Facilities for large animals (horses and burros).

This solicitation is being issued as a Request for Quote (RFQ) pursuant to FAR Part 12 Commercial Items and Services and FAR Part 13 Simplified Acquisition Procedures. A single contract award will be made to the responsible contractor whose quote represents the best value in accordance with the evaluation methodology outlined in the “basis for contract award.”

(b) A contract award will not be made if the resulting contract would not represent the "best value" to the government.

(c) To assure timely and equitable evaluation of quotes, quoters are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Offerors are advised that their quote is presumed to represent their best efforts and most complete responses to this solicitation. The offeror’s submission shall not simply rephrase, reiterate, or restate the Government’s requirements, but rather shall provide convincing rationale to demonstrate an understanding of the requirements and address how the offeror intends to meet the requirements. The offeror shall assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the offeror’s submission and such information, as is available to the Government. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and any stated technical requirements.

Failure to adhere to solicitation requirements, at the time of submission, may result in an offeror’s quote being deemed unacceptable to the government and the respondent may be eliminated from award consideration. It is the responsibility of offerors to ensure their quote is received by the government at the designated due date and time.

(d) If an offeror believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the offeror shall immediately notify the contracting officer via email with supporting rationale prior to the question deadline specified on the cover page of this document.

(e) Quotes must be valid for a minimum of 120 days.

(f) This RFQ does not commit the Government to any costs incurred during the preparation and submission of quotes or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the offeror will not be participating in a sealed bid procurement process. Issuance of this RFQ does not constitute an award commitment on behalf of the Government.

(g) Offerors must have an active System for Award Management (SAM) registration by the closing of this RFQ and supplier must maintain an active registration through the duration of the contract if awarded. Registration details can be found at https://www.sam.gov/portal/public/SAM/. The government will obtain representations and certifications through this system.

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals – Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

(h) Award is subject to availability of funds. This project is currently funded based upon an independent cost estimate.

(i) The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists, no additional information will be requested, and certification will not be https://www.sam.gov/portal/public/SAM/ required. However, if at any time during the competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine a fair and reasonable price.

(j) All questions should be emailed directly to the contracting office primary POC by the deadline listed on the first page of this document. Only written questions will be considered and responded to by the government. Responses to questions will be posted as an amendment to the solicitation. Offerors shall not contact any government personnel related to this requirement other than contracting office personnel.

2. SUBMISSION INSTRUCTIONS

Quotes are expected to conform to the solicitation and be prepared in accordance with this section. To aid in evaluation, the quote shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number.

Volume I – Offer and Other Documents This volume shall contain the offeror’s contractual documentation. These documents will be reviewed only for compliance with the solicitation, FAR, or other statutory requirements and will not be evaluated as part of the evaluation factors identified below.

This volume consists of the actual offeror to enter into a contract to perform the desired work. It also includes required representations, certifications, and acknowledgements, justification for noncompetitive proposed subcontracts, request for waiver of patent clauses, any other administrative information, and a summary of any and all expectations and deviations taken to the solicitation.

• Signed SF-1449. Ensure the completion of blocks 12, 17a, 17b (if applicable), 30a, 30b, and 30c. The person signing the quote form must have the authority to commit the offeror to all of the provisions of the quote, fully recognizing that the Government has the right, by terms of the solicitation, to make an award without further discussion if it so elects.

• Signed SF-30(s) to acknowledge receipt of solicitation amendments (if applicable).

• Offeror Representations, Certifications, and Other Statements fully executed as required pursuant to FAR 52.212-3 –

Offeror Representations and Certifications – Commercial Products and Commercial Services. This provision is part of the Representations and Certifications that are submitted and maintained on the System for Award Management (SAM) website. Offerors shall ensure that the Representations and Certifications are up to date in SAM and provide UEI number.

Volume II – Technical Quote

This volume shall contain the offeror’s technical documentation addressing the evaluation factors:

• Technical Capability: Offeror shall provide evidence that the key personnel (primary, backup, and emergency veterinarians) have a veterinarian license in the state of Utah.

• Past Performance: Past Performance, offeror shall provide evidence that key personnel have a minimum of one year veterinarian experience working with large animals (i.e. livestock, horses, burros). Offeror shall provide a reference of previous experience (performed within the past three (3) years). The following information is required:

o Contract number (if Government experience) o Point of Contact (name, phone number, and email address) o Period of Performance o Brief Narrative of Services Provided

Volume III – Price Quote

The price quote shall consist of the offeror’s proposed fixed unit price for all line items listed in the Bid Schedule (Attachment 2) of this solicitation. The total proposed unit price must include all labor, materials, supplies, equipment, travel, overhead, etc. Offeror shall provide a unit price for each line item for all five (5) performance periods.

3. AWARD BASIS and EVALUATION

Basis for Contract Award. The Government anticipates awarding a firm-fixed price service contract to a registered/certified small business concern, using FAR Part 13 Simplified Acquisition Procedures. The Government contemplates a single award contract resulting from this solicitation. Quotes will be evaluated using a tradeoff approach.

This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest priced quote. The Government will perform a comparative evaluation (comparing quotes to each other) to select the offeror that is best suited and provides the best value, considering the evaluation factors in this solicitation. The Government's objective is to obtain the best overall value considered necessary to achieve the project objectives, with a reasonable price.

The Government reserves the right to make an award to other than the lowest-priced quoter if the superior technical submission, warrants paying a premium. Past Performance factor listed below is considered more important than price.

Formal ratings and scoring will NOT be used, rather the evaluators will compare one quote to another. Should initial quotes not provide the Government with a satisfactory total solution, the Government reserves the right to engage with quoting firms to obtain a better understand and to reach a best value determination. The Government reserves the right to engage all, some, or none of the offerors submitting quotations in response to this RFQ. Once the Government determines that an offeror is the best-suited (e.g. the apparent successful awardee), the Government reserves the right to engage with only that offeror to address any remaining issues, if necessary, and finalize a contract with that offeror. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to engage the next best-suited firm based on the original analysis and address any remaining issues. Once the Government has engaged the next best-suited firm, no further engagements with the previous offeror will be entertained until after the contract has been awarded. This process will continue until an agreement is successfully reached and a contract is awarded.

Evaluation Criteria:

1. Technical Capability: This is a “Pass / Fail” factor. Pass constitutes that the offeror has shown evidence that the key personnel (primary, backup, and emergency veterinarians) have a veterinarian license in the state of Utah. Fail constitutes the absence of such evidence.

2. Past Performance: Evaluation of past performance assesses the offeror’s ability to provide services required in this solicitation. Recent and relevant past performance references provided by the offeror will be evaluated. To be considered recent, performance must have been within the last three years and to be relevant the work performed should be similar in scope and complexity to the services identified in the Statement of Work. Past performance that fails the recent and relevant conditions will not be evaluated.

The Government may contact the references provided to obtain past performance information on the offeror. Past performance will be evaluated to assess how well the offeror has successfully managed and performed work similar in nature and complexity of this acquisition.

The Government may obtain past performance information from other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reports System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Contracting Officers and Contracting Officer Representatives can be used by the Government to obtain past performance information on offerors. Any or all of these sources may be used in this evaluation to obtain a complete picture of past performance, in addition to past performance references provided by the offeror.

3. Price The price evaluation will assess each offeror’s proposed unit pricing (base and all options inclusive of

52.217-8) to determine fair and reasonableness based on comparison to competing offers and/or historical information. It is anticipated that there will be adequate price competition; therefore, no additional data will be required from the offeror. If the contracting officer determines there is inadequate price competition, then offerors may be required to submit information to the extent necessary for the Contracting Officer to determine prices fair and reasonable.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price. This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options will not obligate the Government to exercise the option(s).
