About this file
This is a Request for Quotation (RFQ) for Cultural Resource Inventory (CRI) Class III archaeological survey services. The Bureau of Land Management (BLM) Kremmling Field Office is seeking a firm fixed price contract to conduct intensive archaeological inventories across approximately 1,183 acres in northwest Colorado, including three timber sale areas (Bull Mountain, Copper Creek, and Owl Mountain totaling 1,098 acres) and five staging areas for equipment storage and personnel access (85 acres) related to low-tech restoration projects. The survey must include 100% pedestrian inventory at 15-20 meter transect intervals to identify, record, and evaluate all cultural resources greater than 50 years old, with particular attention to testing potentially eligible sites to determine depth potential, integrity, and National Register eligibility. All previously recorded sites must be re-visited, and newly identified sites and isolated finds must be documented using current OAHP (Office of Archaeology and Historic Preservation) forms and BLM Linear Management Data forms. The contract period runs from March 16, 2026, to December 31, 2026, with quotes due by 2:00 p.m. MST on February 20, 2026, submitted via email to Contract Specialist Kanon Morris at kdmorris@ios.doi.gov.
Compensation is structured as a firm fixed price with three lump sum deliverables: a letter report describing CRI III results (35% of contract cost) due within two weeks of fieldwork completion; a draft final report with site forms and geospatial data (35% of contract cost) due within 90 days of fieldwork completion; and a final report incorporating government comments (30% of contract cost) due within 180 days of fieldwork completion. Quoters must submit resumes demonstrating key personnel qualifications for the Project Director/Principal Investigator and Field Director meeting BLM Handbook requirements, provide information on two to four relevant past contracts, and submit a total price quotation. Award will be based on best value considering key personnel qualifications, relevant experience, and price, with all non-price factors combined being more important than price alone. Quoters must hold or be able to obtain a Colorado Permit for Archaeological Investigation (PAI) and a Colorado Office of Archaeology and Historic Preservation consulting permit prior to fieldwork. The quotation shall remain valid for 60 days. Questions must be submitted by February 16, 2026, with government responses incorporated by amendment. No formal site visit is scheduled, though vendors may visit at their own convenience.

STATEMENT OF WORK
1.0 General: Furnish labor and equipment to complete Class III archaeological inventories.
1.1 Introduction
The Bureau of Land Management (BLM) is required, under Section 106 of the National Historic
Preservation Act of 1966 (as amended) (NHPA) to take into account the effects of its actions on historic properties through a process of identification, evaluation, assessment of effects, and, if needed, mitigation. Prior to any ground-disturbing activity, the BLM conducts a Class III
(intensive) cultural resource inventory per requirements provided in BLM’s 8110 Manual for the purpose of identifying and evaluating cultural resources which may be affected by the proposed action. The BLM Kremmling Field Office (KFO) proposes to conduct three timber sales totaling
1,098 acres in Grand, Jackson, and Larimer Counties. The timber units include a heavy dead and down component of beetle kill lodgepole pine, with thick regeneration of both lodgepole and limber pine throughout. Due to the 2012 Mountain Pine Beetle epidemic, with approximately 80% mortality, the hazardous fuel loading from dead and down lodgepole has greatly increased the probability of more intense fire activity within lodgepole stands. Using a timber salvage sale as a method for fuels reduction is the most cost effective means as we can provide local mills with wood products, while opening up the understory allowing for better chase of low intensity ground fire.
Implementation of these projects would begin to take place in the spring and summer of 2027.
In addition, BLM-KFO also proposes a multi-year installation of up to 400 low-tech, process-based restoration (LTPBR) structures along Behler Creek, Mule Creek, and Sheriff Creek in Grand County that include Beaver Dam Analogs (BDA). These structures will assist natural processes to restore wetland habitat and attain more complex and resilient riparian systems. Cultural surveys are required for the proposed staging areas for storing equipment and personnel parking to access the stream project areas. The total acreage included for these locations totals 85 acres.
1.2 Project Description
A Class III (intensive) field inventory of approximately 1,183 BLM acres of public land in Grand, Jackson and Larimer Counties, Colorado is requested. The cultural resource inventory is required prior to timber sales and the development of staging areas to locate, evaluate and adequately protect all sites from the effects of the undertaking. Survey shall include a 100% pedestrian inventory at transect intervals spaced between 15 - 20 meters, to identify, record, and evaluate all cultural resources greater than 50 years old. All previously recorded Eligible, Needs Data, and Unevaluated sites in the inventory area shall be re-visited. All newly-identified sites and isolated finds located will be recorded and mapped. New OAHP (Office of Archaeology and Historic Preservation) management data and component forms shall be completed for newly recorded sites as well as sites previously recorded on old versions of site forms; BLM Linear Management Data and/or BLM Linear Segment
Forms shall be used for documenting all linear resources. The definition of a site and isolated find shall follow the field office standards and procedures. The contractor shall confirm the definitions with the Project Inspector. Potentially eligible sites will be tested to determine site
BLM KREMMLING FIELD OFFICE Page 5 of 58 depth potential, integrity, and eligibility wherever possible. This will be done to reduce the number of
“Needs Data” evaluations. If encountered, all cadastral survey monuments will be recorded as isolated finds.
Several cultural resource inventories have been conducted within the current Area of Potential Effects
(APE). With the exception of one previous inventory, these inventories were either conducted more than 15 years ago or covered a negligible portion of the current APEs that the entirety of the inventory areas for Owl Mountain, Copper Creek, and Staging Areas require survey at the Class III level. In
2025, portions of the Bull Mountain project area were inventoried for a separate fuels treatment and timber sale. The overlapping areas will not need to be surveyed again, however, the entirety of the
APE should be acknowledged and discussed in the report. Based on previous inventories and ethnographic evidence around the APE, it is likely that site density will be low throughout each inventory area.
Bull Mountain:
One prehistoric open lithic site (5LR.1480) was previously documented within the Bull Mountain project area. The site was officially determined not eligible for listing to the National Register of
Historic Places (NRHP). Unless significant changes to the site have occurred, such as soil erosion revealed buried deposits, the site will not require field documentation.
Copper Creek:
No cultural resources have been identified within the Copper Creek APE; however, previous surveys less than a mile from the APE identified moderate to high densities of prehistoric sites, several of which were officially determined eligible.
Owl Mountain:
No cultural resources have been identified within the Owl Mountain APE. Previous surveys in the area reveal low densities of cultural resources.
Staging Areas:
Five resources (two sites: 5GA.3016 and 5GA.3403; and three IFs: 5GA.3019, 5GA.3023, and
5GA.3406), all of which are not eligible, are within the Mule Creek staging areas. These resources will not require re-visitation or documentation unless significant changes to the resources have occurred.
These project areas include a heavy dead and down component of beetle kill lodgepole pine, with thick regeneration of both lodgepole and limber pine throughout. Most of the area is accessible by
4WD vehicle and/or ATV/UTV. County roads access the area but can become impassable when wet.
Prior to fieldwork the contractor will be responsible for contacting the NWD archaeologist to discuss procedures for completing the pre-fieldwork records search, survey requirements, and report requirements, including the pre-field files search with the KFO and the OAHP Compass database.
No contract modifications shall be provided for unanticipated site density or logistic complexity not considered by the contractor in their bid.

A. Item 1 payment shall be made based on acceptance of a digital letter report in PDF format that describes the results of the Class III inventory. Payment shall total 35% of the contract cost. The
BLM KREMMLING FIELD OFFICE Page 8 of 58 letter report is due to the BLM within two weeks after completion of fieldwork, and shall contain at a minimum:
1. A brief description of each site, which shall include site type, temporal or cultural affiliation, and the NRHP eligibility recommendation. This information can be in table format.
2. A draft shapefile of the site and isolated find results. The contractor will use OAHP’s shapefile template located here: https://sites.google.com/state.co.us/oahp-resource-center/forms-guidance/gis-requirements.
a. BLM will submit requests to OAHP for Smithsonian numbers and the OAHP document number.
3. A copy of a 7.5' topographic map showing the project inventory boundary and site locations.
The COR’s review of the letter report and verbal notification of acceptance of the results to the contractor within two weeks of receipt constitutes completion of this item of the contract.
B. Item 2 payment shall be made based on the digital submission of a Draft Final Report and draft site forms in Word format, along with inventory and site shapefile data. Payment shall total
35% of the contract cost. This documentation must be submitted to the BLM for review within 90 calendar days after completing the fieldwork.
The BLM shall not accept CDs containing the draft documentation (report and forms) and geospatial data. Instead, the contractor may supply these data on a USB flash drive or arrange for digital transfer via an FTP site or other secure internet location (again pursuant to the most current Digital Data
Specifications Guide).
The Draft Final Report, and all required inventory and site forms, shall meet the guidelines established by the Secretary of Interior’s Standards and Guidelines for Archaeology and Historic
Preservation, BLM Colorado Handbook (revised 2017), OAHP Guidelines, and the field office standards and procedures. The draft documentation shall not be digitally secured or protected. A complete list of the previous inventories and complete site and isolate numbers found during the literature search may be included as a table and summarized in the text.
A description of the APE, including the potential for direct, indirect and cumulative effects, must be included in the report. The draft report shall also evaluate the sites in the APE for National Register eligibility and make a recommendation regarding a Determination of Effect for the undertaking.
Those evaluations should be made in the context of previous investigations and findings in the general area, and management issues for the region. All sites determined to be “needs data” shall include a detailed justification for such a determination; the contractor must conduct a shovel or trowel test prior to recommending a site as “Needs Data,” not to exceed the maximum testing allowed per site under the contractor’s PAI.
The BLM shall provide comments/suggested revisions to the Draft Final Report within 60 days of receipt.
C. Item 3 payment shall be made upon acceptance of the Final Report by BLM. Final payment https://sites.google.com/state.co.us/oahp-resource-center/forms-guidance/gis-requirements

The count of contract time will therefore continue during all periods of suspension due to normal weather conditions, including fire danger. The Contractor will not be entitled to additional contract time for any suspensions except to the extent that they are due to unusually severe weather conditions. The Contractor will not be entitled to additional monetary compensation for such suspensions regardless of duration.

Government for all such liability.
8.0 HAZARDOUS MATERIALS
Any material suspected of being hazardous that is encountered during performance of a project shall immediately be brought to the attention of the Contracting Officer, at which time a determination will be made as to whether hazardous material testing shall be performed. If the Contracting Officer directs the contractor to perform tests, and/or the material is found to be of a hazardous nature requiring additional protective measures, a contract modification may be required, subject to equitable adjustment under the terms of the contract. The contractor is advised that friable and/or non-friable asbestos-containing material may be encountered in project areas. Friable asbestos-containing material is any material that contains more than one percent asbestos by weight, and that hand pressure can crumble, pulverize or reduce to powder when dry. Non-friable asbestos containing materials are materials in which asbestos fibers are bound by a matrix material, saturation, impregnation or coating.
Non-friable asbestos-containing materials do not normally release airborne asbestos fiber during routine handling and end-use. However, excessive fiber concentrations may be produced during uncontrolled abrading, sanding, drilling, cutting, machining, removal, demolition, or other similar activities. 29 CFR
