i. Technical Capability
ii. Prior Experience and Performance
iii. Price.
USWFS Boise Virtual Fence Page 8 of 8
Non-price factors (Technical Capability and Prior Experience and Performance) are approximately equal when compared to Price in making the award decision.
Evaluation Factor No. 1: Technical Capability
1. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary to determine product meets the requirement outlined in this solicitation.
2. Describe the firm’s staff training and management plan.
Evaluation Factor No. 2: Past Experience and Performance Provide Past performance showing similar work, in a similar environment, of a similar scale that has been completed. Past performance shall be within the last 3 Years. The government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.
Evaluation Factor No. 3: Price Completed price schedules will be evaluated for completeness and reasonableness. Price reasonableness will be determined based upon comparison of competitive quotations.
Award may not be made to the Offeror submitting the lowest price if the lowest price does not meet demonstrate technical capability or successful past performance.
(b) 52.217-5 Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
