PROJECT DESCRIPTION: McCoy Flats Campground Construction Concrete

GENERAL

(a) The Bureau of Land Management (BLM) is seeking quotations for supplies listed in the SOW and as attached in the accompanying documentation (see attachments). The BLM intends to conduct this acquisition by use of simplified acquisition procedures in accordance with FAR Part 13. A single contract award will be made to the responsible quoter whose quotation represents the best value in accordance with the evaluation methodology outlined in the “basis for contract award.”

(b) To assure timely and equitable evaluation of quotations, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Respondents are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and any stated technical requirements. Failure to adhere to solicitation requirements, at the time of submission, may result in a respondent’s quote being deemed unacceptable to the Government and the respondent may be eliminated from award consideration. It is the responsibility of respondents to ensure their quote is received by the Government at the designated due date and time.

(c) Quoters are cautioned to submit adequate information to enable the Government to fully ascertain each respondent’s capability to perform the requirements in accordance with the requirements of the request for quotation (RFQ).

(d) If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the contracting officer via email with supporting rationale prior to the question deadline specified on the cover page of this document.

(e) This RFQ does not commit the Government to any costs incurred during the preparation and submission of quotes or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the respondent will not be participating in a sealed bid procurement process. Issuance of this RFQ does not constitute an award commitment on behalf of the Government.

(f) Quotations must be valid for a minimum of 60 days.

(g) Respondents must complete and maintain an active registration in the System for Award Management (SAM) at SAM.gov prior to close of solicitation. The Government will obtain representations and certifications through this system.

System Considerations Be aware that system updates may lag behind policy changes:

• SAM Representations: Entities are still required to complete certain representations in SAM that are not included in agency solicitations, including 52.223-22 and paragraph (t) of 52.212-3.

• Impact on Agencies: Agencies will not consider these representations in award decisions, and entities are not required to update their registrations to remove them.

(h) All questions should be emailed directly to the contracting office primary POC by the deadline listed on the first page of this document. Only written questions will be considered and responded to by the Government. Responses to questions will be posted as an amendment to the solicitation. Respondents shall not contact any Government personnel related to this requirement other than contracting office personnel.

BASIS FOR CONTRACT AWARD

The Government anticipates awarding a firm-fixed price supplies contract to a registered/certified small business concern, using FAR Part 13 Simplified Acquisition Procedures. The Government contemplates a single award contract resulting from this solicitation. Quotes will be evaluated using a LPTA approach. Award will be made to the responsible quoter whose quote conforms with all solicitation requirements to include terms and conditions, representations & certifications, technical requirements, and also provides the lowest total price.

Quotes will be evaluated using the criteria listed in this section. Noncompliance with the Request for Quote (RFQ) requirements may be grounds to eliminate the quote from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A quote that is orderly and sufficiently documented will enable the Government to perform a thorough and fair evaluation.

After solicitation closing, the Contracting Officer will conduct quote compliance review for determination of basic quote adequacy prior to providing commencing evaluation. Failure to provide a complete quote identified in the solicitation may result in the quote being removed from further consideration for award.

EVALUATION FACTORS FOR CONTRACT AWARD

Technical:

• Criteria: The offeror’s quote must demonstrate compliance with the technical requirements specified in the Statement of Need.

• Delivery Requirements:

Ability to deliver 8 to 20 cubic yards per load to various campsites within one mile of coordinates 40.36983, -

109.59102, Monday through Thursday, 7:00 AM to 3:00 PM.

Compliance with delivery time limits (90 minutes from cement introduction to discharge, or 45 minutes if concrete temperature is 85°F or higher).

• Certification:

Submission of a letter certifying that the concrete mix design meets the specified compressive strength and includes evidence satisfactory to the Engineer that the materials and proportions will produce conforming concrete.

Evaluation: The Government will assess whether the offeror’s proposed concrete mix and delivery plan fully meet these specifications.

Only quotes deemed technically acceptable will proceed to price evaluation.

PRICE

• The proposed price will be evaluation for reasonableness.

Deliveries will be made Monday – Thursday between 7am and 3pm.

The Government does not anticipate any short loads (4 cubic yards or less) and will avoid short loads to the maximum extent possible. Typical load requirements will be 8 to 20 cubic yards per request.

Base Bid Items:

90 cubic yards of the specific concrete mix

Optional Bid Items:

16 cubic yards of the specific concrete mix

Period of Performance:

Deliveries will vary between August 18, 2025 or 7 days within the notice to proceed, whichever is later, and May 22, 2026. Deliveries will be scheduled by the COR.

Specifications:

The contractor shall be responsible for the design of the concrete mix and for providing a letter certifying that the concrete materials and mix proportions (including admixtures if used) will provide the required compressive strength and include evidence satisfactory to the Engineer that the materials and proportions (the “job mix”) will produce concrete conforming to this specification. After a job mix has been approved, neither the source, character, or grading of the aggregates nor the type or brand of cement or admixture shall be changed without prior notice to the COR.

The proportions of the aggregates shall be such as to produce a concrete mixture that works readily into the corners and angles of the forms and around reinforcement when consolidated but will not segregate or exude free water during consolidation. The Maximum Size Aggregate (MSA) shall be 3/4 inches.

The maximum water to cement ratio (w/c) shall be 0.45 unless otherwise specified. The concrete mix shall have a 28-day compressive strength of 4,000 psi or greater. The minimum cement content shall be

6.5 bags (611 lbs.) per cubic yard. Use Type I or Type II portland cement meeting the requirements of ASTM C150. Water used in mixing and curing concrete shall be clean and free from injurious amounts of oil, salt, acid, alkali, organic matter, or other deleterious substances. Wash water shall not be used as part of the mixing water for succeeding batches.

The entrained air content by volume shall be 3% to 7% of the volume of the concrete. Air entraining admixtures shall conform to the requirements of ASTM C260.

Unless otherwise specified, the slump shall be within the range of 3 inches minimum to 5 inches (maximum).

Chemical admixtures, if used shall conform to the requirements of ASTM C494 and be of the types in the list below. Admixtures containing calcium chloride shall not be used.

• Type A- Water-reducing admixture

• Type B- Retarding admixture

• Type C- Accelerating admixture

• Type D- Water-reducing and retarding admixture

• Type E- Water-reducing and accelerating admixture

• Type F- Water-reducing, high range admixture

• Type G- Water-reducing, high range, and retarding admixture

Superplasticizers (ASTM C494 Types F and G) may be used to increase workability and reduce the water content required to produce a concrete mix within the slump range shown above. The use of superplasticizers will be approved by the Engineer at the pre-construction meeting. Superplasticizers shall be used according to manufacturer’s recommendations. The maximum slump before adding superplasticizers shall be within the range of 3 to 5 inches. The maximum slump after adding superplasticizer and prior to placement of the concrete shall be 7 ½ inches.

All materials used in concrete construction shall meet the applicable ASTM standards and/or ACI specifications.

Ready-mixed concrete shall be mixed, transported, and placed in a freshly mixed and unhardened state and meet the requirements as described in ASTM C94 “Standard Specification for Ready-Mixed Concrete”.

No mixing water in excess of the amount called for by the job mix shall be added to the concrete during mixing or hauling or after arrival at the delivery point. Withholding some of the water until the concrete arrives on the job and then adding the remaining water and turning the mixer 30 revolutions at mixing speed is allowed to overcome transporting conditions. Water to compensate for up to a 1-inch loss in slump may be added one time prior to discharging any of the load, not to exceed the design maximum water cement (w/c) ratio.

A delivery ticket for each batch of concrete shall be provided to the COR by the concrete supplier prior to the concrete being unloaded at the work site. Upon completion of the placement of all concrete, copies of all batch tickets shall be provided to the landowner. The following minimum information shall be included on each Batch Ticket:

a. Name of purchaser and the work location (address)

b. Name of the concrete supplier (ready-mix batch plant)

c. Batch plant location

i. Amount of concrete delivered to the site (batch size)

j. Time the concrete was unloaded at the site

k. Actual weight of Cement (also Fly Ash and/or other mineral admixtures if used)

l. Actual weight of Aggregates (Coarse and Fine)

m. Actual weight of Water added at the plant

n. Actual volume of Admixture(s) – Type(s) and Quantity(s) added at the plant (if used)

o. Actual weight and type of fiber reinforcement (if used)

p. Water/Cement ratio of batch leaving the plant

q. Quantity of water added at the site by the receiver of the concrete

r. Admixture(s) added at the site – type(s), quantity(s), and time admixture(s) added to the concrete

The contractor shall be responsible for any changes to the certified design mix.

Concrete shall be delivered to the site and discharged into the forms within 90 minutes after the introduction of the cement to the aggregates. In hot weather or under conditions contributing to quick stiffening of the concrete or when the temperature of the concrete is 85° F or above, the time between the introduction of the cement to the aggregates and discharge shall not exceed 45 minutes. Concrete shall be conveyed from the mixer to the forms as rapidly as practicable by methods that will prevent segregation of the aggregates or the loss of mortar.

Testing:

Testing will be performed by the Government.

Quote Requirements: Submit a firm fixed price, stating the total amount and unit price per cubic yard.

The bidder shall include any additional costs beyond the concrete price in the quote, i.e. “environmental fees, hourly fees, fuel surcharge, etc.” Include a letter certifying the concrete design mix will meet the specified compressive strength.
