This is a one (1)-year firm-fixed price commercial items services contract for cone collection and turning bagged cones at Walter Horning Seed Orchard, near Colton, OR and at Travis Tyrrell Seed Orchard, near Lorane, OR. The Government intends to award two (2) contracts, one (1) contract for each seed orchard. SECTION C – STATEMENT OF WORK
STATEMENT OF WORK
1.0 GENERAL – HORNING and TYRRELL
1.1 Description of Work
1.1.1 The Bureau of Land Management (BLM) is soliciting services for cone collection, bagging, transport, shelving, and turning of cones at the Walter Horning Seed Orchard (HSO) or (Horning) and the Travis Tyrrell Seed Orchard (TSO) or (Tyrrell) located in the BLM Northwest Oregon District. Contractors can bid on one or both Orchards, though the Government will only award one Orchard per contractor. The purpose of this contract is to help meet the goal of seed needs used for reforestation purposes. Timeliness in meeting the requirements of this contract is vital due to potential loss of seed from over mature cones.
1.2 Locations of Work
Walter Horning Seed Orchard, 27004 S. Sheckly Rd., Colton, Oregon 97017
Travis Tyrrell Seed Orchard, 26411 Siuslaw Rd., Lorane, Oregon 97451
1.3 Access
1.3.1 Access to all orchard units at the Seed Orchards is by gravel or chipseal surfaced roads using a two-wheel drive vehicle. A four-wheel drive vehicle may be necessary to access areas within the orchard blocks.
Driving into the orchard units must be approved by the Contracting Officer’s Representative (COR) and shall be limited to COR-approved utility or all-terrain vehicles (UTVs - ATVs), hydraulic platforms, and vehicles used for hauling ladders and for collection of properly measured and identified bags of cones. Tree stumps hidden by grass may exist in orchard units that could pose a hazard to a vehicle.
1.3.2 All work at the orchards shall be performed Monday through Friday 7:00 a.m. to 5:00 p.m. unless otherwise approved by the COR. Work may be done on Saturday, Sunday, and Federal holidays if mutually agreed to by the COR and the Contractor.
1.4 Description of Seed Orchards:
1.4.1 Horning is a 609-acre facility that has approximately 169-acres devoted to conifer seed production. The orchard units are in two sections and are accessed through locked gates. Orchard aspect is varied but mostly level with gentle slopes less than 12%. The species include Douglas-fir, noble fir, western hemlock, western redcedar, white fir, sugar pine and western white pine. These seed production orchards may produce 1,600 to 6,000 bushels of cones annually depending on factors such as customer needs, crop stimulation and flowering success.
1.4.2 Tyrrell is a 780-acre facility with approximately 300-acres predominately of grafted Douglas-fir orchards.
The orchard units are in two sections and are accessed through locked gates. Orchard aspects are varied, with mostly gentle slopes less than 12%; however, slopes up to 25% are present. Initial tree spacing at planting was approximately 20 feet x 20 feet. However, with roguing, thinning and normal death of trees over the years in the first-generation orchards, remaining trees can be some distance from each other. In the Consolidated Orchards (one-and-a-half and second-generation orchards), tree spacing is approximately 20 feet x 20 feet with a small percent planted approximately 20 feet x 10 feet. These seed production orchards may produce from 250 to 6,000 bushels of cones annually depending on factors such as customer needs, crop stimulation and flowering success.
1.5 Camping – Camping on BLM administered land at Horning will only be permitted in approved sites and with the prior authorization of the CO. Camping is not permitted at Tyrrell. Should such a work camp be authorized at Horning, the Contractor shall maintain the camp in an orderly and sanitary manner. This will
BLM NWOD DISTRICT OFFICE Page 7 of 51 require portable sanitation units at all sites. All fire regulations and permits shall be followed. Requests for camping authorization shall be made in writing.
1.6 Smoking on Orchard Property – smoking is only allowed in Government designated areas to be identified at the prework conference.
2.0 DEFINITIONS
Aluminum Nail – A large aluminum nail placed on the north side of an orchard tree at height of approximately 4.5 ft. above ground level holding tags or labels on trees.
Bagger – Contractor’s employee specifically responsible for measuring cone quantity, bagging cones, and properly identifying bags with Government-furnished tags.
Barlock – Plastic fastener (that can only be tightened) for securing the cone bag opening; also called a zip tie, cable tie or ladder tie.
Breeding Unit (BU) – see orchard unit.
Bole – The stem or trunk of the tree.
Bulk Collection – A cone collection method where individual tree identification is not required. Cones in a specific orchard unit/group are mixed by the bagger only (not pickers) with those of other trees in the same orchard unit/group. There may be different groups of bulk collections within that orchard unit and designated by the Government. Cone collection tags will be pre-printed showing the word BULK, the orchard name, and, in some cases, a group name.
Bushel – Eight U.S. dry gallons. The conversion is as follows: 1 U.S. bushel = 35.23907017 liters = 8 dry gallons = 9.309177489 liquid gallons. Cones are measured prior to them flaring.
For sugar pine cones, approximately eighteen (18) cones equal a bushel.
Cambium – The layer of growing tissue that lies beneath the bark.
Clean picked –
Sugar Pine – A tree with no more than 2 cones remaining following picking unless otherwise instructed by the COR.
Douglas-fir – A tree aged 15-years and greater leaving no more than 25 cones on the tree following picking of the cones; and a tree aged less than 15-years with no more than 10 cones remaining on the tree following picking.
All other species – 98 percent of the cones on the tree must be picked, unless otherwise instructed by the COR.
Climber – Individual who has experience climbing trees for cultural purposes. Individual who climbs the tree and harvests mature cones.
Clonal Collection – A cone collection method where individual tree identification is required. Cones collected from each tree are identified with tags that specify its row, position, breeding unit, stand, and tree number. Cones from one tree are kept separate from cones from another tree.
Clone – An orchard tree that is genetically identical to the parent tree from which it was derived. A clone may be duplicated multiple times within an orchard unit.

Closed Cone – The seed-bearing organ of a conifer in which cone scales have not opened to allow seed dispersal. Also referred to as a tight cone.
Cone – The seed-bearing organ of a conifer.
Cone Bag – A ½- to 1-bushel sized nylon, burlap, or other open-weave material bag to hold cones.
Cone Collection Tags – (also called cone tags or cone identification tags) Identification tags supplied by the Government to be used by the Contractor to place on bags of harvested cones.
Cone Hook – A long pole with heavy gauge wire on the end used to pull branches towards the picker to aid in harvesting cones.
Conelets – Immature, one-year old pinecones, usually 3 to 4” long.
Consolidated Orchard – Also, referred to as one-and-a-half (1.5) generation (gen.) or second (2nd) generation orchards. The consolidated orchard units’ trees were planted in 2010-2021 and are up to twenty
(20) feet in height.
Cooperator – An organization (i.e., a BLM District, a private forest management company, State Department of Forestry, a tribal government or a tree nursery) that has entered into a formal agreement with other cooperators to form a seed cooperative for the purpose of collecting improved seed for its own purposes.
Crew – A group of two or more workers capable of collecting cones in an orchard in a timely manner.
Each crew will have a supervisor or crew leader designated by the supervisor.
Damaged Orchard Tree – Severance of the main tree stem, or a major injury to cambium of one-half or more the circumference of the tree bole.
Drying Rack – A 6.5-foot x 3.5-foot stackable metal pallet which can hold up to eight one-half bushel cone bags (generally 3 or 4 pallets are stacked) or a metal rolling rack which can hold up to 18, one-half bushel cone bags.
Flared Cone – The seed-bearing organ of a conifer that has matured enough for the cone scales to open to allow seed dispersal.
First (1st) Generation Orchard – Older Orchard units planted 1988-2002, ranging in height between approximately thirty to one hundred (30-100) feet.
Healthy Cone – Cones which are fertile, mature, and healthy; capable of producing viable seed.
Hydraulic platform, Hydraulic lift, High-lift or Lift– A motorized lift capable of providing a mobile, elevated platform from which to collect cones. The lift shall be capable of accommodating two workers (including the operator). The platform shall extend a minimum of 40 feet in height.
Legible – plain, clear, and readable writing.
Natural Cone Crop – An unplanned, pickable crop that develops without the use of operational stimulation techniques such as girdling, fertilization, or injection of plant growth regulating hormones.
Orchard Ladder – A three-legged ladder ranging from 8 to 16 feet in height. The pivoting, tripod support leg, is used for support, eliminating the need to “rest” the ladder against the tree for stabilization.
Orchard Trees – A group of genetically improved trees selected from a specific area used for producing seed for reforestation material and genetic testing.

Orchard Unit (OU) – Also known as orchard or orchard block. A group of genetically improved trees selected from a specific area used for producing seed for reforestation material that represents a specific elevation, breeding zone or forest.
Quality Control – Those actions taken by a Contractor to control the performance of services to ensure services meet the requirements of the Statement of Work (SOW).
Ramet – An individual replication of a clone.
Stimulated Orchard – An orchard where trees are encouraged to produce a cone crop through operational techniques such as girdling, fertilization, or injection of hormones.
Supervisor – In order to communicate with the COR and Contractor’s crew, an individual who is fluent and literate in English as well as in the language, if different, of the Contractor’s crew. This individual supervises one of the Contractor’s crews each workday, making periodic inspections and corrections, if necessary, to keep work compliant with contract specifications.
Tarp Collection – A type of cone collection where an individual places a tarpaulin, canvas, plastic or other material or fabric flat on the ground under a tree, drops cones from the tree onto the fabric and later collects the cones off the fabric into a container. In this contract, tarp collection is not allowed.
Tree – An individual member of a clone.
Tree ID Tag – An identification tag (also called a tree tag or tree number tag) attached to each orchard tree identifying its Row and Column or Position, and its Clone number. Tags are usually on the north side of a tree.
3.0 CONTRACTOR-FURNISHED PROPERTY AND SERVICES
3.1 General and Safety
3.1.1 The Contractor shall provide all necessary personnel physically capable of performing the work and meet performance times. The Contractor shall provide supervision, transportation, all materials for personal use, tools, and supplies necessary to accomplish the services, except for materials provided for in 4.0 Government-Furnished Items. Workers shall not damage the tree bark during climbing. Therefore, soft-soled shoes are recommended when climbing trees.
3.1.2 The Contractor’s supplies shall include orchard ladders up to a height of 16 feet. If employing mostly climbing crews, the Contractor’s supplies shall include at least one hydraulic lift for each separate climbing crew to reach the cones in treetops and on long branches unreachable by climbers. If not employing mostly climbing crews, the Contractor’s supplies shall include an adequate number of hydraulic lifts to accomplish the services and meet performance times. The combination of crew size, experienced climbers, and hydraulic lifts must be adequate to keep up with cone ripening and complete cone collections before cones flare and seeds begin to disperse, which could require the contractor to pick 225 bushels per day.
3.1.3 The Contractor shall follow manufacturers and OSHA’s specifications for safe operation of the hydraulic lifts and for personnel safety. The Contractor shall operate hydraulic lifts in such a manner that damage to branches is minimized and tree boles are unharmed (see bole in 2.0 Definitions).
3.1.4 The Contractor shall ensure all equipment is safe and adequate to do the work. The Contractor shall have spark arrestors on motorized equipment. The Contractor shall keep equipment well maintained.
3.1.5 The Contractor is solely responsible for the security of their equipment and materials.

3.1.6 The Contractor shall be responsible to comply with all State Safety and Occupational Safety and Health Administration (OSHA) regulations for all operations.
3.1.7 The Contractor shall not leave crew members alone (unsupervised) and shall always provide crew emergency transportation.
3.1.8 The Government reserves the right to require the Contractor to remove from the project any personnel who operate equipment in an unsafe manner.
3.1.9 Any refuse, debris, or garbage generated by the Contractor, or its crew members shall be cleaned up and removed from the project site by the Contractor and disposed of legally before payment is made.
3.2 Personnel Requirements
3.2.1 The Contractor shall always maintain an adequate work force and equipment to ensure completion of the work and to meet contract performance times, which could require the contractor to pick 225 bushels per day.
3.2.2 The Contractor shall attend a pre-work meeting and present a written work schedule acceptable to the Government which includes crew size and scheduling.
3.2.3 The Contractor shall designate supervisor(s), crew(s), and bagger(s) (see Definitions 2.0) and shall be responsible for the supervisor(s), crew(s), and bagger(s) knowing and performing the requirements of the contract.
3.2.4 The Contractor shall assign a specific person(s) referred to as the bagger to be responsible for measuring cone quantity, properly identifying bags of cones with tags, and bagging the cones. The Contractor shall assign one bagger for each separate crew.
3.2.5 The Contractor shall designate one supervisor (fluent and literate in English as well as crew’s language) for each crew & bagger. The supervisor(s) shall be identified by the Contractor at the prework conference.
The supervisor(s) shall be present at the work site each workday. If a supervisor is not present, the employees of the Contractor will not be permitted to work.
3.2.6 The Contractor’s designated supervisor(s) must perform in that capacity by:
a. Reading the contract and knowing the requirements and specified cone orders from prework conference.
b. Making periodic inspections of the work of crew and bagger.
c. Advising crew and bagger of any discrepancies found that deviate from the specifications and provide instruction to correct any improper work.
d. Performing solely as supervisor, i.e., no crew’s or bagger’s duties, if the Contractor’s work quality is found to be below acceptable quality standards.
3.2.7 The COR will not act as a supervisor to the crew(s) or bagger(s), however, will communicate to the supervisor(s) any work direction or correction needed. The COR will communicate daily the cumulative number of bushels per orchard unit/group collected by the Contractor up to the previous day’s collection.
3.2.8 The Contractor’s designated supervisor(s) shall keep the COR informed of crew location, when each orchard unit is completed, and when a new unit is started. (Unit picking order will be directed by the
COR.)
3.2.9 The Contractor shall give the COR written notice 24 hours prior to any significant change in crew and/or bagger personnel or to the work schedule. The Contractor shall give the COR written notice 24 hours prior to any change in supervisor designations.

4.0 GOVERNMENT-FURNISHED ITEMS
a. Gate Key – BLM will issue a gate key(s) to the Contractor at the prework conference. The key(s) will be issued with form DI-105, Receipt for Property. The Contractor shall return the key(s) to the COR in a usable condition prior to final payment. The Contractor shall be charged $100.00 for each key lost or returned in an unusable condition. Final payment will not be approved until the key(s) is returned to the appropriate issuing office.
b. Graduated measurement buckets – The COR shall issue graduated measurement buckets to the Contractor at the prework conference. The bucket(s) will be issued with form DI-105, Receipt for Property. The Contractor shall return these buckets to the COR in a usable condition prior to final payment. The Contractor shall be charged $100.00 for each measurement bucket lost or if returned in an unusable condition. Final payment will not be approved until the bucket(s) is returned to the appropriate issuing office.
c. Cone bags.
d. Permanent markers.
e. Pre-printed cone identification tags.
f. Extra blank cone identification tags.
g. Plastic barlocks.
4.1 The Contractor shall return all remaining Government-furnished items in good order upon completion of the contract. The Contractor assumes liability for damage or loss of Government-furnished items.
5.0 TIMING
5.1 The Government shall monitor seed maturity and cone ripeness and issue a start work order when both are acceptable. The Contractor will be directed to collect cones when seed is mature, but prior to the opening of cones and shedding of seed.
5.2 For both Horning and Tyrrell, cone collections typically begin in August. For Horning, Douglas-fir, western white pine, sugar pine, and/or noble fir collections may start all at the same time, with collections of western hemlock and western redcedar typically following in September. Tyrrell’s Douglas-fir collection in August is followed by sugar pine collection in mid- to late-September (see 6.13 for more description on sugar pine collection).
5.3 To keep within these biological windows, there are times when a Contractor is required to pick up to 225 bushels/day depending on the species and bushel orders. (See Deliveries or Performance F.1.0 section)
6.0 CONE COLLECTION
6.1 Clonal and/or Bulk Collections – (see Definitions 2.0; also 6.1.1, 6.1.2, 7.1.1, 7.1.2, 7.4.1, & 7.4.2) The Government shall determine if a clonal collection or bulk collection will be required, based upon site specific conditions such as environmental, insects, cooperators’ seed needs, etc.
6.1.1 Clonal Collection requirements: Individual tree identification is required on bags of cones. Cones collected are to be identified with tags that specify the orchard unit/group and the tree row, position, breeding unit, stand, tree number, and, for Horning, SOLID number. Cones from one tree are kept separate from cones from another tree.
6.1.2 Bulk Collection requirements: Cones in a specific orchard unit/group may be mixed by the bagger only (not the pickers) with those of other trees in the same orchard unit/group. The Government may designate different groups of bulk collections within an orchard unit. If so, the cones of each group are to be kept separate from other groups. Cone collection tags will be pre-printed showing the word BULK, the orchard unit name, and, in some cases, a group name.
6.2 The COR shall determine collection order for each orchard unit and cone ripeness for each clone within an orchard. Cone collection within an orchard unit will not necessarily proceed in a row-by-row order since

The COR may require the Contractor to revisit individual trees scattered in orchard units already partially collected, to pick the slower ripening trees/clones. The Contractor may be required to suspend collections until additional trees ripen for collection.
6.3 The COR may require the Contractor to only pick a certain number of bushels from a tree or from a clone, depending on cone orders from the cooperators. The Contractor shall collect cones in an orchard unit/group according to the bushel order given to the Contractor by the COR at the prework meeting, which may change during collection.
6.4 The Contractor shall hand-pick cones by climbing or by using orchard ladders or hydraulic lifts or by a combination of these collection techniques. The Contractor shall not cut, prune, or break tree branches unless directed by the COR.
6.5 The Contractor shall employ at least one hydraulic lift for each separate climbing crew, if employing climbing crews. For example, the Contractor shall use two hydraulic lifts if the contractor has two climbing crews, one in each of two different orchards units, to clean pick the larger trees that have branches too high to reach with a 16-foot ladder and branches too thick or brittle to bend back by a climber. Trees in the Consolidated orchards range from 2-20 feet in height, and trees in the First-generation orchards range 30–100 feet in height. (see Definitions 2.0).
6.6 The Contractor is permitted to climb orchard trees only to harvest cones that are beyond reach from a 16-foot orchard ladder. If climbing, the Contractor shall use a ladder to climb into orchard trees. The Contractor shall not damage tree tag nails, tree identification tags and tree bark getting into orchard trees or during climbing to collect cones. The Contractor shall not use climbing spurs in orchard trees.
6.7 Unless otherwise instructed by the COR, the Contractor shall collect cones from trees the Government has designated with a hanging cone identification tag(s) on the bole of the tree.
6.8 The Contractor shall clean pick (See 2.0 Definitions) the Government designated orchard trees, unless otherwise instructed by the COR.
6.9 The Contractor shall collect mature cones from the current growing season that have no damage and deformities. The Contractor shall keep branches, excess needles, old cones, garbage, etc. out of the current year cones, or remove said items prior to measurement by the Contractor’s bagger (see 2.0 Definitions for Bagger).
6.10 The Contractor shall not drop individual cones onto the ground surface, nor collect any cones from the ground. The Contractor shall not perform tarp collection (see tarp collection definition in 2.0 Definitions).
The Contractor shall not drop or throw bags or other approved collection containers from trees to the ground. The Contractor shall lower collection bags or other approved containers to the ground using ropes.
6.11 The Contractor shall place all the picked cones of the tree from which the cones were picked into open cone bag(s) against the bole of the tree from which the cones were picked and under the tree identification tag.
The Contractor shall not bunch tightly or pile on top of each other the bags of picked cones, to allow some air flow around the cones. The bags shall remain there until the Contractor’s bagger has measured, tagged, and secured each bag (if Bulk, the bagger can take a partial bushel to the next tree if in the same Bulk group) (see section 7.0 Cone Measurement and Bagging).
6.12 The Contractor may use cone hooks to assist in picking; however, no undue force shall be applied which results in branch breakage.
6.13 For sugar pine collection, the Contractor shall cut the stem of each sugar pine cone approximately ½-inch from the tree branch and shall place into provided mesh cone bags.
6.14 All cones picked by the Contractor shall remain the property of the Government.

7.0 CONE MEASUREMENT, TAGGING, AND BAGGING
7.1 Reminder of Important Distinctions Between Clonal & Bulk:
7.1.1 Clonal Collection – The Contractor shall not mix cones collected from one tree with cones collected from another tree.
7.1.2 Bulk Collection – Within an orchard unit/group that is being collected as one bulk lot, if the last bag of one tree is less than 0.5 bushel the Contractor’s bagger shall take it to another tree collected within the same orchard unit/group and add its cones to complete 0.5 bushel. The exception to creating an 0.5-bushel bag, is if the Government requests a measurement of 1.0 bushel per bag.
7.2 Bagger:
7.2.1 The Contractor shall assign a specific person(s) (referred to as the bagger) to be responsible for measuring cone quantity, properly identifying bags of cones with tags, and bagging the cones. The Contractor shall assign one bagger for each separate crew in each orchard unit during collection activities and ensure that each bagger knows the cone measurement, tagging, and bagging requirements. The Contractor shall ensure that any crew member helping a bagger knows the cone measurement, tagging, and bagging requirements.
The Contractor shall not allow each crew member to measure, tag, and bag their own collections.
7.3 Measurement:
7.3.1 The bagger shall use the Government-furnished graduated measuring buckets, which are marked with lines at 0.1, 0.2, 0.3, 0.4, and 0.5, or lines up to 1.0 bushel, to measure the cones. At the direction of the Government, the bagger will measure either 0.5 bushel or 1.0 bushel of cones for each cone bag, with the following exceptions. If the last bag of a clonally collected tree or if the last bag of a bulk collection does not have a full 0.5 bushel or full 1.0 bushel (depending on the Government requirement), the bagger shall with a permanent marker cross off the pre-printed “0.5” or “1.0” on the cone tag and manually write what the final measurement is to the nearest tenth bushel (example 0.2).
7.3.2 The Contractor’s bagger shall place into Government-furnished cone bags current year’s cones that are clean and free of debris and have no signs of deformity. The bagger shall not place previous-year cones in the cone bags. If the Douglas-fir cones are flared (i.e., the cone is opening) the bagger shall measure 0.6 bushels or 1.2 bushels per bag (depending on the Government requirement). The cone tag amount, however, shall not be modified but shall remain at “0.5” bushel or “1.0” bushel.
7.3.3 To ensure an accurate bushel measurement, the bagger shall settle the cones in the Government-furnished graduated buckets by gently lifting and shaking the bucket for several seconds. The bagger shall add cones as necessary to reach the 0.5 line on the 0.5-bushel buckets or to the 1.0 line on the 1.0-bushel buckets. If measuring the last bag, measurements will be made and documented to the nearest 0.1 bushel after shaking as described to settle the cones.
7.3.4 Sugar pine at Tyrrell Seed Orchard – One bushel of sugar pine will consist of approximately 18 cones, (approximately 9 sugar pine cones per 0.5 bushel). The Contractor shall place up to 9 sugar pine cones per mesh cone bag and write on each tag the number of cones enclosed.
7.3.5 Sugar pine at Horning Seed Orchard – The contractor shall use the government provided measuring bucket to measure sugar pine. (As an example, one bushel of sugar pine may be approximately 18 cones per bushel if the cones are small-medium size, and approximately 16 cones per bushel if the cones are medium-large size.)
7.4 Tagging – clonal and bulk:

7.4.1 Clonal collection tags: Pre-printed cone identification (ID) tags will be attached by the Government to each tree selected for clonal collection. The tags are pre-printed with tree identification information:
Orchard, Row, Column, Breeding Unit, Stand, Tree Number, and, at Horning, SOLID number. If sufficient pre-printed cone ID tags are not available for all the bags of a tree, the bagger shall manually and legibly write in the tree ID information from the tree’s tag (Row, Column, Breeding Unit, Stand, Tree Number and, at Horning, SOLID number) on the fill-in-the-blank tags furnished by the Government. The Contractor shall notify the COR if the supply of blank tags is getting low to allow the Government adequate time to print additional tags.
7.4.2 Bulk collection tags: A pre-printed cone ID tag will be attached by the Government to each tree to mark its selection for bulk collection. The Government will furnish a stack of pre-printed cone ID tags with the orchard unit/group name and the word “BULK”. The Contractor shall notify the COR if the supply of bulk cone ID tags is getting low to allow the Government adequate time to print additional tags.
7.5 Bagging:
7.5.1 The Contractor’s bagger shall attach an ID tag to each bag of cones before moving cones from the base of the tree. The bagger shall remove the small portion of the cone ID tag at the perforation and place it inside the bag. The bagger shall insert a plastic barlock (see 2.0 Definitions) through the hole of the cone ID tag and then use the same barlock to close the bag-opening tight and secure within four to six inches of the top of the bag.
7.5.2 The Contractor’s bagger shall leave measured and tagged bags in the shade of trees, trying not to pile bags of cones on top of each other, until the Contractor transports them to the Government designated storage location.
8.0 TRANSPORT AND SHELVING OF CONES
8.1 The Contractor shall transport bagged cones from the orchard units the same day they are harvested and place them on drying racks in the location designated by the COR. The Contractor shall place cones of an orchard unit or group on drying racks separate from cones from another orchard unit or group.
8.2 The Contractor shall place bagged cones in a manner that distributes the cones evenly throughout each bag to maximize drying. The Contractor shall arrange bags so that cone identification tags are on the outer edge of the drying rack.
8.3 At Horning, the Contractor shall place eight (8) 0.5-bushel bags on each shelf of the stationary racks (four bags per side of shelf) and three (3) bags per shelf on rolling racks. The COR will give more direction if 1.0-bushel per bag was required.
8.4 At Tyrrell, the Contractor shall place eight (8) 0.5-bushel bags on each shelf of the stationary racks (four bags per side of shelf). The Contractor shall place bags with 0.3 bushels or less in a predetermined location designated by the COR.
9.0 BAG TURNING
9.1 Horning - The Contractor shall turn racked cone bags every other day, three times - for a period of 6 days following the date of collection. Sugar Pine bags do not need to be turned. The Contractor is not required to turn cone bags which were just brought to storage that day. Bag turning allows for release of moisture and provides adequate air circulation for correct drying, the Contractor shall turn bags over, in-place, 180° from their previous position, with cone identification tags facing to the outside edge of the drying rack.
Tyrrell - The Contractor shall turn all racked cone bags every day for seven consecutive days following the date of collection. The Contractor is not required to turn cone bags which were just brought to storage that day. Bag turning allows for release of moisture and provides adequate air circulation for correct drying, the

Contractor shall turn bags over, in-place, 180° from their previous position, with cone identification tags facing to the outside edge of the drying rack.
9.2 The Government shall have cone racks grouped as much as possible by collection date, with a ‘date collected’ and ‘last date to turn’ on the upper left corner of each stack of racks. Each day, the Contractor shall notify a Government employee when the bags have been turned for the day

SECTION G – CONTRACT ADMINISTRATION DATA
CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (JULY 2010)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/. The CPARS User Manual, registration for On Line Training for Contractor Representatives, and a practice application may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating ''No comment" in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:
(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – INVOICE PROCESSING
PLATFORM (IPP) (FEB 2021)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Products or Commercial Services included in commercial products or commercial services contracts.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If partial payment is billed and the invoice states a lump sum, the invoice shall include an itemized breakdown and narrative progress summary of the work performed during this invoice period.
3. If final payment is billed, the last invoice shall state “FINAL”.
4. Contractor’s Release of Claims shall be submitted with the final invoice.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 – 5 business days of the contract award date.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

SECTION H – SPECIAL CONTRACT REQUIREMENTS
H.1.0 ACCESS
In the event of a site/facility closure, the Contractor shall not perform or make deliveries to the site/facility until it is reopened by the Government, unless otherwise instructed by the Contracting Officer or their designated representative.
H.2.0 WORK HOURS
Unless otherwise specified in Section C, Specifications, work hours under this contract shall be limited to the time between one-half hour before sunrise to one-half hour after sunset each day. No work will be done on Saturday, Sunday, or Federal holidays unless authorized by the COR.
H.3.0 ENVIRONMENTAL INTERRUPTION OF WORK
H.3.1 Environmental - The Contracting Officer, by issuance of a suspend work order, may direct the Contractor to shut down any work that may be subject to damage due to weather conditions, fire danger, or because it is impracticable to work during the winter season. The Contractor will be given a resume work order which will document the date the work suspension ends. An allowance has been included in the contract time for all environmental delays. The count of contract time will therefore continue during all periods of suspension due to normal weather conditions, including fire danger. The Contractor will not be entitled to additional contract time for any suspensions except to the extent that they are due to unusually severe weather conditions. The Contractor will not be entitled to additional monetary compensation for such suspensions regardless of duration.
H.3.2 Endangered Species - The Government may direct the Contractor to discontinue all operations in the event that listed or proposed threatened or endangered plants or animals protected under the Endangered Species Act of 1973, as amended, or Federal candidate (Category 1 and 2), sensitive or state listed species, identified under BLM Manual 6840, are discovered to be present in or adjacent to the project area.
H.4.0 PRESERVATION OF HISTORICAL AND ARCHEOLOGICAL DATA
H.4.1 Public Law 93-291, May 24, 1974, provides for the preservation of scientific, prehistorical, and archeological data (including relics and specimens) which might otherwise be lost due to alteration of the terrain as a result of any Federal construction project.
H.4.2 The Contractor agrees that should any contractor employee, in the performance of this contract, discover evidence of possible scientific, prehistorical, historical, or archeological data the contractor will notify the Contracting Officer immediately in writing giving the location and nature of the findings.
H.4.3 Where appropriate by reason of discovery, the Contracting Officer may order delays in the time of performance and/or changes in the work. If such delays and/or changes are ordered, the time of performance and contract price shall be adjusted in accordance with the applicable clauses in the Contract Clauses Section of this contract.
