About this file

This document is an amendment to a federal solicitation requesting preliminary assessment and site inspection services. The Bureau of Land Management Oregon-Washington is seeking proposals to conduct preliminary assessments and site inspections for cannabis grow sites, mercury mines, and shooting areas located in Medford, Prineville, and northwest Oregon districts. Contractors must acknowledge receipt of this amendment by the specified deadline. The amendment provides answers to vendor questions, clarifying that one site assessment plan and one quality assurance plan will be accepted for all sites, the number of test pits will depend on site conditions, and contractors should plan for three samples per cannabis site initially. The period of performance is from September 1, 2023 through December 31, 2024.

Question #2 - 1.3 Description of work:

Sampling 2nd paragraph states, "In addition, a shovel will be used to dig 25-30 test pits on the site." Will the government confirm that the number of test pits will be dependent on the site evaluation findings and may be fewer or greater than listed in the RFQ?

Answer #2 - The number of test pits should be determined based on site conditions, disregard the 25-30 reference.

Question #3 - 1.3 Description of work:

Sampling 5th paragraph states, "Sampling at the cannabis grow sites should be discussed with the

CO and COR." Will the government provide an estimate of samples per site to ensure it receives equitable cost proposals from all bidders since sampling will not be determined until after the PA is completed?

Answer #3 - Please start with 3 samples per cannabis site, if further sampling is determined necessary, the contractor will discuss with the

CO, prior to commencing any work.

Questions #4 and #5 refer to the Oregon Fire

Restrictions that apply once fire season has been declared. This year fire season was declared on

June 9, 2023. The regulations cited in the contract refer to private lands outside of BLM, although we ask that all vendors working in the field try to remain "fire safe" during fire season. Additional information can be found at https://swofire.com

Question #4 - 5.3 General

1. Closed Fire Season bullets state, "Watchman service must be provided for 3 hrs. after shutdown of power equipment for the day." And, "Permits to operate power-driven machinery shall be obtained by the Contractor." Will the

Government confirm that contractors proposing the use of only motor vehicles and hand tools will not require watchman services or permits as listed?

Answer #4 - Yes, if you are not using power machinery you will not need to obtain permits.

Please be careful of parking cars in tall, dry

Question #5 - 5.3 General

4. Additional Water Supply 1st paragraph states, "Contractor shall comply with ORS 477.615 during fire season when inside or within one-eighth of one mile of a state forest protection district and furnish additional water supply and equipment for use in fire suppression in conformity with the rules promulgated by the Oregon State

Forester, when directed by the Oregon State

Forester in writing." Will the Government request approval of work with the State Forester? Or in the governments experience has the State Forester required the addition of fire suppression equipment and water for similar scopes of work in the past?

Answer #5 - Fire Danger ratings change as the summer progresses. It is always a good idea to keep additional water and shovels handy in case of fire. The link above will show you the latest direction from the State Forester. We have not had a need for fire suppression for similar scopes of work in the past.
