PROJECT DESCRIPTION: FOSSILS AND ASSOCIATED RECORDS PREPARATION AND CURATION
GENERAL
(a) The Bureau of Land Management (BLM) is seeking quotations for supplies listed in the SOW and as attached in the accompanying documentation (see attachments). This acquisition is being conducted utilizing simplified acquisition procedures in accordance with FAR Part 13. A single contract award will be made to the responsible quoter whose quotation represents the best value in accordance with the evaluation methodology outlined in the “basis for contract award.”
(b) To assure timely and equitable evaluation of quotations, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Respondents are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and any stated technical requirements.
Failure to adhere to solicitation requirements, at the time of submission, may result in a respondent’s quote being deemed unacceptable to the Government and the respondent may be eliminated from award consideration. It is the responsibility of respondents to ensure their quote is received by the Government at the designated due date and time.
(c) Quoters are cautioned to submit adequate information to enable the Government to fully ascertain each respondent’s capability to perform the requirements in accordance with the requirements of the request for quotation (RFQ).
(d) If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the contracting officer via email with supporting rationale prior to the question deadline specified on the cover page of this document.
(e) This RFQ does not commit the Government to any costs incurred during the preparation and submission of quotes or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the respondent will not be participating in a sealed bid procurement process. Issuance of this RFQ does not constitute an award commitment on behalf of the Government.
(f) Quotations must be valid for a minimum of 60 days.
(g) Respondents must complete and maintain an active registration in the System for Award Management (SAM) at SAM.gov prior to close of solicitation. The Government will obtain representations and certifications through this system.
System Considerations Be aware that system updates may lag behind policy changes:
• SAM Representations: Entities are still required to complete certain representations in SAM that are not included in agency solicitations, including 52.223-22 and paragraph (t) of 52.212-3.
• Impact on Agencies: Agencies will not consider these representations in award decisions, and entities are not required to update their registrations to remove them.
(h) All questions should be emailed directly to the contracting office primary POC by the deadline listed on the first page of this document. Only written questions will be considered and responded to by the Government. Responses to questions will be posted as an amendment to the solicitation. Respondents shall not contact any Government personnel related to this requirement other than contracting office personnel.

EVALUATION FACTORS FOR CONTRACT AWARD
1. Technical Acceptability
Subfactor 1: Organizational Experience
Criteria: Offerors must demonstrate a minimum of four years of experience in preparing, stabilizing, preserving, and managing DOI paleontological collections. Submissions should describe previous projects (e.g., contracts with federal agencies, museums, or academic institutions) that demonstrate successful fossil curation.
Evaluation: Proposals are rated “Acceptable” if they provide verifiable evidence of relevant paleontological service experience. Proposals with insufficient or unrelated experience are rated “Unacceptable.”
Subfactor 2: Curation Facility Standards and Procedures
Criteria: The Offerors repository must meet the requirements as described in Department of the Interior (DOI) policies and directives found at https://www.doi.gov/museum/museum-policy (see specifically Directive 14, Facility Checklist for Spaces Housing DOI Museum Property and Department Manual 411).
As required for any facilities/repositories holding federal collections, the Offeror must be able to be approved to hold federal collections via the procedure outlined in this Directive, Manual, and 43 CFR 49, subpart C Management of Paleontological Collections. The facility must be located within 160 miles of CLDQ, featuring secure, climate-controlled storage. The facility must meet cybersecurity standards for electronic records (e.g., FISMA, NIST SP 800-53) and physical security requirements (e.g., restricted access, anti-theft measures). A detailed curation policy must be submitted, outlining procedures for:
• Specimen preparation (e.g., archival materials, non-destructive techniques).
• Environmental controls (e.g., temperature 65-75°F, humidity 40-55%, UV protection).
• Cataloging and inventory management (e.g., digital database, annual audits).
• Research and educational access protocols per PRPA.
• Protection of sensitive locality data (43 CFR 49.15).
The policy must align with museum best practices, such as Society of Vertebrate Paleontology guidelines and American Alliance of Museums standards.
Evaluation: Rated “Acceptable” if the facility including the curation policy fully complies with all specified standards. Rated “Unacceptable” if the policy is incomplete, non-compliant, or deviates from best practices.
2. Price
Provide a price quote encompassing all services (preparation, housing, stabilization, preservation, and collections management), including labor, materials, and facility operations costs. For labor, provide a breakdown of skill mix (i.e., all labor categories) and level of effort (i.e., all hours). For materials, provides a list of items and quantities. For facility operations cost, provide an explanation to support all costs. Propose a Payment Schedule that aligns with the deliverables and schedule in Section 9 and 10 of the Statement of Work.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.

(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.

This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
