II. Scope of Work
The scope of the contract is to provide all labor, equipment, transportation, supplies, materials, and tools to pump 25 toilet vaults in 15 restroom facilities (single and double-vault buildings) at four (4) recreation sites for one or two service visits (see attached bid schedule) over a 12-month period, beginning when the contract is awarded (See Part C.I.). Contract includes 4 option years.
A Notice of Intent to exercise option years will be sent to contractor 30 days prior to current contract expiration date.
Each restroom facility consists of one or two below-ground vault(s) in which sewage is contained. BLM acknowledges that physical and biological elements (e.g., spiders, insects, rodents, reptiles, birds, bacteria, and viruses) may be present at these sites; the Contractor must ensure the safety of their employees and provide adequate personal protective equipment that meets industry standards for protection against these elements. In addition, the Contractor will provide certification they are qualified and licensed to provide the required pumping services.
Any changes to the scope of work will need to be approved by the Contracting Officer (CO).
Most toilet vaults will need to be pumped once annually. Depending on the amount of use, some toilet vaults may need to be pumped twice in one year, and some may not need to be pumped at all. BLM will determine pumping schedule on an as-needed basis and will contact the Contractor when service is needed. On average, 22-23 vaults will need to be pumped each year. This contract does not bind BLM to pump all 23 toilet vaults during any one 12-month service year.
The Contractor will submit a brief work plan that demonstrates how the Contractor will provide all labor, supervision, tools, equipment, supplies, and transportation necessary to provide toilet vault pumping services, including: charging with water, pumping out sewage, removing trash, cleaning up any spills, adding sewage treatment, recharging empty vault with water, disposing of sewage and sewage-contaminated trash, and any other related work in compliance with the terms, conditions, specifications, and provisions of this contract (Part B.III.). The Contractor will provide Safety Data Sheets (SDS) for all chemical products used, including cleaning materials and sewage treatment product. If products change, the Contractor will supply new SDS sheets to the Contracting Officer’s Representative (COR) or Project Inspector (PI).
Part B – Work Requirements
I. Contractor Furnished Materials and Property
a. Pumping Equipment and Supplies
Contractor will furnish all needed materials, supplies, tools, and equipment sufficient and appropriate to perform the required vault pumping services. This includes and is not limited to:
sewage pump truck, water truck, suction hoses, shovels, wrenches, heavy-weight/industrial strength garbage bags, flashlights, brooms, mops, pails, disinfectant, sewage treatment product, and any other needed tools and equipment. All equipment will be in conformance with federal, state, and local regulations. All cleaning materials must be of a type that will not have an immediate or extended detrimental effect on any of the surfaces being cleaned, with use of
“green” or “bio-based” products to the maximum extent possible. In addition, cleaning and other products must comply with the EPA’s Comprehensive Procurement Guidelines and USDA’s
BioPreferred Designated Products.
The Contractor also must provide necessary equipment and supplies to ensure the safety of their workers. This includes, but is not limited to, personal protective equipment that conforms to industry standards and any recommended vaccinations.
b. Motor Vehicles
Contractor is responsible for supplying vehicles suitable for pumping and transporting sewage, delivering water, and transporting staff, equipment, and supplies to perform the required services at each of the four recreation sites.
Access roads to restroom facilities are graded, graveled and/or well-used dirt roads. Four-wheel drive vehicles are recommended during periods of inclement weather due to potentially adverse road conditions.
II. Government Furnished Materials and Property
The BLM SLFO will provide maps of each recreation site with the locations of the restroom facilities. Each restroom facility has one or two toilet vault cleanout hatches located at the back of and on the outside of the restroom building with a cover that is padlocked or bolted in place for visitor safety. For those hatch covers with padlocks, the BLM will furnish keys to the padlocks on the vault cleanout hatch covers. All other hatch covers will require the use of a wrench. Restroom facility doors are kept unlocked, except when locked by BLM for safety concerns; BLM will notify the Contractor if restroom doors are locked for any reason.
Pumping services will be performed from the vault cleanout hatches and on the outside and at the back of the restroom building. The Contractor is responsible for unlocking/unbolting the cover to gain access to the cleanout hatch and replacing the cover and securing it in place with the bolt or padlock immediately after servicing is complete. At no time shall the Contractor leave an uncovered cleanout hatch unattended. Cleanout hatch covers are to be secured for public safety.
In some instances, with COR or PI approval, pumping services may be performed through the toilet riser on the inside of the restroom building. Pre- and post-charging with water may be performed through the toilet riser on the inside of the restroom building, without the need for
COR or PI approval.
Clean water for the pre- and post-charging tasks is available only at one of the four recreation sites from approximately April through November and may be used for this purpose. Clean water is available at Simpson Springs Campground and also may be available at the BLM Vernon Fire
Station, with prior approval from the COR or PI. For recreation sites where water is not available on-site or at sites where the water is not turned on, the Contractor will bring water to the recreation site to accomplish the task.
III. Contractor Tasks and General Deliverables
a. Pre-Work Coordination Meeting
Pre-work coordination meeting will be held within 15 days of the contract award and the start of option years. BLM and the key Contractor staff (Project Manager, at a minimum, and core staff, as appropriate) will attend one pre-work coordination meeting to review required work, invoicing, and other provisions of the contract. The pre-work coordination meeting will be via
Microsoft Teams (or another teleconferencing format) or held at the Salt Lake Field Office in
West Valley City, Utah and is anticipated to last 2 hours.
The BLM will notify the Contractor in advance of the pre-work coordination meeting date, time, and place; provide an agenda; and provide meeting notes afterwards. The Contractor will submit
SDS sheets at the meeting for all chemical products to be used during toilet vault pumping services.
Deliverable Due Date
Pre-Work Coordination Meeting Attendance Within 15 business days after the contract is awarded and the start of option years
b. Annual Work Plan
Within 10 business days after the contract is awarded, the Contractor will submit a brief work plan that demonstrates how the Contractor will provide all labor, supervision, tools, equipment, supplies, and transportation necessary to provide toilet vault pumping services, including:
charging with water, pumping out sewage, removing trash, cleaning up any spills, adding sewage treatment product, recharging empty vault with water, disposing of sewage and sewage-contaminated trash, and related work in compliance with the terms, conditions, specifications, and provisions of this contract (Part B.III.c-d.). The Contractor will provide pumping services only when requested by the COR or PI.
1) Notification: The COR or PI will notify the Contractor of the recreation site location(s) and the vaults requiring pumping services. This initial notification will be by phone, email, or text.
a. Within 48 hours of this initial notification, the Contractor will schedule and respond to the COR or PI with the date and time of the requested pumping service by phone, text, or email.
2) Scheduling: The Contractor will schedule the requested pumping service within 14 days of the notification for service.
a. Response time for emergency pumping services will be by mutual agreement between the BLM and the Contractor.
b. Any changes to already scheduled pumping service dates will be submitted by text or email for approval to the COR or PI.
3) Days of work: All vault pumping services, unless otherwise authorized, will be scheduled and performed on non-holiday weekdays (i.e., Monday through Friday) in order to avoid interference with, and disturbance of, recreation site visitors on the weekends. Contractor may obtain exceptions (with prior approval from the COR or PI) if needed for emergency pumpings, inclement weather, equipment or vehicle failures, staff shortages, or other unforeseen circumstances.
4) Hours of work: Work will be scheduled so that it is generally accomplished during daylight, from sunrise to one hour after sunset. Any pumpings scheduled on Friday generally will be completed no later than noon.
a. Exceptions for working outside of these hours may be obtained with prior approval from the COR or PI for emergency pumpings, inclement weather, equipment or vehicle failures, staff shortages, or other unforeseen circumstances.
The draft annual work plan should be provided before or during the annual pre-work coordination meeting described above. The BLM will review and request any necessary edits within 5 business days. The Contractor will have an additional 5 business days to incorporate requested edits and submit the final annual work plan to the BLM. The preferred format for the annual work plan is either a Microsoft Excel, Microsoft Word, or an Adobe PDF document.
Draft annual work plan (BLM will have 5 business days to review and comment)
Within 15 business days after the contract is awarded and the start of option years
Final annual work plan Within 5 business days after BLM returns the draft annual work plan
Safety Data Sheets (SDS) for all sewage treatment or cleaning products used
Before application of sewage treatment or cleaning products at BLM sites
c. Vault Toilet Pumping Service Tasks
The Contractor is responsible for completing all toilet vault pumping service tasks for the 25 toilet vaults (15 restroom facilities) at the four (4) recreation sites by the scheduled date after the initial notification from the COR or PI or the rescheduled date within the constraints of the annual work plan (Part B.III.b.). BLM must have the opportunity to witness all tasks, if requested.
Vault toilet pumping service tasks are the eight (8) tasks specified below. These are to be performed as described and in accordance with the work performance standards in Part C.III.
1) Charge with water: Prior to pumping sewage, Contractor shall fill the vault with sufficient water to facilitate removal of all sewage and trash in the vault.
a. Contractor may perform water charging task through the toilet riser on the inside of the restroom building or through the vault cleanout hatch on the outside and at the back of the restroom building. If the vault cleanout hatch is used, the cover will need to be unbolted or unlocked and rebolted or locked after the task is completed.
2) Pump out sewage: Contractor shall pump vaults as close to empty as possible, with no more than six (6) inches of sewage left in the vault.
a. Contractor will pump out sewage from the vault cleanout hatch on the outside and at the back of the restroom building. The cover will need to be unbolted or unlocked and rebolted or locked after the task is completed.
b. Contractor may perform the task through the toilet riser on the inside of the restroom building only under special circumstances with the prior approval of the
COR or PI.
c. Contractor will hose down (i.e., wash) the interior walls of the vault and the cleanout hatch with sufficient pressure to remove any clinging sewage or trash.
3) Remove trash: Contractor shall remove trash from the vaults, collect it in heavy duty/industrial strength trash bags or other containers, and haul it away for proper disposal.
a. Trash will be mixed in with the sewage and may include: cans, bottles, rocks, sticks or logs, animals or animal parts, clothing, plastic bags and containers, metal products, food products, cardboard and paper products, unused rolls of toilet paper, tools, diapers and sanitary napkins, and other miscellaneous garbage, litter, or debris.
4) Clean up spills: Contractor shall immediately clean up any spills or contamination that occur inside the restroom building or outside on the surrounding cement, vegetation, and/or soil during the pumping or trash removal tasks. This includes cleaning to disinfect walls, floors, ceiling, window, door, handles, toilet seat and riser, and any other fixtures and replacement of toilet paper, if necessary, at the Contractor’s expense.
5) Add sewage treatment product: Contractor shall add sewage/septic tank treatment bacteria and/or enzymes to the empty vault after pumping, trash removal, and spill cleanup tasks are completed.
a. Contractor shall use 2.5 gallons of the “Port Septic Tank Treatment” product made by Southland Organics in every vault after every pumping. See website:
https://www.southlandorganics.com/products/septic-tank-treatment?variant=13439969732.
b. A substitute product may be used, only after approval by the COR or PI. The substitute must be an organic microbial culture that facilitates the breakdown of raw sewage; digests difficult compounds toxic to naturally occurring bacteria or existing sewage bacteria; contain bacterial strains that break down difficult fats, oils, tissue, hydrocarbons, and phenols; reduces corrosion resulting from leaching hydrogen sulfide; and controls odor without perfumes or fragrances. In addition, the substitute must be biodegradable in water, harmless to animal and human life, noncorrosive and nonpathogenic; safe to handle and store; promote the natural composting process; and increase microbial activity after use.
6) Recharge with water: Contractor shall charge each vault with 200 to 300 gallons of clean water after pumping, trash removal, cleanup, and sewage treatment tasks have been completed.
a. Contractor will perform this task as described under task 1) Charge with water.
7) Dispose of sewage and trash: Contractor shall transport and properly dispose of sewage and sewage-contaminated trash removed from the toilet vaults.
a. Contractor shall transport sewage in licensed containers and/or vehicles and sewage-contaminated trash in heavy-duty/industrial trash bags or other containers to a licensed/permitted disposal facility and pay all fees associated with disposal.
Sewage and sewage-contaminated trash handling and disposal will conform with all federal, state, and local laws and ordinances, including applicable health regulations.
8) Notify of completed service: Contractor will notify the COR or PI via phone, text, or email after all scheduled vault pumping service tasks have been completed.
a. Notification generally will occur on the same business day or on the next business day after vault pumping services have been completed.
https://www.southlandorganics.com/products/septic-tank-treatment?variant=13439969732 https://www.southlandorganics.com/products/septic-tank-treatment?variant=13439969732
Vault Toilet Pumping Service Tasks As described in the section above and scheduled with the COR or PI
d. Notifications of Service Completed or Service Delayed
1) All notifications must be by text message or email. The Contractor may call with information or questions, but must follow up with a brief, written record of the completed or re-scheduled vault pumping service visit. The BLM will confirm any re-scheduled toilet vault pumping service date in writing (via email or text). BLM will generally respond during regular business hours.
2) Contractor will notify the COR or PI on either the same business day or on the next business day after all toilet vault pumping service duties have been completed for the scheduled service date. This includes notification after re-scheduled toilet vault pumping service dates and for completing or re-performing toilet vault pumping service duties for deficient or unperformed work (see Part D.II.).
3) Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific restroom facilities. This is especially a concern during the winter months (December through March/April); and generally, vault pumping services will not be requested or scheduled during this period of time. If weather conditions prevent a scheduled vault pumping service visit, the Contractor must notify the COR or PI one day in advance or on the same business day as the scheduled service to reschedule. The toilet vault pumping service visit should be rescheduled as soon as practicable, weather and road conditions permitting. Contractor will notify the COR or PI by text or email on either the same business day or on the next business day after the rescheduled vault pumping service has been completed.
4) BLM acknowledges that occasionally there will be other needs for rescheduling vault pumping service dates. Such reasons may include but are not limited to: equipment and vehicle failures, staff shortages, and other unforeseen circumstances. When reasons other than weather cause a delay to the scheduled service date, the Contractor must notify the
COR or PI one day in advance or on the same business day as the originally scheduled service date to reschedule as soon as practicable. The Contractor should attempt to complete the toilet vault pumping service within two weeks of the initially scheduled service date. Contractor will notify the COR or PI on either the same business day or on the next business day after the rescheduled vault pumping service has been completed.
5) For the purposes of bidding, the BLM assumes that Notifications of Service Completed will take place a maximum of 22 times during the contract service year: a maximum of
15 service visits per year plus up to 7 notifications for rescheduled pumping service visits.
6) Service Completed Notifications are a critical component of the invoice/billing payment process and the inspection process. BLM will use the notifications to confirm the scheduled toilet vault pumping service duties were completed and for post-service inspections. The COR or PI will compare the pumping service invoice dates with the
Service Completed Notification dates and also schedule inspections accordingly. The
Contractor may not be paid for invoice dates that do not have a corresponding Service
Completed Notification email or text, unless completion of vault pumping service tasks can be confirmed otherwise. See Part C.IV.
Notification of Service Completed (by text or email)
Within one business day after completing the scheduled pumping service visit
Notification of Service Delayed (by text or email) Within one business day before or on the same business day as the scheduled pumping service date
Part C – Contract Administration
I. Period of Performance: Delivery Timeframe
Contract Service Start Work Date is as soon as the contract is awarded and will extend for twelve
(12) months. For any exercised option year, the contract will start as soon as the prior contract year ends. Contractor will be notified by the COR or PI when and where toilet vault pumping services are needed. The frequency and exact dates when services will be required cannot be pre-determined but generally will occur in the spring and/or fall. An average of 22-23 vaults will need to be pumped each year at the four (4) recreation sites; not all vaults will require pumping every year (see attached bid schedule).
II. Place of Performance
Work primarily will take place at the four developed recreation facilities (shown in Table 1 in
Part A.I. and on the overview map in Part E.II.), with the potential for occasional travel to the
BLM Utah State Office (UTSO) and Salt Lake Field Office (SLFO) (located in Salt Lake City and West Valley City, Utah, respectively) for the purpose of attending meetings with the CO, COR and/or PI.
III. Work Performance Standards
The BLM is the final authority on all contract and work reviews and deliverables.
a. Continuous Performance
Contractor will continue performance under the specifications of the contract without delay or interruption, except by causes beyond his/her control (such as inclement weather, equipment or vehicle failures, staff shortages, or other unforeseen circumstances) or by the receipt of a "Stop
Work Order" issued by the BLM.
b. Contract Management
The BLM will coordinate with the Contractor to schedule dates for toilet vault pumping services.
The Contractor will plan, supervise, and track work to ensure labor, supplies, material, tools, and equipment are available to complete work requirements within the specified timeframes and/or limits and in conformance with contract requirements.
c. Contractor Support: Key Personnel
Contractor will provide and maintain an adequate work force with the necessary expertise to acquire necessary materials, supplies, tools, and equipment and perform the required vault pumping service tasks in a timely, safe, and efficient manner.
d. Camping
Overnight camping within any of the four recreation sites serviced under this contract may be authorized by the COR or PI if needed to complete the contracted work.
e. Interaction with Public
During the performance of toilet vault pumping service tasks, the Contractor will, at all times, be courteous to the public. Contractor will perform vault pumping service tasks so as to cause the least interference with, and disturbance to, recreation site visitors. In those cases where some interference may be essentially unavoidable, the Contractor will be responsible for minimizing any inconvenience and/or discomfort to recreation site visitors.
f. Protection of Government Property
During execution of vault pumping service duties, the Contractor will take special care to protect
Government property from unintended uses or substances, including sewage, sewage-contaminated trash, and cleaning fluids. Government property includes and is not limited to:
restroom facilities, buildings, walkways, and cement pads; picnic tables; fire rings and grills;
